أصدر بنك السودان المركزي توجيهات جديدة للمصارف العاملة في البلاد تقضي بإيقاف وتجميد حسابات العملاء الذين لا يستكملون تحديث بياناتهم خلال فترة أقصاها شهران، في خطوة تستهدف تعزيز الرقابة على القطاع المصرفي ورفع مستوى الالتزام بالضوابط المنظمة للعمل المصرفي.
تحليل العمليات
وبموجب تعميم رسمي، طالب البنك المركزي المصارف بتوفير وتشغيل أنظمة تقنية متخصصة تتيح المراقبة المستمرة للمعاملات المالية وتحليل العمليات ورصد الأنماط غير المعتادة، بما يعزز قدرة المؤسسات المصرفية على اكتشاف الأنشطة التي قد ترتبط بمخاطر مالية أو عمليات مشبوهة.
وتأتي هذه الإجراءات ضمن تطبيق الضوابط المتعلقة بمكافحة غسل الأموال وتمويل الإرهاب وانتشار الأسلحة، مع التركيز على متابعة حركة الأموال والتحقق من سلامة العمليات المصرفية والحد من استغلال النظام المالي في أنشطة غير مشروعة.
تقليص المخاطر
وأكدت إدارة الرقابة أن الإجراءات الجديدة تندرج ضمن جهود تعزيز الشفافية والامتثال للمعايير المصرفية الدولية، فضلاً عن تقليص المخاطر المرتبطة بالجرائم المالية ورفع كفاءة أنظمة الرقابة داخل المصارف.
ويأتي تشديد متطلبات تحديث بيانات العملاء والرقابة على المعاملات في إطار توجه بنك السودان المركزي إلى تعزيز إجراءات التحقق والامتثال، بما يدعم سلامة القطاع المصرفي ويحسن قدرته على رصد المخاطر المالية.
The Central Bank of Sudan has issued new directives for banks operating in the country, mandating the suspension and freezing of customer accounts for those who do not complete their data updates within a maximum period of two months. This step aims to enhance oversight of the banking sector and raise the level of compliance with regulations governing banking operations.
Transaction Analysis
According to an official circular, the central bank has requested banks to provide and operate specialized technical systems that enable continuous monitoring of financial transactions, analyzing operations, and detecting unusual patterns, thereby enhancing the ability of banking institutions to identify activities that may be associated with financial risks or suspicious operations.
These measures are part of implementing regulations related to combating money laundering, financing terrorism, and the proliferation of weapons, with a focus on monitoring the flow of funds, verifying the integrity of banking operations, and reducing the exploitation of the financial system for illicit activities.
Risk Reduction
The supervisory management confirmed that the new measures fall within efforts to enhance transparency and compliance with international banking standards, as well as to reduce risks associated with financial crimes and improve the efficiency of oversight systems within banks.
The tightening of requirements for updating customer data and monitoring transactions is part of the Central Bank of Sudan's approach to strengthen verification and compliance procedures, supporting the integrity of the banking sector and improving its ability to monitor financial risks.
