Canada will impose retaliatory tariffs of up to 25% on American toilet paper and tissues starting September 8, as part of a package targeting around 900 products, in response to U.S. tariffs on Canadian goods. The Canadian tariffs include 25% on toilet paper and paper towels, and 50% on paper napkins and wood pulp, while other tariffs affect American dairy products, fish, and seafood.
Stalled Trade Talks
This move follows Washington's imposition of a 50% tariff on approximately $20 billion worth of Canadian goods after trade talks between the two countries stalled in late August. Canadian Prime Minister Mark Carney stated earlier, "Our country will match U.S. tariffs dollar for dollar," emphasizing that the measures are a response to what he described as an attack on his country.
Surge in Sales
The United States relies heavily on Canada for toilet paper supplies, with the value of its imports of Canadian toilet paper reaching $328 million in 2024, while American factories depend on about two million tons of Canadian wood pulp annually.
During the COVID-19 pandemic, toilet paper sales in the United States surged by 734% on March 12, 2020, compared to the same day the previous year, according to "Fortune." The Canadian tariffs may add new pressures on the prices of American paper products, especially as factories rely on Canadian raw materials, giving the product greater political and economic significance as the midterm elections approach and inflation and prices top voters' priorities.
