يرأس وزير الصناعة والثروة المعدنية بندر بن إبراهيم الخريف، وفدًا سعوديًا رفيع المستوى في زيارة رسمية إلى روسيا الاتحادية خلال الفترة من 7 إلى 10 يوليو 2025، لتعزيز الروابط الثنائية الاقتصادية بين البلدين، واستكشاف الفرص المتبادلة في عدد من القطاعات الحيوية في مقدمتها الصناعة والتعدين والطيران وتقنيات التصنيع المتقدم، ضمن جهود المملكة المستمرة لتعميق الشراكات الاقتصادية والصناعية الدولية بما يحقِّق مستهدفات رؤية المملكة 2030.
ويفتتح خلال الزيارة الجناحَ السعودي المشارك في معرض الصناعة الدولي «2025 INNOPROM»، الذي يقام في مدينة «يكاترينبورغ» الروسية، وتأتي مشاركة المملكة بصفتها شريكة للمعرض، وسيعرض الجناحُ الفرص الاستثمارية الواعدة في المملكة أمام المستثمرين الروس، وتبرز الشركات الصناعية السعودية الرائدة أحدث منتجاتها وتقنياتها الصناعية.
ومن المقرر أن يزور رئيس الوزراء الروسي الجناح السعودي للاطلاع على تطوُّر القطاعات الاقتصادية في المملكة، ومنها الصناعة والتعدين، والاستثمار والسياحة، التي تشهد تقدمًا متسارعًا مدفوعًا برؤية المملكة 2030.
وسيُجري سلسلة من الاجتماعات رفيعة المستوى مع كبار المسؤولين الحكوميين الروس، وقادة قطاعي الصناعة والتعدين؛ بما في ذلك وزير الصناعة والتجارة أنطون عليخانوف، ووزير الموارد الطبيعية والبيئة ألكسندر كوزلوف، والمديرة العامة لمركز التصدير وفيرونيكا نيكيشينا؛ بهدف توسيع التعاون الثنائي في القطاعات ذات الأولوية، ومنها التصنيع، والبتروكيماويات، والتعدين، والآلات والمعدات، والسيارات، والتكنولوجيا المتقدمة، بالإضافة إلى تعزيز سبل التعاون الصناعي والتعديني، وتشجيع التبادل التجاري بين البلدين.
كما يلتقي عددًا من شركات التعدين الروسية البارزة ومنها Aluminum Association، وNorilsk Nickel، لاستكشاف فرص بناء الشراكات التعدينية، وتبادل الخبرات، ونقل المعرفة والتقنية، ويجتمع بقادة شركات صناعية روسية، تشمل Rostec Corporation، وRepublic of Tatarstan، وChelyabinsk Region، وKhimprom، لبحث فرص التعاون في قطاعات البتروكيماويات، وصناعة السيارات، والتصنيع المتقدم، التي تعد ركائز أساسية في الإستراتيجية الوطنية للصناعة.
وشهدت العلاقات السعودية - الروسية لحظة تاريخية عند زيارة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، روسيا الاتحادية عام 2017، والتقى فخامة الرئيس فلاديمير بوتين، ووُقعت 10 اتفاقيات إستراتيجية شملت النفط والدفاع والصناعة والتعاون العسكري، وتلتها زيارة الرئيس فلاديمير بوتين للمملكة عام 2019، ووُقعت 20 اتفاقية إضافية في عدة قطاعات مختلفة، شملت الطاقة والاستثمار والتعدين والطيران والسياحة والتكنولوجيا.
وانعكس الأثر المباشر لتلك الزيارات على حجم التبادل التجاري غير النفطي بين البلدين، حيث ارتفع من (1.84) مليار ريال عام 2016 إلى (12.3) مليار ريال عام 2024 مع تطور في التعاون المشترك في قطاعات الصناعة والتعدين والبتروكيماويات والتصنيع المتقدم.
