أعلنت وزارة البلديات والإسكان، تحديث اشتراطات منافذ بيع المواد غير الغذائية، وذلك في إطار جهودها المستمرة لمعالجة مظاهر التشوه البصري، وتعزيز الامتثال للاشتراطات البلدية، وتنظيم بيئة الأعمال التجارية، بما يُسهم في تحقيق الأهداف التنموية للقطاع، ويدعم المستثمرين على التوسع وتطوير أنشطتهم التجارية.
ويشمل نطاق تطبيق الاشتراطات جميع منافذ بيع المواد غير الغذائية بالجملة والتجزئة، مثل: (الملابس، والعطور، والأحذية، والقرطاسية، وغيرها من الأنشطة المشمولة)، ويمكن الاطّلاع على الاشتراطات المحدثة من خلال زيارة الرابط: https://momah.gov.sa/sites/default/files/2025-04/ashtratat%20mnafdh%20alby%60%20llmwad%20alghyr%20ghdhay%27yt.pdf.
وتضمن التحديث الجديد عددًا من المحاور الرئيسية، شملت الاشتراطات التنظيمية بأنواعها: (متطلبات الترخيص، والمتطلبات المكانية، ومتطلبات الموقع والمساحة، والأنشطة الإضافية المتجانسة)، إضافة إلى الاشتراطات الفنية والاشتراطات التشغيلية.
وأكدت الوزارة أن من أبرز التحديثات مراعاة طبيعة الأنشطة المسموح بها حسب نوع المنفذ، إذ يُسمح بممارسة نشاط البيع بالجملة أو التجزئة في المواقع المستقلة أو ضمن مبانٍ قائمة، بشرط ألا تقل مساحة المنفذ عن (24 م²)، أما الأكشاك، فيُقتصر استخدامها على البيع بالتجزئة فقط، ويُشترط ألا تقل مساحتها في المجمعات التجارية أو الأسواق الشعبية عن (2 م²)، كما نصت الاشتراطات على إمكانية ممارسة نشاط البيع بالجملة داخل المكاتب، شريطة الالتزام باشتراطات المكاتب المحددة.
ودعت الوزارة المستثمرين والراغبين في مزاولة أنشطة منافذ بيع المواد غير الغذائية إلى الالتزام بالاشتراطات المحددة في بطاقات الأنشطة على منصة «بلدي»، بما يسهل عليهم إصدار الرخص التجارية وممارسة النشاط وفق اللوائح المعتمدة.
The Ministry of Municipalities and Housing announced an update to the requirements for non-food retail outlets, as part of its ongoing efforts to address visual distortions, enhance compliance with municipal regulations, and organize the business environment, contributing to the achievement of developmental goals for the sector and supporting investors in expanding and developing their commercial activities.
The scope of the requirements applies to all non-food retail outlets, both wholesale and retail, such as: (clothing, perfumes, shoes, stationery, and other included activities). The new update includes several key areas, covering regulatory requirements of various types: (licensing requirements, spatial requirements, site and area requirements, and additional homogeneous activities), in addition to technical and operational requirements.
The ministry emphasized that one of the most notable updates is the consideration of the nature of permitted activities according to the type of outlet. It allows for wholesale or retail sales activities in independent locations or within existing buildings, provided that the outlet area is not less than (24 m²). As for kiosks, their use is restricted to retail sales only, and it is required that their area in shopping centers or popular markets is not less than (2 m²). The requirements also stipulate the possibility of conducting wholesale sales activities within offices, provided that the specified office requirements are adhered to.
The ministry called on investors and those wishing to engage in non-food retail activities to comply with the requirements specified in the activity cards on the "Baladi" platform, which facilitates the issuance of commercial licenses and the conduct of activities in accordance with the approved regulations.
