انطلقت قبل أسابيع عملية تنظيم مواقف السيارات داخل الأحياء السكنية والمجاورة للشوارع التجارية، وأعلنت «مواقف الرياض» أن هذا التنظيم الذي بدأ في حي الورود يهدف إلى تحقيق مخرجاتٍ يفترض أن تكون في صالح سكان الأحياء السكنية المجاورة للشوارع التجارية، التي تعجّ بالمحلات التجارية والخدمات الأخرى من مطاعم ومغاسل، إضافة إلى وجود عمائر تجارية تضم العديد من المكاتب ومقرات لشركات متعددة. من يسكن قرب هذه الشوارع التجارية ويعاني من تسرب سيارات المترددين على هذه المحلات في الشوارع التجارية وموظفي بعض تلك الشركات، يعرف معاناة سكان تلك الأحياء من الزحمة التي يعيشونها في أحيائهم والخطورة من حيث السلامة المرورية، إضافة إلى أن تلك السيارات تقتحم شوارعهم ولا يجدون مواقف خاصة لهم قرب منازلهم، ولكثير منهم ظروف خاصة في المشي لأسباب عدة.
تحقيق قدر من جودة الحياة هو مطلب أساسي تعمل عليه قطاعات متعددة، وله برنامج متكامل يعمل في مسارات متعددة، وقد يكون الحد من تسرب السيارات من الشوارع التجارية للأحياء السكنية هو أحد اهداف هذا البرنامج وهم مشكورون عليه. القطاعات البلدية وأمانة الرياض يفترض أن تعمل من الأساس في التخطيط لوجود مواقف كافية أمام العمائر التجارية والمحلات، ولا تفكر بشكل متأخر في إيجاد حلول قد لا تكون عملية. من نقاشات مع بعض ساكني تلك الأحياء يبدو أن هناك أهدافاً قد تظهر في المستقبل القريب، وهي أن تكون المواقف في الأحياء السكنية بقيمة مدفوعة للجميع، وهذا النظام معمول به في الكثير من دول العالم خصوصاً في المدن الكبرى وفي مناطقها المكتظة، فالشركات التي تدير هذه المشاريع تحتاج أن تتمدد وتجني الأموال، والبعض يرى أنها أفكار جديدة وجيدة، وقد تحتاج شيئاً من الوقت للقبول ومعرفة إيجابيات التجربة، فلا يعقل مثلاً أن يكون التركيز على السيارات المتسربة من الشوارع التجارية فقط. ورغم سهولة استصدار تصاريح مواقف لساكني الحي وضيوفهم مثلاً إلا أن هناك حالات كثيرة لن تكون دقيقة في معرفة تواريخ بداية ونهاية هذه التصاريح. أتمنى أن تكون هناك حملة من قبل الشركة المشغلة لهذا المشروع تشرح وتوضح كيف ستكون العملية. في لندن لمن سكنها وعاش فيها يوجد نظام «الستيكر» موضح فيه كل بيانات العربة ويوضع على السيارة ويستخرج من بلدية المنطقة أو من أقرب مكتب بريد عندما يقدم صاحب الطلب فاتورة من فواتير الخدمات العامة من ماء أو كهرباء موضحاً فيه العنوان، نجد في تلك الشوارع على طول الأسبوع موظفين من تلك الشركات يجوبون تلك الأحياء؛ للتأكد من صلاحية تلك التصاريح الملصقة على سيارات الحي، في أيام نهاية الأسبوع تكون المواقف في تلك الاحياء بالغالب مجانية.
عملية استخراج تصاريح للضيوف القادمين إلى الحي الذي يطبق هذا النظام فيها مسألة محرجة لأصاحب المنزل، فلا يعقل أن يتفرغ صاحب الدعوة في أغلب وقته لاستخراج تصاريح لسيارات ضيوفه وأرقامها، قد يكون من الأفضل أن يدخل على التطبيق ويكون فيه خانة أن عند صاحب المنزل مناسبة، ويحدد الرقم والعدد التقريبي للضيوف.
البعض يشكك في أن هذا المشروع صمم أصلاً لوقف الهجوم والتدفق من الشوارع التجارية لداخل الأحياء السكنية، وأن الفكرة النهائية ستكون عدم مجانية الوقوف في الأحياء السكنية للجميع لساكنيها وزوارها ومقتحميها، ويمكن أن تكون المبالغ رمزية على السكان المحليين، وقد يستفاد من هذه المداخيل في تحسين هذه الأحياء من حيث المرافق العامة من حدائق ومراكز ثقافية وفنية وفي سرعة معالجة المشاكل والتسربات المائية في الأحياء.

From discussions with some residents of those neighborhoods, it seems that there are goals that may emerge in the near future, which is for the parking in residential neighborhoods to be paid for by everyone. This system is implemented in many countries around the world, especially in major cities and their crowded areas. The companies that manage these projects need to expand and generate revenue, and some see it as new and good ideas that may need some time for acceptance and understanding the positives of the experience.
