توقعت وكالة «فيتش» للتصنيف الائتماني، وصول نسبة الدين إلى الناتج المحلي الإجمالي في السعودية إلى نحو 39% بنهاية عام 2028، مقارنة بنحو 32% بنهاية 2025، مؤكدة أن النسبة ستظل أقل بكثير من متوسط الدول السيادية المصنفة ضمن الفئة الائتمانية «A» البالغ 58%.
وكشفت الوكالة، في قراءتها لبيان الميزانية التمهيدي لعام 2027، أن توقعاتها تشير إلى تسجيل عجز بنحو 3.7% من الناتج المحلي الإجمالي خلال 2027، وهو مستوى قريب من المستهدف الرسمي، قبل ارتفاعه -وفق تقديراتها- إلى 4.4% في 2028، بالتزامن مع توقع انخفاض متوسط سعر خام برنت إلى 60 دولاراً للبرميل، مقابل 70 دولاراً في 2027.
وبينت «فيتش» أن الحكومة رفعت توقعاتها للعجز في عامي 2027 و2028 مقارنة بالتقديرات الواردة في ميزانية 2026، مرجعة الزيادة بصورة رئيسية إلى ارتفاع الإنفاق، فيما رجحت أن تشمل المصروفات الإضافية دعم ممرات الخدمات اللوجستية والإنفاق العسكري والتحفيز المضاد للدورة الاقتصادية.
وأشارت إلى أن بيان الميزانية التمهيدي يولي أهمية أكبر لكفاءة الإنفاق مقارنة بالسنوات الأخيرة، متوقعة تباطؤ نمو الإنفاق الجاري، في وقت ترى فيه أن تحقيق تخفيضات مطلقة في حجم الإنفاق سيكون صعباً.
وحددت «فيتش» الاضطرابات المرتبطة بالصراعات وتأثيرها في إيرادات النفط باعتبارها أبرز المخاطر المحيطة بالتوقعات المالية، مشيرة إلى أن تقديرات النمو تتوافق مع متوسط إنتاج نفطي يبلغ نحو 10.6 مليون برميل يومياً خلال 2027.
وأضافت أن مصادر مستقلة أشارت إلى تجاوز إنتاج السعودية هذا المستوى بنهاية سبتمبر، عقب استعادة التدفقات عبر خط أنابيب شرق-غرب بالكامل، معتبرة أن سرعة استعادة التدفقات تعكس القدرات الفنية لقطاع الطاقة، فيما يعزز تنوع مسارات تصدير النفط مرونة القطاع في مواجهة الاضطرابات.
Fitch Ratings has predicted that the debt-to-GDP ratio in Saudi Arabia will reach approximately 39% by the end of 2028, compared to about 32% by the end of 2025, confirming that this ratio will remain significantly lower than the average of sovereign countries rated in the 'A' credit category, which stands at 58%.
The agency revealed, in its reading of the preliminary budget statement for 2027, that its forecasts indicate a deficit of about 3.7% of GDP during 2027, a level close to the official target, before rising - according to its estimates - to 4.4% in 2028, coinciding with an expected decline in the average price of Brent crude to $60 per barrel, down from $70 in 2027.
Fitch indicated that the government has raised its deficit expectations for 2027 and 2028 compared to the estimates included in the 2026 budget, attributing the increase primarily to rising expenditures, while it suggested that the additional expenses would likely include support for logistics service corridors, military spending, and counter-cyclical stimulus.
It noted that the preliminary budget statement places greater emphasis on spending efficiency compared to recent years, expecting a slowdown in the growth of current expenditures, while it sees achieving absolute reductions in the size of spending as challenging.
Fitch identified disruptions related to conflicts and their impact on oil revenues as the main risks surrounding the financial forecasts, noting that growth estimates align with an average oil production of about 10.6 million barrels per day during 2027.
It added that independent sources indicated that Saudi production had surpassed this level by the end of September, following the full restoration of flows through the East-West pipeline, considering that the speed of restoring flows reflects the technical capabilities of the energy sector, while the diversity of oil export routes enhances the sector's resilience in the face of disruptions.
