في خطوة غير مسبوقة داخل الحكومة البريطانية، قرر مكتب النائب العام وقف النشر على منصة «إكس» المملوكة لإيلون ماسك، ليصبح أول جهاز حكومي في المملكة المتحدة يتخذ هذا القرار، وسط تصاعد المخاوف الرسمية من استخدام المنصة في التحريض على العنف ونشر الخطابات العنصرية.
وبحسب ما أوردته مصادر حكومية بحسب صحيفة الغارديان، فإن مكتب النائب العام ريتشارد هيرمر توقف عن نشر أي محتوى عبر المنصة منذ الجمعة الماضية، كما تم إبلاغ المسؤولين داخل المكتب بعدم استخدامها مستقبلًا، باستثناء الحالات المرتبطة بمواجهة المعلومات المضللة أو تصحيحها.
ويُعد القرار تحولًا لافتًا في موقف الحكومة البريطانية، التي دافعت مرارًا خلال الأشهر الماضية عن استمرار وجود المؤسسات الرسمية على المنصة رغم الانتقادات المتزايدة لها، بحجة ضرورة الحفاظ على قنوات التواصل المباشر مع المواطنين.
ويأتي هذا التحرك في وقت تتزايد فيه المخاوف داخل دوائر الحكم بشأن تأثير منصات التواصل الاجتماعي على الاستقرار المجتمعي، خصوصا بعد أحداث العنف التي شهدتها مدينتا ساوثهامبتون وبلفاست خلال الأسابيع الأخيرة.
وتشير المعلومات إلى أن هيرمر اتخذ قراره عقب الاضطرابات التي شهدتها المدينتان، مع تنامي قناعته بأن منصة «إكس» تُستخدم – بدرجة أكبر من غيرها – من قبل جهات تسعى إلى تأجيج الانقسامات داخل المجتمع.
وفي مدينة ساوثهامبتون، أُصيب 11 شرطيًا خلال أعمال عنف اندلعت بعد احتجاجات مرتبطة بقضية الشاب هنري نوفاك، الذي تعرض للطعن، فيما أثارت روايات مضللة بشأن الحادث حالة من الغضب والتوتر.
وبعد ذلك بستة أيام، شهدت بلفاست موجة جديدة من الاضطرابات عقب دعوات أطلقها ناشطون من اليمين المتطرف للتظاهر على خلفية حادث طعن اتُّهم فيه لاجئ سوداني يبلغ من العمر 30 عامًا بمحاولة القتل.
ووصلت حدة الأحداث إلى أن أحد نواب أيرلندا الشمالية شبّه ما جرى بـ«المذبحة المنظمة»، بعدما تعرضت منازل تعود لأشخاص من أقليات عرقية لهجمات، كما تم توقيف عاملين في القطاع الصحي أثناء توجههم إلى أعمالهم واستجوابهم حول خلفياتهم.
وتشير تقارير سياسية إلى أن شخصيات محسوبة على تيارات اليمين المتطرف، وبعضها يحظى بتفاعل أو دعم من إيلون ماسك، لعبت دورًا في الدعوة إلى الاحتجاجات وتصعيد الغضب الشعبي خلال تلك الأحداث.
وكان رئيس الوزراء البريطاني كير ستارمر قد لوّح في وقت سابق بإمكانية حظر منصة «إكس» داخل المملكة المتحدة إذا لم تتحرك ضد انتشار صور جنسية مولدة بالذكاء الاصطناعي عبر أداة «غروك»، قبل أن تتخذ الشركة إجراءات لمعالجة الأمر.
ورغم ذلك، وبعد أحداث بلفاست، أوضحت الحكومة أن أي إجراء رسمي تجاه المنصة سيُترك لهيئة تنظيم الإعلام البريطانية «أوفكوم»، والتي ما زالت تنتظر تقرير الامتثال الأول من الشركة، وهو ما قد يستغرق عدة أسابيع.
