The deal to update the border surveillance devices was not as justified in the official documents, but rather the curtain behind which one of the largest cases of financial corruption and abuse of power within the security system in Kuwait was hidden, culminating in a resounding earthquake that toppled a prominent security leadership.
The intriguing details emerged following investigations into a complicated tender related to the installation of a "covert underground monitoring system" to protect the Kuwaiti borders, in addition to the maintenance of surveillance cameras and networks. The deal was described as strategic, but it turned into a judicial trap that brought down a leader from the Kuwaiti Ministry of Interior after it was proven that he was involved in massive financial violations and exploited his position to pass dubious contracts.
In a decisive court session, the Criminal Court issued its deterrent ruling presided over by Judge Khaled Rashad:
- Imprisonment and dismissal: The former leader was sentenced to 7 years in prison with hard labor, and was immediately dismissed from his government position.
- Restitution: He was ordered to repay a substantial amount of 1,293,700 Kuwaiti Dinars (over 4 million dollars).
- Double penalty: He was fined double the amount embezzled for the state treasury.
The fallout did not stop with the main leader, as the court issued a default judgment sentencing a foreign defendant to 7 years in prison with hard labor and ordered his immediate deportation from the country upon serving the sentence. The court also decided to refrain from punishing 7 other defendants (including another former leader) in exchange for providing a financial bail of 500 Dinars with a commitment to good conduct for a year, while acquitting a second leader of the charges against him. With this final ruling, the curtain falls on the "secret devices" deal that its owners thought was out of sight, turning into a harsh Kuwaiti lesson in the integrity of security institutions.
