الدولة، أي دولة، مهما بلغ غناها ومنعة إقليمها ووفرة مواردها وتقدّمها، لا تقوى وحدها على دفع تكلفة أمنها الباهظة. حتى الدول العظمى لا تقوى وحدها على مواجهة مخاطر وتحديات البيئتين الإقليمية والدولية. لا بد للدولة من الاستفادة من موارد الساحة الدولية لتعزيز أمنها القومي. ألمانيا لم تكن قادرة على شن الحرب العالمية، بغزو بولندا، ومن ثَمّ الزحف غرباً حتى المحيط الأطلسي، لولا أنها أمّنت الجبهة الشرقية، حيث عدوها التاريخي (روسيا، الاتحاد السوفيتي حينها)، بعقد اتفاقية موسكو (23 أغسطس 1939)، اتفاقية عدم اعتداء ودفاع مشترك، قبل أيام من غزوها لبولندا (الأول من سبتمبر 1939). في المقابل، لم تكن أولوية رئيس وزراء بريطانيا العظمى صمود بلاده في مواجهة تمدد ألمانيا بقدر ما كانت توريط الولايات المتحدة في الحرب، التي لولا مشاركة الولايات المتحدة فيها ما كانت بريطانيا لتصمد أمام زحف الجيش الألماني، حيث كاد الجيش الألماني يعبر القنال الإنجليزي لغزو الجزيرة البريطانية.
حتى الولايات المتحدة، بعد انتصار الحلفاء على ألمانيا، كانت تخشى جبهة الأطلسي المقابلة لسواحلها الشرقية، وكان أن تكفلت بحماية حلفائها في أوروبا الغربية ضد أي زحف سوفيتي محتمل غرباً، من خلال مظلتها النووية، لضمان أمنها القومي، بل وحتى تضمن أمناً مستداماً، تعهدت واشنطن بإعادة إعمار دول أوروبا الغربية، بإطلاق ما عُرف حينها بمشروع مارشال. الشيء نفسه فعلته على جبهة الباسفيك، بإعادة إعمار اليابان ودول جنوب شرق آسيا. الولايات المتحدة لم تكن لتركن إلى وجود أكبر محيطين في الكرة الأرضية يفصلانها عن العالم القديم، وما يوفرانه من حدود طبيعية منيعة، خارج سيطرتها المباشرة على اليابسة المقابلة لسواحلها الممتدة على طول وعرض المحيطين الأطلسي والهادي.
صيغة التحالفات العسكرية ظاهرة شائعة بين الدول، وتُعد من أهم دعائم أي نظام دولي أو أي ترتيبات أمنية إقليمية ودولية. الضرورات الأمنية الجماعية، وثيقة الصلة بالأمن القومي للدولة، تهون في دفع تكلفتها لبقاء الدولة نفسها المساومةُ على عنصر السيادة الوطنية، حيث إن من طبيعة التحالفات العسكرية وجود قوات التحالف على أرض الدول المشتركة في التحالف، فلا يُنظر إلى نشر قوات التحالف في أراضي الدول الأعضاء من قبيل المساومة على السيادة الوطنية؛ لأن المشاركة في التحالفات الدولية تُعد من صميم أعمال السيادة المنوط بالحكومات الوطنية احتكار ممارستها.
اتفاقية الدفاع المشترك بين المملكة العربية السعودية وتركيا وباكستان، الموقعة في مكة المكرمة (7 أغسطس 2026)، لا تختلف عن صيغة واستراتيجية التحالفات الدفاعية المماثلة، كمعاهدة حلف شمال الأطلسي (4 أبريل 1949) بين الدول الديمقراطية الغربية المنتصرة في الحرب العالمية الثانية. كما أن هناك سابقة مماثلة في العمل العربي المشترك (معاهدة الدفاع العربي المشترك والتعاون الاقتصادي، 18 يونيو 1950). أهم بنود مثل هذه الاتفاقيات المادة التي نصها: أي عدوان على عضو في هذه الاتفاقات يُعد اعتداءً على الدول الأعضاء كلهم، ويتطلب رد فعل جماعياً لمواجهة ذلك الاعتداء. جوهر هذه الاتفاقات، من الناحية الاستراتيجية، دفاعي في المقام الأول، وليس ذا طبيعة عدوانية في الأساس، ولهذا حتى ميثاق الأمم المتحدة ألزم الدول الأعضاء في الأمم المتحدة بالتدخل الجماعي، طبقاً للبند السابع من الميثاق، لمساعدة أي عضو تعرض لاعتداء خارجي، حفاظاً على السلام والأمن الدوليين.