وتؤدي اللجنة السعودية - الروسية المشتركة للتعاون التجاري والاقتصادي والعلمي والتقني دورًا محوريًا في تعزيز العلاقات الاقتصادية الثنائية، إلى جانب جهود وزارة الصناعة والثروة المعدنية لتطوير التعاون مع نظيراتها الروسية في مجموعة واسعة من القطاعات الإستراتيجية، بما في ذلك التعدين، والآلات والمعدات، والتصنيع، والصناعات الغذائية، والأدوية، والأجهزة الطبية.
يأتي ذلك في وقت يشهد فيه القطاع الصناعي الروسي تحولًا جذريًا مدعومًا بإستراتيجية وطنية لزيادة إسهام قطاع التصنيع في الناتج المحلي الإجمالي إلى (15.45%) خلال العقد القادم، بالإضافة إلى الريادة العالمية لروسيا في مجال التعدين وإنتاج المعادن؛ ما يوفر فرصًا واعدة لتعزيز التعاون في القطاعين، وتنمية الاستثمارات المشتركة، خصوصا مع التحول الصناعي والتعديني الذي تشهده المملكة.
وفي قطاع التعدين يتمتع كلا البلدين بثروات معدنية غير مستغلة، حيث وقعت في عام 2024 مذكرة تفاهم بين المملكة وروسيا، لتعزيز التعاون في مجالات المسح الجيولوجي، وتنمية الموارد المعدنية، وتبادل الخبرات التقنية، ويستكشف الجانبان فرص التعاون في التعدين الأخضر، ومعالجة المعادن، وتكامل سلاسل الإمداد، مع طموحات مشتركة لمواجهة التحديات العالمية في قطاع التعدين.
وتسعى جهات منظومة الصناعة والثروة المعدنية -ومنها الهيئة السعودية للمدن الصناعية ومناطق التقنية (MODON)، والهيئة الملكية للجبيل وينبع- إلى جذب الاستثمارات الروسية بالمدن الصناعية في المملكة، وأثمرت جهودها عن تأسيس العديد من الشركات الروسية لوجودها بالمملكة في عدة مجالات تشمل صناعات البلاستيك والبتروكيماويات والمعدات الصناعية، وتستثمر شركة أرامكو السعودية في قطاع النفط والغاز الروسي، مما يُسهم في تعزيز العلاقات الاقتصادية الثنائية.
وإلى جانب العلاقات الاقتصادية والصناعية المتنامية تشهد المملكة وروسيا تقاربًا ثقافيًا وسياحيًا متزايدًا، ويستعد البلدان للاحتفال بالذكرى المئوية للعلاقات السعودية الروسية العام القادم بمبادرات تعزِّز الروابط بين الشعبين، ويُجري البلدان مباحثات حول الإعفاءات المتبادلة من التأشيرات للمواطنين في البلدين، وأعلنت الخطوط السعودية رحلات جوية مباشرة بين الرياض وموسكو، من المقرر إطلاقها في أكتوبر القادم.
وتعد زيارة وزير الصناعة والثروة المعدنية الرسمية إلى روسيا الاتحادية، خطوة مهمة لتعزيز الشراكة الاقتصادية الإستراتيجية بين البلدين، وتوسيع آفاق التعاون الثنائي في عدة قطاعات واعدة؛ بما في ذلك الصناعة والتعدين وتقنيات التصنيع المتقدم، بما يدعم النمو الاقتصادي المستدام لكلا البلدين.
The Minister of Industry and Mineral Resources, Bandar bin Ibrahim Al-Khorayef, heads a high-level Saudi delegation on an official visit to the Russian Federation from July 7 to 10, 2025, to enhance the economic bilateral ties between the two countries and explore mutual opportunities in several vital sectors, primarily industry, mining, aviation, and advanced manufacturing technologies, as part of the Kingdom's ongoing efforts to deepen international economic and industrial partnerships to achieve the objectives of Vision 2030.
During the visit, the Saudi pavilion participating in the international industry exhibition "2025 INNOPROM," held in the Russian city of Yekaterinburg, will be inaugurated. The Kingdom's participation comes as a partner of the exhibition, and the pavilion will showcase promising investment opportunities in the Kingdom to Russian investors, highlighting leading Saudi industrial companies and their latest products and industrial technologies.
