كشف الدليل المهني الشامل لأعمال التقييم (اطلعت «عكاظ» عليه) عن تمكين المقيّمين المعتمدين لتقدير أضرار المركبات بالانسحاب من المهمة، في حال كان وصف ضرر المركبة غير مكتمل، أو عند عدم توفر المعلومات اللازمة لإجراء تقييم دقيق، وذلك إذا تعذر على المقيّم توسيع نطاق العمل لجمع المعلومات المفقودة من الجهة المباشرة للضرر، أو استكمال التقييم بناءً على افتراض خاص.
وبحسب الدليل، يتعين على المقيّم معاينة المركبة المكلف بتقييمها مباشرة، وأن يوضح صراحة في تقرير التقييم ما إذا كان قد عاينها فعليًا من عدمه، وحدد الدليل مجموعة من الإجراءات الواجب تنفيذها عند تقييم الأضرار، تشمل معاينة جميع أضرار المركبة بدقة للتحقق من وجود أضرار سابقة لا ترتبط بالضرر محل التقييم، وتحديد نوع المعدن المصنوعة منه المركبة، وأبعاد الضرر ومدى امتداده، إضافة إلى معاينة الهيكل الأساسي للمركبة إذا كانت الأضرار قريبة منه.
وتشمل الإجراءات معاينة أجهزة التحكم بالمركبة باستخدام جهاز المعاينة، وتسجيل جميع الأكواد المرتبطة بالضرر، وتحديد المواصفات التفصيلية للمركبة، وأخذ صور شاملة لها وصور تفصيلية لجميع الأضرار، وتصنيف الضرر وفق المعيار ذي الصلة. وأوجب الدليل الحصول على موافقة العميل قبل فك أي جزء من المركبة يتعذر إرجاعه إلى حالته السابقة نتيجة الأضرار التي لحقت به.
كما ألزم المقيّمين بالإلمام بالعوامل التي قد تؤثر في عمليات احتساب الأضرار والعمليات المساندة، ومدى قدرة ورش إصلاح المركبات على إعادة المركبة آمنة كما كانت. وفي حال عدم امتلاك المقيّم المعدات المناسبة لمعاينة الأضرار بدقة، حدد الدليل خيارين؛ إما رفض المهمة، أو التواصل مع مختص أو مقدم خدمات يمتلك المعدات المطلوبة للمساعدة في إعداد تقرير مهني مفصل، على أن يتأكد المقيّم من كفاءة المختص وقدرته على أداء المهمة.

According to the guide, the assessor must directly inspect the vehicle assigned for evaluation and clearly state in the assessment report whether they have actually inspected it or not. The guide specifies a set of procedures that must be implemented when assessing damages, including accurately inspecting all vehicle damages to verify the existence of previous damages unrelated to the damage being assessed, identifying the type of metal the vehicle is made of, measuring the extent of the damage, as well as inspecting the vehicle's underlying structure if the damages are close to it.
The procedures include inspecting the vehicle's control devices using the inspection device, recording all codes related to the damage, specifying the detailed specifications of the vehicle, taking comprehensive photos of it and detailed photos of all damages, and classifying the damage according to the relevant standard. The guide mandates obtaining the client's approval before disassembling any part of the vehicle that cannot be returned to its previous condition due to the damages it has sustained.
It also requires assessors to be familiar with the factors that may affect damage calculations and supporting operations, as well as the ability of vehicle repair shops to restore the vehicle to a safe condition as it was. If the assessor does not possess the appropriate equipment to accurately inspect the damages, the guide outlines two options: either refuse the task or contact a specialist or service provider who has the required equipment to assist in preparing a detailed professional report, ensuring that the assessor verifies the specialist's competence and ability to perform the task.
