اعتمد وزراء شؤون البلديات في دول مجلس التعاون لدول الخليج العربية، النسخة الثانية من دليل آلية تصنيف المقاولين في قطاع التشييد والبناء لدول المجلس لعام 2024م، بوصفه دليلاً استرشادياً موحداً يُعتمد في الدول الأعضاء، وذلك في إطار دعم جهود التكامل الخليجي في تنظيم قطاع التشييد وتوسيع نطاق المشاركة في المشاريع الكبرى.
وأكدت وزارة الشؤون البلدية والقروية والإسكان أن اعتماد هذا الدليل يعكس التزام المملكة ودول الخليج بتعزيز مسارات العمل البلدي الخليجي المشترك، ودعم قطاع المقاولات؛ لتمكينه من المنافسة على تنفيذ المشاريع التنموية الكبرى في المنطقة.
ويهدف الدليل إلى توحيد آليات ومعايير تصنيف المقاولين على مستوى دول المجلس، من خلال تحديد درجات التصنيف ومتطلباتها، والمستندات الفنية والإدارية المطلوبة، إضافة إلى مؤشرات تقييم الأداء والكفاءة المالية والفنية، بما يُسهم في رفع مستوى التنافسية، وتحقيق العدالة والشفافية، وجودة تنفيذ المشاريع.
كما يُعد الدليل من المبادرات الهادفة إلى تحفيز مشاركة منشآت المقاولات المحلية والإقليمية في مشاريع التشييد، وتهيئتها لتلبية المعايير الفنية والتنظيمية المطلوبة، إلى جانب بناء قاعدة بيانات موحدة للمقاولين المصنفين في دول المجلس، تُمكّن من تبادل المعلومات بين الجهات المختصة، وتعزيز كفاءة تنفيذ المشاريع.
ودعت الوزارة المنشآت العاملة في القطاع إلى الاطلاع على محتوى الدليل والاستفادة من المعايير والمتطلبات الواردة فيه.

The ministers of municipal affairs in the Gulf Cooperation Council (GCC) countries have approved the second version of the Contractors Classification Mechanism Guide in the construction sector for the Council's member states for the year 2024, as a unified reference guide to be adopted in the member countries. This is part of supporting the efforts for Gulf integration in organizing the construction sector and expanding participation in major projects.
The Ministry of Municipal and Rural Affairs and Housing confirmed that the adoption of this guide reflects the commitment of the Kingdom and the Gulf countries to enhance the paths of joint Gulf municipal work and support the contracting sector, enabling it to compete for the implementation of major developmental projects in the region.
The guide aims to unify the mechanisms and criteria for classifying contractors at the level of the Council's member states by defining classification grades and their requirements, the necessary technical and administrative documents, in addition to performance evaluation indicators and financial and technical efficiency, which contributes to raising the level of competitiveness, achieving fairness and transparency, and ensuring the quality of project implementation.
The guide is also one of the initiatives aimed at stimulating the participation of local and regional contracting establishments in construction projects, preparing them to meet the required technical and regulatory standards, as well as building a unified database for classified contractors in the Council's member states, enabling the exchange of information between the relevant authorities and enhancing the efficiency of project implementation.
The ministry called on the establishments operating in the sector to review the content of the guide and benefit from the standards and requirements included in it.
