في تطور دراماتيكي يزلزل المشهد السياسي والمحلي في المغرب، غادرت سيارة تابعة للدرك الملكي محكمة الاستئناف بطنجة متجهة نحو السجن المحلي بأصيلة، وعلى متنها عمدة طنجة منير ليموري ومحاسب يعمل بشركته. وجاء هذا القرار تنفيذاً لأمر أصدره قاضي التحقيق بإيداعهما رهن الاعتقال الاحتياطي، على خلفية التحقيقات المتشعبة في القضية المثيرة للجدل المرتبطة بالتلاعب بأوراق التصويت.
شهدت القضية تنقلات قضائية متسارعة عقب توقيف ليموري فور وصوله إلى مطار طنجة ابن بطوطة قادماً من مدينة مالقة الإسبانية، تنفيذاً لمذكرة بحث وطنية أصدرتها السلطات المختصة. وعقب نحو 72 ساعة قضاها رهن تدبير الحراسة النظرية، أُخضع عمدة المدينة لجلسات بحث تمهيدي مكثفة، واجهه خلالها المحققون بأدلة تقنية دامغة ومحادثات هاتفية ربطته بمعتقلين آخرين على ذمة القضية نفسها، وسط التزامه الصمت في محطات وإقراره بمعرفته ببعض الموقوفين في محطات أخرى.
وتعود جذور هذه القضية الكبرى إلى يوم 23 سبتمبر المنصرم، تزامناً مع إجراء الانتخابات التشريعية، حين نجحت السلطات الأمنية في ضبط شخص بحوزته حقيبة تضم أوراق تصويت تخص مكتب اقتراع بمدرسة القدس في حي كسبارطا بطنجة. وأظهرت الأبحاث الأولية وتوسيع التحقيقات (بدعم من تقارير الفحوصات التقنية واختلاف أنواع الحبر المستخدم) أن الأوراق أُخرجت من المكتب وأُعيدت لاحقاً بعد العبث بها.
وقادت الخيوط الأمنية المحققين إلى وحدة فندقية بمدينة طنجة، حيث أكدت تسجيلات كاميرات المراقبة (التي حاول مجهولون محوها وجرى استعادتها تقنياً) وجود عمدة طنجة رفقة محاسبه وآخرين، إلى جانب الحقيبتين اللتين ضبطتا لاحقاً وتحتويان على أوراق جرى وضع علامات فيها لصالح رمز حزب الأصالة والمعاصرة بناءً على طلب المشغل.
وكانت محكمة الاستئناف بطنجة قد أعلنت في وقت سابق عن تقديم مشتبهين جديدين، أحدهما المحاسب الذي أقر بالقيام بتعليمات مباشرة لوضع العلامات الانتخابية. وبناءً على نتائج الأبحاث الشاملة والخبرات الرقمية والاتصالات المرصودة، التمست النيابة العامة إجراء تحقيق مع المعنيين بالأمر في حالة اعتقال، للاشتباه في ارتكابهما أفعالاً خطيرة تندرج تحت طائلة جناية انتهاك عمليات الاقتراع والمشاركة في التزوير، ليغلق السجن أبوابه مؤقتاً على واحد من أبرز وجوه الإدارة المحلية في عروس الشمال المغربي.
In a dramatic development that shakes the political and local scene in Morocco, a vehicle belonging to the royal gendarmerie left the Court of Appeal in Tangier heading towards the local prison in Asilah, carrying the mayor of Tangier, Munir Limouri, and an accountant working for his company. This decision came in implementation of an order issued by the investigating judge to place them in provisional detention, following extensive investigations into the controversial case related to the manipulation of voting papers.
The case witnessed rapid judicial movements following Limouri's arrest upon his arrival at Tangier Ibn Battuta Airport coming from the Spanish city of Malaga, in execution of a national search warrant issued by the relevant authorities. After about 72 hours spent under police custody, the mayor was subjected to intensive preliminary questioning sessions, during which investigators confronted him with compelling technical evidence and phone conversations linking him to other detainees in the same case, while he remained silent at times and acknowledged knowing some of the detainees at other times.
The roots of this major case date back to September 23rd, coinciding with the legislative elections, when security authorities successfully apprehended an individual in possession of a bag containing voting papers related to a polling station at Al-Quds School in the Ksar Bata neighborhood of Tangier. Initial investigations and the expansion of inquiries (supported by reports of technical examinations and the different types of ink used) revealed that the papers were taken out of the polling station and later returned after being tampered with.
Security leads directed investigators to a hotel unit in Tangier, where surveillance camera recordings (which unknown individuals attempted to erase and were technically recovered) confirmed the presence of the mayor of Tangier along with his accountant and others, alongside the two bags that were later seized containing papers marked in favor of the Authenticity and Modernity Party symbol at the request of the employer.
The Court of Appeal in Tangier had previously announced the presentation of new suspects, one of whom is the accountant who admitted to carrying out direct instructions to place the electoral markings. Based on the results of comprehensive investigations, digital expertise, and monitored communications, the public prosecution requested to conduct an investigation with the individuals involved in custody, on suspicion of committing serious acts that fall under the crime of violating electoral processes and participating in forgery, temporarily closing the prison doors on one of the most prominent figures in the local administration in the northern Moroccan bride.
