A recent analysis revealed that 270 suspects were linked to over 28,000 shoplifting incidents in England over a period of 6 years, indicating the scale of crimes associated with repeat offenders.
28,415 Incidents
The analysis was based on data collected from 27 police forces in England regarding the top 10 suspects identified by the police in connection with shoplifting incidents for each force, during the period from April 2020 to April 2026.
The data showed that the 270 suspects were connected to a total of 28,415 incidents, averaging 105 incidents per person.
One suspect in Sussex was linked to 247 shoplifting incidents, equivalent to an incident recorded approximately every 10 days.
These figures do not include all thefts, but are limited to incidents reported to the police where officers were able to identify a suspect.
£500 Daily
A former thief revealed the scale of the thefts he committed at the height of his activity, estimating the value of goods he stole from stores daily to be between £400 and £500.
He explained that the thefts were aimed at funding his addiction to heroin and crack cocaine, before he later stopped stealing.
Half a Million Incidents
These figures come at a time when police forces in England and Wales, excluding the British Transport Police, recorded 502,011 shoplifting incidents during the fiscal year 2025-2026.
More than half of the investigations were closed without identifying a suspect.
Separate figures from the British Retail Consortium reveal the extent of the losses incurred by the sector, with losses due to customer theft amounting to £2.2 billion during 2023-2024.
Confronting Repeat Offenders
British authorities are exploring additional means to confront repeat offenders, alongside imprisonment and addiction treatment programs, including the use of technology and court orders to prevent certain offenders from entering specific stores or areas.
Authorities emphasized the need to confront and hold accountable those who commit these crimes, and to enhance measures aimed at reducing shoplifting.
