أطاح فشل تنفيذ حكم الإعدام بحق المدانة بالقتل كريستا بايك، بمفوض إدارة الإصلاحيات في ولاية تينيسي الأمريكية فرانك سترادا، الذي أعلن استقالته من منصبه، بالتزامن مع فتح مراجعة مستقلة لكشف ملابسات ما حدث خلال عملية الإعدام.
وأعلن حاكم تينيسي بيل لي، السبت، أن سترادا سيغادر منصبه خلال أكتوبر الجاري، فيما قال المفوض المستقيل إن تنحيه يأتي «في مصلحة سكان تينيسي»، مؤكداً أن المراجعة المستقلة ضرورية ومناسبة، وأنه مستعد لتقديم كل ما يلزم للمساعدة في تحديد ملابسات الواقعة.
وقال لي إن سترادا خدم في منصبه بنزاهة، معرباً عن تقديره لقراره وضع مصالح سكان الولاية أولاً، ومعلناً قبوله الاستقالة وشكره على التزامه بضمان انتقال سلس للقيادة.
7 إبر وعملية إعدام متعثرة
كانت كريستا بايك، البالغة 50 عاماً، قد خضعت لتنفيذ حكم الإعدام مساء الأربعاء، بعدما تلقت جرعتين من عقار بنتوباربيتال المستخدم في عمليات الحقن القاتل.
وخلال محاولة تنفيذ الحكم، استخدم مسؤولو السجن 7 إبر على الأقل للعثور على وريد مناسب لإيصال العقار إلى جسدها.
وبحسب مذكرة قضائية قدمها محامو بايك الجمعة، كانت المدانة تبكي وتئن وتتنفس بصوت مرتفع أثناء عملية الإعدام.
ونُقلت بايك لاحقاً إلى المستشفى، حيث أُدخل أنبوب للتنفس ووُضعت على جهاز تنفس صناعي، وفقاً لفريقها القانوني.
ورحب محاموها الأربعة باستقالة سترادا، إلا أنهم أكدوا أن رحيله وحده لا يكفي، معتبرين أن ما حدث يعكس، من وجهة نظرهم، «فشلاً منهجياً» يتجاوز مسؤولية شخص واحد.
وطالب الفريق القانوني بأن تكشف المراجعة المستقلة التي دعا إليها حاكم تينيسي عن المشكلات التي قال إنها قائمة في نظام تنفيذ أحكام الإعدام بالولاية.
أخطاء في إجراءات الحقن
وقال محامو بايك في المذكرة القضائية إن موظفي السجن لم يضعوا خطوط الحقن الوريدي بالشكل الصحيح، زاعمين أن العاملين لم يدركوا انفجار أحد أوردة بايك، ما أدى إلى دخول جزء من عقار بنتوباربيتال إلى جسدها بطريقة غير صحيحة.
وتولى سترادا منصب مفوض إدارة الإصلاحيات في تينيسي في يناير 2023، بعدما شغل منصب نائب مدير إدارة الإصلاحيات في ولاية أريزونا.
وفي أواخر عام 2024، أعلن أن تينيسي ستعتمد عقار بنتوباربيتال وحده لتنفيذ عمليات الإعدام.
وبحسب إدارة الإصلاحيات في الولاية، نفذت تينيسي 4 عمليات إعدام منذ العام الماضي.
من هي كريستا بايك؟
تعود قضية بايك إلى 12 يناير 1995، عندما كانت تبلغ 18 عاماً، إذ استدرجت كولين سليمير، البالغة 19 عاماً، إلى منطقة غابات بالقرب من الحرم الزراعي لجامعة تينيسي.
وبحسب التحقيقات، أمضت بايك وصديقها آنذاك تاداريل شيب نحو 30 دقيقة في تعذيب سليمير، فيما تولت شادولا بيترسون، البالغة 18 عاماً، مراقبة المكان.
واعترفت بايك للسلطات بقتل سليمير بعدما اعتقدت أن الضحية مهتمة عاطفياً بصديقها.
ورغم مشاركة شيب مباشرة في الجريمة، فإنه لم يكن مؤهلاً لعقوبة الإعدام، لكونه في السابعة عشرة من عمره وقت ارتكابها، وحُكم عليه بالسجن مدى الحياة مع إمكانية الإفراج المشروط، لكنه لم يحصل على الإفراج حتى الآن.
أما بيترسون، التي تعاونت مع المحققين وشهدت ضد بايك وشيب، فحُكم عليها بالسجن 460 يوماً بعد إقرارها بالذنب في تهمة التواطؤ.
وكانت بايك الوحيدة في القضية التي صدر بحقها حكم بالإعدام، لتصبح واحدة من أصغر النساء اللاتي أُرسلن إلى ممر الإعدام في الولايات المتحدة.
وكان من المقرر أن تصبح أيضاً أول امرأة تُعدم في ولاية تينيسي منذ أكثر من 200 عام، قبل أن تفشل عملية تنفيذ الحكم، وتتحول الواقعة إلى أزمة دفعت إلى استقالة مسؤول سجون كبير وفتح مراجعة مستقلة لإجراءات تنفيذ أحكام الإعدام في الولاية.

7 Needles and a Troubled Execution
Krista Pike, 50 years old, was scheduled to be executed on Wednesday evening after receiving two doses of pentobarbital, the drug used in lethal injections.
During the attempt to carry out the execution, prison officials used at least 7 needles to find a suitable vein to deliver the drug into her body.
According to a court memorandum submitted by Pike's lawyers on Friday, the convicted woman was crying, moaning, and breathing heavily during the execution process.
Pike was later transferred to the hospital, where a breathing tube was inserted and she was placed on a ventilator, according to her legal team.
Her four lawyers welcomed Strada's resignation, but they emphasized that his departure alone is not enough, considering that what happened reflects, in their view, a "systemic failure" that goes beyond the responsibility of a single individual.
The legal team demanded that the independent review called for by the Tennessee governor reveal the issues they claim exist in the state's execution system.
Errors in Injection Procedures
Pike's lawyers stated in the court memorandum that prison staff did not properly place the intravenous lines, claiming that the workers did not realize one of Pike's veins had collapsed, which led to part of the pentobarbital entering her body incorrectly.
Strada took office as the Commissioner of the Department of Corrections in Tennessee in January 2023, after serving as the Deputy Director of the Department of Corrections in Arizona.
In late 2024, it was announced that Tennessee would rely solely on pentobarbital for executions.
According to the state's Department of Corrections, Tennessee has carried out 4 executions since last year.
Who is Krista Pike?
The case of Pike dates back to January 12, 1995, when she was 18 years old, as she lured 19-year-old Colleen Slemmer to a wooded area near the agricultural campus of the University of Tennessee.
According to investigations, Pike and her then-boyfriend Tadaril Ship spent about 30 minutes torturing Slemmer, while 18-year-old Shadola Peterson monitored the scene.
Pike confessed to authorities that she killed Slemmer after believing the victim was romantically interested in her boyfriend.
Despite Ship's direct involvement in the crime, he was not eligible for the death penalty, as he was 17 years old at the time of the offense, and he was sentenced to life in prison with the possibility of parole, but he has not been released yet.
As for Peterson, who cooperated with investigators and testified against Pike and Ship, she was sentenced to 460 days in prison after pleading guilty to a charge of complicity.
Pike was the only one in the case to receive a death sentence, becoming one of the youngest women to be sent to death row in the United States.
She was also set to become the first woman executed in Tennessee in over 200 years before the execution process failed, turning the incident into a crisis that led to the resignation of a high-ranking prison official and the opening of an independent review of the execution procedures in the state.
