قررت وزارة الخارجية الأمريكية أنه اعتباراً من يوم الإثنين وبشكل دائم، يدفع مواطنو 50 دولة، غالبيتها أفريقية، سنداً بقيمة تصل إلى 20 ألف دولار إذا أرادوا التقدم بطلبات للحصول على تأشيرة لدخول الولايات المتحدة. وأضاف السجل الفيدرالي الأمريكي أنه بالإمكان إضافة دول أخرى إلى القائمة. وتصل القيمة القصوى للسند إلى 15 ألف دولار، لكنها يمكن أن تنخفض إلى 5 آلاف و10 آلاف دولار بحسب تقدير المسؤول القنصلي الذي سينظر في الطلب.
غير أن اللائحة الأخيرة التي ستنشر (الإثنين) ترفع القيمة القصوى إلى 20 ألفاً، وتلغي الحد الأدنى البالغ 5 آلاف دولار. ويتعين دفع قيمة السند ليسمح للمتقدم بمقابلة المسؤول القنصلي بشأن طلبه لتأشيرتي العمل والزيارة، اللتين تعرفان بـ B1 وB2. ويتم إرجاع المبلغ لمقدم الطلب حال رفض طلبه، أو إذا قُبل الطلب والتزم مقدمه بشروط التأشيرة. أدى البرنامج خلال مرحلته التجريبية إلى انخفاض طلبات الحصول على التأشيرتين المذكورتين بنسبة 83%.
The U.S. Department of State has decided that starting Monday and permanently, citizens of 50 countries, mostly African, will have to pay a bond of up to $20,000 if they wish to apply for visas to enter the United States. The U.S. Federal Register added that more countries could be added to the list. The maximum bond amount is $15,000, but it can be lowered to $5,000 and $10,000 depending on the discretion of the consular officer reviewing the application.
However, the latest regulation to be published (on Monday) raises the maximum amount to $20,000 and eliminates the minimum amount of $5,000. The bond amount must be paid to allow the applicant to meet with the consular officer regarding their applications for the work and visitor visas, known as B1 and B2. The amount is refunded to the applicant if their application is denied, or if the application is accepted and the applicant complies with the visa conditions. The program during its pilot phase led to an 83% decrease in applications for the aforementioned visas.