وفي موازاة ذلك، تعمل الحكومة على تعديل قانون السلامة الإلكترونية لإلزام شركات التواصل الاجتماعي بالاستجابة بصورة أسرع لإزالة المحتوى التحريضي أثناء أعمال الشغب أو الأزمات، إلا أن التعديلات لن تدخل حيز التنفيذ قبل منتصف يوليو على الأقل.
كما أعلنت الحكومة البريطانية هذا الأسبوع حظر استخدام عدد من منصات التواصل الاجتماعي لمن هم دون 16 عامًا، متجاوزة بذلك إجراءات مشابهة كانت أستراليا قد أقرتها سابقًا.
ويُعرف عن ريتشارد هيرمر دعمه لاتخاذ إجراءات أكثر صرامة تجاه المنصات الرقمية، وكان من بين الوزراء المؤيدين لفرض قيود على استخدام القُصّر لوسائل التواصل.
وفي خطاب ألقاه هذا الأسبوع بشأن أهمية استمرار عضوية بريطانيا في الاتفاقية الأوروبية لحقوق الإنسان، وجّه هيرمر انتقادات مباشرة لبعض المنصات الرقمية، معتبرًا أنه لا ينبغي السماح لـ«مجموعة صغيرة من أصحاب النفوذ المالي» باستخدام النقاشات السياسية لتغذية الانقسام داخل المجتمع البريطاني.

According to government sources reported by The Guardian, Attorney General Richard Hermar has ceased publishing any content on the platform since last Friday, and officials within the office have been instructed not to use it in the future, except in cases related to addressing or correcting misinformation.
This decision marks a significant shift in the stance of the British government, which has repeatedly defended the continued presence of official institutions on the platform over the past months despite increasing criticism, arguing the necessity of maintaining direct communication channels with citizens.
This move comes at a time when fears are growing within government circles about the impact of social media platforms on societal stability, especially following the violent events that occurred in the cities of Southampton and Belfast in recent weeks.
Information suggests that Hermar made his decision following the disturbances in the two cities, as his conviction grew that the platform "X" is being used—more than others—by entities seeking to exacerbate divisions within society.
In Southampton, 11 police officers were injured during violent outbreaks that erupted after protests related to the case of young Henry Novak, who was stabbed, while misleading narratives about the incident sparked anger and tension.
Six days later, Belfast witnessed a new wave of unrest following calls from far-right activists to protest over a stabbing incident in which a 30-year-old Sudanese refugee was accused of attempted murder.
The severity of the events reached a point where one Northern Ireland MP likened what happened to an "organized massacre," after homes belonging to individuals from ethnic minorities were attacked, and health sector workers were stopped on their way to work and questioned about their backgrounds.
Political reports indicate that figures associated with far-right movements, some of whom have received engagement or support from Elon Musk, played a role in calling for protests and escalating public anger during those events.
British Prime Minister Keir Starmer had previously hinted at the possibility of banning the platform "X" within the United Kingdom if it did not take action against the spread of AI-generated sexual images through the "Grok" tool, before the company took measures to address the issue.
Despite this, following the events in Belfast, the government clarified that any formal action toward the platform would be left to the British media regulator "Ofcom," which is still awaiting the company's first compliance report, which could take several weeks.
Meanwhile, the government is working on amending the Online Safety Act to require social media companies to respond more quickly to remove inciting content during riots or crises, but the amendments will not come into effect until at least mid-July.
The British government also announced this week a ban on the use of several social media platforms for those under 16, surpassing similar measures previously enacted by Australia.
Richard Hermar is known for his support of stricter measures toward digital platforms and was among the ministers advocating for restrictions on minors' use of social media.
In a speech he delivered this week regarding the importance of continuing Britain's membership in the European Convention on Human Rights, Hermar directed direct criticism at some digital platforms, arguing that a "small group of financially influential individuals" should not be allowed to use political discussions to fuel division within British society.
