أنهت وزارة التجارة الأمريكية تحقيقاتها بشأن واردات حديد التسليح من مصر، بإقرار رسوم نهائية في قضيتي مكافحة الإغراق والرسوم التعويضية، وثبتت الرسوم المؤقتة على المنتجين المصريين، في خطوة تمهد لتحويلها إلى إجراءات دائمة حال أقرت لجنة التجارة الدولية الأمريكية (ITC) نتائج التحقيقات.
رسوم تعويضية
جاء القرار النهائي، الصادر في 28 يوليو الماضي، بعد أشهر من التحقيقات التي أجرتها وزارة التجارة الأمريكية بشأن واردات حديد التسليح من مصر. وشمل القرار النهائي تثبيت رسوم مكافحة الإغراق على واردات حديد التسليح المصرية بنسب تبدأ من 34.2% وتصل إلى 52.73%، إلى جانب فرض رسوم تعويضية نهائية بنسبة 23.27% في قضية الدعم الحكومي.
وقال مدير غرفة الصناعات المعدنية باتحاد الصناعات المصرية محمد حنفي لـ«العربية Business»: «إن قرار وزارة التجارة الأمريكية جاء بعد تحقيقات ومفاوضات استمرت لفترة طويلة، شاركت فيها وفود رسمية ومحامون، وكان الجانب المصري يأمل في خفض الرسوم خلال فترة التحقيق، لكن القرار النهائي أبقى عليها عند مستويات مرتفعة».
أعباء جديدة
وأوضح «حنفي» أن الرسوم العامة التي فرضتها إدارة الرئيس الأمريكي دونالد ترمب على واردات الصلب رفعت بالفعل تكلفة دخول المنتجات المصرية إلى السوق الأمريكية، قبل أن تأتي تحقيقات الإغراق والدعم لتضيف أعباء جديدة على المصدرين. وأضاف أن مصر كانت تواجه في البداية رسوماً أقل من بعض الدول، حتى إن بعض المنتجين الأجانب كانوا يدرسون التصدير عبر مصر للاستفادة من انخفاض الرسوم، قبل أن تتوسع التحقيقات لتشمل مزاعم تتعلق بالدعم الحكومي.
وأشار إلى أن الجانب الأمريكي استند في النهاية إلى ما اعتبره برامج دعم، من بينها أسعار الغاز الطبيعي والكهرباء، وبرامج التمويل الحكومية، وبعض الحوافز والإعفاءات.
The U.S. Department of Commerce has concluded its investigations into rebar imports from Egypt, imposing final duties in the anti-dumping and countervailing duty cases, and has maintained the temporary duties on Egyptian producers, in a move that paves the way for converting them into permanent measures if the U.S. International Trade Commission (ITC) approves the findings of the investigations.
Countervailing Duties
The final decision, issued on July 28, came after months of investigations conducted by the U.S. Department of Commerce regarding rebar imports from Egypt. The final decision included maintaining anti-dumping duties on Egyptian rebar imports at rates starting from 34.2% and reaching up to 52.73%, in addition to imposing final countervailing duties of 23.27% in the case of government subsidies.
Mohamed Hanafy, director of the Metal Industries Chamber at the Egyptian Federation of Industries, told “Al Arabiya Business”: “The decision of the U.S. Department of Commerce came after lengthy investigations and negotiations, which involved official delegations and lawyers. The Egyptian side hoped to reduce the duties during the investigation period, but the final decision kept them at high levels.”
New Burdens
Hanafy explained that the general duties imposed by President Donald Trump's administration on steel imports had already raised the cost of entering Egyptian products into the U.S. market, before the anti-dumping and subsidy investigations added new burdens on exporters. He added that Egypt initially faced lower duties than some countries, to the extent that some foreign producers were considering exporting through Egypt to benefit from the lower duties, before the investigations expanded to include allegations related to government subsidies.
He pointed out that the U.S. side ultimately relied on what it considered subsidy programs, including natural gas and electricity prices, government financing programs, and some incentives and exemptions.