The Russian Prime Minister is scheduled to visit the Saudi pavilion to learn about the developments in the economic sectors in the Kingdom, including industry, mining, investment, and tourism, which are witnessing rapid progress driven by Vision 2030.
A series of high-level meetings will be held with senior Russian government officials and leaders in the industry and mining sectors, including the Minister of Industry and Trade, Anton Alikhanov, the Minister of Natural Resources and Environment, Alexander Kozlov, and the General Director of the Export Center, Veronika Nikishina, with the aim of expanding bilateral cooperation in priority sectors, including manufacturing, petrochemicals, mining, machinery and equipment, automobiles, and advanced technology, in addition to enhancing industrial and mining cooperation and encouraging trade exchange between the two countries.
He will also meet with several prominent Russian mining companies, including the Aluminum Association and Norilsk Nickel, to explore opportunities for building mining partnerships, exchanging expertise, and transferring knowledge and technology. He will convene with leaders of Russian industrial companies, including Rostec Corporation, the Republic of Tatarstan, the Chelyabinsk Region, and Khimprom, to discuss cooperation opportunities in the petrochemicals, automotive, and advanced manufacturing sectors, which are essential pillars of the national industrial strategy.
The Saudi-Russian relations witnessed a historic moment during the visit of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, to the Russian Federation in 2017, where he met with President Vladimir Putin, and 10 strategic agreements were signed covering oil, defense, industry, and military cooperation. This was followed by President Vladimir Putin's visit to the Kingdom in 2019, during which 20 additional agreements were signed in various sectors, including energy, investment, mining, aviation, tourism, and technology.
The direct impact of those visits is reflected in the volume of non-oil trade between the two countries, which increased from 1.84 billion riyals in 2016 to 12.3 billion riyals in 2024, with developments in joint cooperation in the sectors of industry, mining, petrochemicals, and advanced manufacturing.
The Saudi-Russian Joint Committee for Trade, Economic, Scientific, and Technical Cooperation plays a pivotal role in enhancing bilateral economic relations, alongside the efforts of the Ministry of Industry and Mineral Resources to develop cooperation with its Russian counterparts in a wide range of strategic sectors, including mining, machinery and equipment, manufacturing, food industries, pharmaceuticals, and medical devices.
This comes at a time when the Russian industrial sector is undergoing a radical transformation supported by a national strategy to increase the contribution of the manufacturing sector to the GDP to 15.45% over the next decade, in addition to Russia's global leadership in mining and metal production, providing promising opportunities to enhance cooperation in both sectors and develop joint investments, especially with the industrial and mining transformation taking place in the Kingdom.
In the mining sector, both countries possess untapped mineral wealth, and in 2024, a memorandum of understanding was signed between the Kingdom and Russia to enhance cooperation in geological surveying, mineral resource development, and technical expertise exchange. Both sides are exploring cooperation opportunities in green mining, mineral processing, and supply chain integration, with shared ambitions to address global challenges in the mining sector.
Entities within the industrial and mineral resources system, including the Saudi Authority for Industrial Cities and Technology Zones (MODON) and the Royal Commission for Jubail and Yanbu, are seeking to attract Russian investments in industrial cities in the Kingdom. Their efforts have resulted in the establishment of several Russian companies operating in the Kingdom in various fields, including plastic industries, petrochemicals, and industrial equipment. Saudi Aramco is investing in the Russian oil and gas sector, contributing to strengthening bilateral economic relations.
Alongside the growing economic and industrial relations, the Kingdom and Russia are witnessing increasing cultural and tourism rapprochement. The two countries are preparing to celebrate the centenary of Saudi-Russian relations next year with initiatives that strengthen the ties between the two peoples. They are conducting discussions on mutual visa exemptions for citizens of both countries, and Saudi Airlines has announced direct flights between Riyadh and Moscow, set to launch next October.
The official visit of the Minister of Industry and Mineral Resources to the Russian Federation is an important step to enhance the strategic economic partnership between the two countries and expand the horizons of bilateral cooperation in several promising sectors, including industry, mining, and advanced manufacturing technologies, supporting sustainable economic growth for both countries.
