لعل من أهم أسباب النجاح الكبير لموسم الحج هذا العام هو التطبيق الصارم لمنع الحج دون تصريح، ومعاقبة المخالفين؛ فقد ساهمت جهود الجهات الأمنية، من خلال حملاتها التوعوية المكثفة، ومراقبة المنافذ والطرق المؤدية إلى المشاعر المقدسة، في الحدِّ بشكل لافت من أعداد الحجاج غير النظاميين!
هذه المرة، لم يكن إعلان «لا حج بلا تصريح» مجرد شعار توعوي، بل كان تنبيهاً لكل من اعتاد المتاجرة بالمخالفات، سواء بتنظيم عمليات الحج غير النظامية الجماعية، أو الأفراد الذين رغبوا في التسلل أو التحايل على نقاط عبور الحجاج إلى مكة المكرمة، وهو ما أشار له المتحدث الأمني لوزارة الداخلية العقيد الشلهوب أن «لا حج بلا تصريح» ليست مجرد حملة لمنع دخول غير المصرح لهم، بل هي منظومة متكاملة تهدف إلى التوعية والوقاية من مخالفة الأنظمة، وكان الأثر واضحاً من خلال الأرقام المعلنة لأعداد المخالفين الذين تم ضبطهم أو إعادتهم، فلم يقتصر الأمر على منع دخول المخالفين أو الذين لا يحملون تصاريح للحج وحسب، بل شمل أيضاً إخراج المخالفين الذين ظنوا أنهم قد اختبأوا بين الحجاج داخل مكة!
فوفقاً لما أعلنه مدير الأمن العام ورئيس اللجنة الأمنية في الحج الفريق محمد البسامي، بلغ عدد من أُعيدوا من نقاط العبور أكثر من 269 ألف شخص لا يحملون تصريح حج، بينما بلغ عدد من أُخرجوا من مكة لمحاولتهم الحج بلا تصريح أكثر من 205 آلاف شخص، في حين تم ضبط أكثر من 415 مكتباً وهمياً للحج؛ وهي أرقام تعكس صرامة الجهات الأمنية التابعة لوزارة الداخلية في تطبيق الأنظمة!
هذا التشدد في منع الحج بلا تصريح يهدف -بالمقام الأول- إلى ضمان سلامة الحجاج النظاميين، وتيسير أدائهم لمناسكهم، وفق تقدير السلطات للسعة المكانية الآمنة والفعالية الخدمية اللازمة لإقامة الحجاج وحركتهم. ولا يمكن للمخالفين أن يعكروا صفو الحج، أو يسببوا الأذى لجموع الحجاج النظاميين، أو أن يشكلوا ضغطاً على الخدمات المقدمة لهم!
باختصار: الحج بلا تصريح ليس مجرد مخالفة للقانون وتحدٍّ لرجال الأمن، بل هو أيضاً مخالفة للشرع، الذي ألزم بطاعة ولي الأمر، وهو ما أكدته جهات الإفتاء وشؤون الحجاج في جميع البلدان الإسلامية!