اتفاق مكة للأمن الجماعي لا يخرج عن كونه اتفاقاً دفاعياً جماعياً لصد أي عدوان تتعرض له إحدى الدول الأعضاء، حفاظاً على الاستقرار الإقليمي وصوناً للسلام والأمن الدوليين. كما أن اتفاق مكة لا يعني أن الدولة المعرَّض أمنها للتهديد غير قادرة على الدفاع عن نفسها، بقدر ما هو تأصيل استراتيجي لمبدأ الأمن الجماعي، الذي هو واحد من أهم التزامات العضوية في الأمم المتحدة، وبالتالي، هذا الاتفاق الأمني الجماعي مفتوح أمام أي عضو في الأمم المتحدة يرى أن مستلزمات العضوية الأممية تقتضي الانضمام للترتيبات الأمنية الجماعية التي تمثلها اتفاقية مكة للدفاع المشترك.
باختصار، اتفاقية مكة للدفاع المشترك بين الدول الثلاث تُعد اتفاقية استراتيجية للأمن الجماعي، بهدف تفعيل استراتيجية ردع جماعي فعّال، نصرةً للسلام والأمن الدوليين. اتفاقية مكة للأمن الجماعي بين الدول الثلاث تشكّل قيمة ردع استراتيجية جماعية مضافة، تُشعر كل دولة عضو في الاتفاقية بمضاعفة قوة الردع لديها بوزن قوة ردع الدول الثلاث الأعضاء مجتمعة، وليس فقط تمثّل قوة ردع حصرية تُستمد من قوتها الذاتية المحدودة بطبيعتها.
The state, any state, no matter how wealthy, how secure its territory, how abundant its resources, or how advanced it is, cannot alone bear the high costs of its security. Even great powers cannot face the risks and challenges of the regional and international environments by themselves. A state must benefit from the resources of the international arena to enhance its national security. Germany was not able to launch World War II by invading Poland and then advancing westward to the Atlantic Ocean without securing its eastern front, where its historical enemy (Russia, the Soviet Union at that time) was, by signing the Moscow Agreement (August 23, 1939), a non-aggression and mutual defense treaty, just days before its invasion of Poland (September 1, 1939). Conversely, the priority of the Prime Minister of Great Britain was not so much the resilience of his country against the expansion of Germany as it was to entangle the United States in the war, for without U.S. participation, Britain would not have been able to withstand the advance of the German army, which was on the verge of crossing the English Channel to invade the British Isles.
Even the United States, after the Allies' victory over Germany, feared the Atlantic front opposite its eastern shores, and it took on the responsibility of protecting its allies in Western Europe against any potential Soviet advance westward, through its nuclear umbrella, to ensure its national security. Moreover, to guarantee sustainable security, Washington committed to rebuilding Western European countries by launching what was then known as the Marshall Plan. The same was done on the Pacific front, with the reconstruction of Japan and Southeast Asian countries. The United States did not rely solely on the existence of the two largest oceans on Earth separating it from the old world, and the natural boundaries they provided, outside its direct control over the land opposite its shores along the Atlantic and Pacific Oceans.
The formula of military alliances is a common phenomenon among states and is considered one of the most important pillars of any international system or any regional and international security arrangements. Collective security necessities, closely related to the national security of the state, make it easier to bear the costs of maintaining the state itself, compromising on the element of national sovereignty, as it is inherent in military alliances for coalition forces to be present on the territory of the states participating in the alliance. The deployment of coalition forces in the territories of member states is not viewed as a compromise on national sovereignty; participation in international alliances is considered an essential aspect of sovereignty that national governments are entrusted to monopolize.
The mutual defense agreement between Saudi Arabia, Turkey, and Pakistan, signed in Mecca (August 7, 2026), does not differ from the formula and strategy of similar defensive alliances, such as the North Atlantic Treaty (April 4, 1949) among the victorious Western democratic states in World War II. There is also a similar precedent in Arab joint action (the Arab Joint Defense and Economic Cooperation Treaty, June 18, 1950). The most important provisions of such agreements include the clause stating that any aggression against a member of these agreements is considered an attack on all member states, requiring a collective response to confront that aggression. The essence of these agreements, from a strategic perspective, is primarily defensive and not inherently aggressive; thus, even the United Nations Charter obliges member states to collective intervention, according to Article 7 of the Charter, to assist any member subjected to external aggression, in order to maintain international peace and security.
The Mecca Agreement for Collective Security is essentially a collective defensive agreement to repel any aggression faced by one of the member states, preserving regional stability and safeguarding international peace and security. Furthermore, the Mecca Agreement does not imply that the state whose security is threatened is incapable of defending itself; rather, it is a strategic foundation for the principle of collective security, which is one of the most important commitments of UN membership. Consequently, this collective security agreement is open to any member of the United Nations that believes that the requirements of UN membership necessitate joining the collective security arrangements represented by the Mecca Agreement for mutual defense.
In summary, the Mecca Agreement for mutual defense among the three states is considered a strategic agreement for collective security, aimed at activating an effective collective deterrence strategy in support of international peace and security. The Mecca Agreement for collective security among the three states forms an added strategic collective deterrent value, making each member state feel that its deterrent power is multiplied by the combined deterrent strength of the three member states, rather than representing an exclusive deterrent power derived from its limited self-capacity.
