A few years ago, the question that preceded every Saudi visit to a European capital was: What will Riyadh buy? However, this time in Paris, the question has flipped: What will Saudi Arabia build here?
This shift in the phrasing of the question is the real entry point for understanding Crown Prince Mohammed bin Salman's visit to France. The visit was not an exhibition of contracts or a shopping list, but rather an expression of the changing position of the Kingdom in its international relations.. from a market that receives products, expertise, and capital, to a partner that possesses its investment models, transfers them abroad, and engages in technology development and market creation.
The clearest example appeared in the Qiddiya project near Paris. For the first time, a modern Saudi experience in the entertainment industry is being transferred to a European country of this scale. The Kingdom, which used to import games, amusement parks, and operational expertise, has become an investor developing a comprehensive destination in the Sergy-Pontoise area, with an investment of nearly six billion euros, expecting to create about 22,000 jobs.
This is not just about creating new games, but exporting an economic model born from a Saudi need, which has matured to become viable in a global market like the French market. Qiddiya here does not sell an entertainment ticket; it conveys a system that combines investment, development, hospitality, culture, sports, and content creation.
When President Emmanuel Macron presents the project to the French as a development that France has not seen since Disneyland Paris, we are not hearing a diplomatic compliment, but rather seeing a European head of state using Saudi investment to talk to his citizens about jobs, development, and the attractiveness of his country’s economy.
On the cultural side, the decision to establish a Saudi cultural center in Paris complements the same meaning. The Saudi cultural presence in France will no longer be linked to a temporary exhibition or seasonal event, but is moving towards becoming a permanent platform that presents Saudi culture to the French audience and opens the door for Saudi creators to build direct relationships with European cultural institutions.
Thus, the Saudi model operates on two parallel tracks: an entertainment project investing in the French economy, and a cultural center building a long-term human presence. The first creates jobs and returns, while the second fosters mutual knowledge and an image that political data alone cannot create.
However, the most profound transformation appeared in the technology sector. The traditional relationship between technology-producing countries and technology-importing countries often relied on selling the final product while retaining knowledge in the country of origin. The new agreements indicate a shift towards joint development and building local capabilities and operations.
The Saudi "Humain" agreement with the French "Mistral" in artificial intelligence provides a clear example. The Kingdom is not buying a ready-made program, but is entering into the development of advanced models tailored for Arabic, cybersecurity applications, and voice technologies, linking them to a Saudi computing infrastructure and marketing them in sensitive sectors such as finance, communications, industry, and the public sector.
This changes the Kingdom's position within the technology chain.. from a user at its end to a partner in designing, operating, and protecting its data. It also explains the presence of the concept of "sovereign intelligence," where technology is inseparable from data sovereignty and the ability to control the infrastructure through which it operates.
The same trend has appeared in transportation. The Riyadh metro contract does not stop at supply but extends to support the assembly of trains for line seven within the Kingdom. The difference between the two cases is significant.. in the first, the train arrives ready, while in the second, knowledge, training, a supply chain, and job opportunities come along with it.
Even the defense agreement can be viewed from the same angle. It did not announce a specific arms deal, but rather established a framework for cooperation in defense technologies, industries, cybersecurity, artificial intelligence, and military training and education. The implication here is that the defense relationship is moving from purchasing a system to participating in building the national capability associated with it.
In health, cooperation is no longer limited to treatment or bringing in doctors, but has extended to clinical research, digital health, artificial intelligence, pharmaceutical industries, and training doctors, with discussions on manufacturing medical technologies within the Kingdom. This means that the service transforms into a chain that begins with research and training and may end with owning and manufacturing the technology.
These models did not emerge in isolation from politics. The disruption of navigation in the Strait of Hormuz has reintroduced Saudi Arabia as both an energy supplier and a logistical corridor, linking the Gulf to the Red Sea, and possessing infrastructure that can be part of alternative trade and energy routes. Thus, the development of the Jeddah port and electricity and transport networks becomes part of a geopolitical status, not isolated local projects.
What gives these paths a chance to continue is the Saudi-French Strategic Partnership Council. Its value lies not in the ceremonies of its first meeting, but in transforming the relationship from agreements tied to visits to files subject to follow-up, measurement, and implementation.
From the Élysée Palace, the question is no longer: What has Saudi Arabia bought from France? .. but rather, what will Saudi Arabia build in France, and what will France build with Saudi Arabia?
Here, the nature of influence changes.. from owning the commodity to owning the model, from importing technology to participating in its development, and from a temporary presence in Europe to investment, culture, and knowledge that leaves a long-lasting impact.
