أعلن مفوض التجارة الأوروبي ماروش شيفكوفيتش، اليوم (الخميس)، أن الاتحاد الأوروبي يسعى لتطبيق الرسوم الجمركية الأمريكية المخفضة على صادرات السيارات الأوروبية بأثر رجعي.
جاء ذلك ضمن بيان مشترك بين الاتحاد الأوروبي والولايات المتحدة، يوضح تفاصيل اتفاقية تجارية إطارية تم التوصل إليها في يوليو الماضي.
وحدد البيان أن الرسوم الأمريكية بنسبة 15% ستُطبق على معظم الواردات الأوروبية، مع التزام الاتحاد الأوروبي بإلغاء الرسوم على السلع الصناعية الأمريكية وتسهيل الوصول إلى الأسواق لمنتجات المأكولات البحرية والزراعية الأمريكية.
وأوضح البيان أن واشنطن ستخفض الرسوم الجمركية الحالية على السيارات وقطع الغيار، التي تصل إلى 27.5%، بمجرد أن يقدم الاتحاد الأوروبي التشريعات اللازمة لتخفيض الرسوم على السلع الأمريكية.
ومن المتوقع أن يبدأ تخفيض الرسوم الأمريكية اعتباراً من اليوم الأول في الشهر الذي يتم فيه تقديم التشريعات الأوروبية.
وأكد شيفكوفيتش أن المفوضية الأوروبية تعتزم تقديم مقترحاتها بحلول نهاية الشهر، ما يعني تطبيق التخفيضات من 1 أغسطس.
وأشار مسؤول أمريكي كبير لـ«رويترز» إلى إمكانية تخفيف الرسوم عن شركات السيارات الأوروبية خلال أسابيع.
وتم الإعلان عن الاتفاقية في 27 يوليو بين الرئيس الأمريكي دونالد ترمب ورئيسة المفوضية الأوروبية أورسولا فون دير لاين في ملعب ترمب للغولف في أسكتلندا، وأشاد الطرفان بالاتفاقية كإنجاز تاريخي، مؤكدين إمكانية توسيعها لتشمل مجالات إضافية.
كما تضمن البيان التزام الولايات المتحدة بتطبيق رسوم الدولة الأكثر رعاية (أقل من 15%) على منتجات مثل الطائرات الأوروبية والأدوية الجنيسة والموارد الطبيعية اعتباراً من 1 سبتمبر، مع استثناء النبيذ والمشروبات الروحية.
وأكد الاتحاد الأوروبي نيته شراء 750 مليار دولار من الغاز الطبيعي المسال والنفط والمنتجات النووية الأمريكية، إلى جانب 40 مليار دولار من رقائق الذكاء الاصطناعي الأمريكية، مع استثمارات أوروبية بقيمة 600 مليار دولار في القطاعات الاستراتيجية الأمريكية حتى 2028.
واتفق الطرفان على معالجة الحواجز التجارية الرقمية غير المبررة ووضع قواعد منشأ تضمن استفادة الشركاء التجاريين بشكل رئيسي.
The European Trade Commissioner Maros Sefcovic announced today (Thursday) that the European Union is seeking to retroactively apply the reduced U.S. tariffs on European car exports.
This was part of a joint statement between the European Union and the United States, outlining the details of a framework trade agreement reached last July.
The statement specified that the U.S. tariffs of 15% will be applied to most European imports, with the European Union committing to eliminate tariffs on U.S. industrial goods and facilitate access to markets for U.S. seafood and agricultural products.
The statement clarified that Washington will reduce the current tariffs on cars and spare parts, which reach up to 27.5%, once the European Union presents the necessary legislation to lower tariffs on U.S. goods.
The reduction of U.S. tariffs is expected to begin on the first day of the month in which the European legislation is submitted.
Sefcovic confirmed that the European Commission intends to present its proposals by the end of the month, meaning the reductions will take effect from August 1.
A senior U.S. official told Reuters that there is a possibility of easing tariffs on European car companies within weeks.
The agreement was announced on July 27 between U.S. President Donald Trump and European Commission President Ursula von der Leyen at Trump's golf course in Scotland, with both parties praising the agreement as a historic achievement, emphasizing the potential to expand it to include additional areas.
The statement also included the U.S. commitment to apply most-favored-nation tariffs (less than 15%) on products such as European aircraft, generic drugs, and natural resources starting September 1, with exceptions for wine and spirits.
The European Union confirmed its intention to purchase $750 billion worth of U.S. liquefied natural gas, oil, and nuclear products, along with $40 billion in U.S. artificial intelligence chips, with European investments of $600 billion in strategic U.S. sectors by 2028.
Both parties agreed to address unjustified digital trade barriers and establish origin rules that primarily benefit trading partners.
