أعلن الأمين العام لـ«الأمم المتحدة» أنطونيو غوتيريش اليوم (الأربعاء)، أن نظام التجارة العالمي يواجه تحديات كبيرة بسبب الرسوم الجمركية، مشيراً إلى أن الدول النامية هي الأكثر تضرراً.
وقال غوتيريش في كلمته أمام وفود «مؤتمر الأمم المتحدة للتجارة والتنمية» في جنيف: «نظام التجارة القائم على القواعد مُهدد بالانهيار، في ظل تصاعد الحروب التجارية وتزايد الحواجز أمام التجارة».
وأضاف: «سلاسل التوريد في حالة اضطراب، والحواجز التجارية آخذة في الازدياد، وتواجه بعض الدول الأقل نمواً رسوماً جمركية باهظة تصل إلى 40%، على الرغم من أنها لا تُمثل سوى 1% من تدفقات التجارة العالمية».
احتباس حراري
وفي سياق آخر، حثّ غوتيريش اليوم الدول على تطبيق أنظمة التحذير من الكوارث لحماية الناس من الطقس المتطرف، لافتاً إلى أنه لا يوجد بلد في مأمن من آثار ظاهرة الاحتباس الحراري.
وقال غوتيريش للوفود المشاركة في مؤتمر «المنظمة العالمية للأرصاد الجوية» في جنيف بمناسبة الذكرى الـ75 لتأسيسها: «كانت السنوات العشر الأخيرة هي الأشد حرارة في التاريخ؛ فحرارة المحيطات وصلت لأعلى مستوياتها وتدمر النظم البيئية، ولا يوجد بلد في مأمن من الحرائق والفيضانات والعواصف وموجات الحر».
إنذار مبكر
ودعا الأمين العام لـ«الأمم المتحدة» الدول إلى توفير التمويل اللازم لتنفيذ ما يُعرف باسم أنظمة الإنذار المبكر.
وأوضح أن هذه الأنظمة «تمنح المزارعين القدرة على حماية محاصيلهم ومواشيهم وتُمكِّن الأسر من إخلاء منازلها بأمان وتحمي مجتمعات بأكملها من الدمار».
وأضاف أن الحصول على إشعار قبل 24 ساعة من وقوع حدث خطير يمكن أن يقلل من الأضرار بنسبة تصل إلى 30%.
The Secretary-General of the "United Nations," Antonio Guterres, announced today (Wednesday) that the global trading system is facing significant challenges due to tariffs, noting that developing countries are the most affected.
Guterres said in his speech to the delegations at the "United Nations Conference on Trade and Development" in Geneva: "The rules-based trading system is under threat of collapse, amid rising trade wars and increasing barriers to trade."
He added: "Supply chains are in disarray, trade barriers are on the rise, and some of the least developed countries face exorbitant tariffs of up to 40%, despite representing only 1% of global trade flows."
Global Warming
In another context, Guterres urged countries today to implement disaster warning systems to protect people from extreme weather, pointing out that no country is safe from the effects of global warming.
Guterres told the delegations participating in the "World Meteorological Organization" conference in Geneva, on the occasion of its 75th anniversary: "The last ten years have been the hottest in history; ocean temperatures have reached their highest levels and are destroying ecosystems, and no country is safe from fires, floods, storms, and heatwaves."
Early Warning
The Secretary-General of the "United Nations" called on countries to provide the necessary funding to implement what is known as early warning systems.
He explained that these systems "give farmers the ability to protect their crops and livestock and enable families to evacuate their homes safely, protecting entire communities from devastation."
He added that receiving a notice 24 hours before a severe event can reduce damages by up to 30%.
