طرحت المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية «منصة استطلاع» التابعة للمركز الوطني للتنافسية، 31 مشروعًا ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 20 جهة حكومية؛ لتمكين أصحاب المصلحة، من إبداء المرئيات والمقترحات حولها قبل إقرارها.
وتضمنت المشروعات المطروحة عبر المنصة، مشروع (تعديلات على اللائحة التنفيذية لنظام المنافسات والمشتريات الحكومية)؛ الذي تهدف من خلاله وزارة المالية إلى توضيح معايير واشتراطات إنهاء العقود للمصلحة العامة، بالإضافة إلى معالجة تحديات القطاع الخاص المتعلقة بمصادرة الضمان النهائي، وينتهي الاستطلاع على المشروع بتاريخ 22 أكتوبر 2025م.
تطوير وتحسين
وطرحت وزارة البلديات والإسكان عبر المنصة مشروع (اشتراطات محال المثلجات (الآيس كريم)؛ بهدف تطوير وتحسين امتثال المستثمرين والراغبين في الاستثمار في هذا المجال لمعايير السلامة الغذائية، وينتهي الاستطلاع على المشروع بتاريخ 22 أكتوبر 2025م.
وشهدت المنصة طرح المركز السعودي لكود البناء مشروع (تعديل اللائحة التنفيذية لنظام تطبيق كود البناء السعودي)؛ الذي يهدف من خلاله المركز إلى مواءمة أحكام اللائحة التنفيذية لنظام كود البناء مع الأمر السامي رقم 204 القاضي بتعديل نظام تطبيق كود البناء السعودي، وتتيح المنصة الاستطلاع على المشروع إلى يوم 23 أكتوبر 2025م.
تحقيق المرونة
من جانبها طرحت وزارة التجارة مشروع (تعديل المادة العاشرة من اللائحة التنفيذية لنظام الغرف التجارية) الذي تهدف من خلاله إلى تحقيق المرونة في تداول القرارات، وخفض التكاليف الإدارية على مجالس إدارات الغرف التجارية، بالإضافة إلى تعزيز التفاعل مع القطاع الخاص، وتعزيز التكيف مع التغيرات الاقتصادية والتنظيمية والتحول الرقمي، وينتهي الاستطلاع على المشروع بتاريخ 23 أكتوبر 2025م.
وطرح المركز الوطني لتنمية القطاع غير الربحي عبر المنصة مشروع (ضوابط تأسيس الجهات الحكومية للكيانات غير الربحية)؛ بهدف تنظيم تأسيس الجهات الحكومية للكيانات غير الربحية وتوضيح إجراءات تأسيسها وآلية إدارتها، وينتهي الاستطلاع على المشروع بتاريخ 23 أكتوبر 2025م.
منظومة متكاملة
ومن جانبها طرحت وزارة الداخلية مشروع (نظام أمن المنشآت) الذي تهدف من خلاله إلى تطوير منظومة العمل التكاملي بين الجهات الحكومية، وحل التداخلات الجزئية بين الأعمال الموكولة لها، عبر تأسيس إطار تشريعي وتنظيمي موحد، وينتهي الاستطلاع على المشروعات بتاريخ 8 نوفمبر 2025م.
ويأتي طرح مشروعات الأنظمة واللوائح وما في حكمها من خلال منصة (استطلاع)؛ تأكيدًا لتعزيز الشفافية في البيئة التشريعية ونشر ثقافة الاستطلاع لدى العموم والجهات الحكومية والقطاع الخاص، وإشراكهم في صياغة المشروعات المتعلقة ببيئة الأعمال.
The unified electronic platform for public and government opinion surveys, "Survey Platform," affiliated with the National Center for Competitiveness, has launched 31 projects related to economic and developmental issues, in collaboration with 20 government entities, to enable stakeholders to express their views and suggestions on them before they are approved.
The projects presented through the platform include the project (Amendments to the Executive Regulations of the Government Procurement and Competitions System); through which the Ministry of Finance aims to clarify the criteria and conditions for terminating contracts for the public interest, in addition to addressing challenges faced by the private sector related to the confiscation of the final guarantee. The survey on this project will end on October 22, 2025.
Development and Improvement
The Ministry of Municipal and Rural Affairs and Housing has presented through the platform the project (Requirements for Ice Cream Shops); aimed at developing and improving compliance of investors and those wishing to invest in this field with food safety standards. The survey on this project will end on October 22, 2025.
The platform also witnessed the Saudi Center for Building Code presenting the project (Amendment of the Executive Regulations of the Saudi Building Code); through which the center aims to align the provisions of the executive regulations of the building code with Royal Order No. 204, which mandates the amendment of the application of the Saudi Building Code. The platform will allow the survey on this project until October 23, 2025.
Achieving Flexibility
For its part, the Ministry of Commerce has proposed the project (Amendment of Article Ten of the Executive Regulations of the Chambers of Commerce System), which aims to achieve flexibility in decision-making, reduce administrative costs on the boards of directors of chambers of commerce, enhance interaction with the private sector, and improve adaptation to economic, regulatory changes, and digital transformation. The survey on this project will end on October 23, 2025.
The National Center for Non-Profit Sector Development has also presented through the platform the project (Regulations for Government Entities Establishing Non-Profit Entities); aimed at organizing the establishment of government entities for non-profit entities and clarifying their establishment procedures and management mechanisms. The survey on this project will end on October 23, 2025.
Integrated System
For its part, the Ministry of Interior has proposed the project (Facility Security System), which aims to develop an integrated work system among government entities and resolve partial overlaps between the tasks assigned to them by establishing a unified legislative and regulatory framework. The survey on the projects will end on November 8, 2025.
The launch of regulatory and legislative projects and similar matters through the "Survey" platform is a confirmation of enhancing transparency in the legislative environment and promoting a culture of surveys among the public, government entities, and the private sector, involving them in shaping projects related to the business environment.
