شهدت قناة الرابعة العراقية حادثة مثيرة للجدل خلال حلقة برنامج «9 إلا عشرة»، حين طالبت المذيعة سلمى الحاج ضيفها فهد الجبوري، عضو تيار الحكمة، بترك هاتفه والإنصات لبقية الضيوف احتراماً لهم وللمشاهدين، بعد ملاحظة انشغاله بالهاتف لفترات طويلة منذ بداية الحلقة، ما وصفته المذيعة بأنه أثّر على جودة الحوار.
وردّ الجبوري قائلاً: «الإمساك بالهاتف ليس قلة احترام، قد تكون هناك رسالة ضرورية.. هذا الأسلوب في الحوار لا أقبله، لن تعلميني كيف سأحترم الضيوف، أنا لست منشغلاً بلعبة.. واعذروني لن أكمل الحلقة»، قبل أن يغادر البرنامج على الهواء.
وأثار هذا الموقف جدلاً واسعاً حول آداب الحوار التلفزيوني، وتباينت الآراء بين مؤيد لموقف المذيعة الرامي لتنظيم النقاش بشكل حضاري، وبين من أثنى على رد فعل الضيف ورفضه المعاملة بهذا الشكل.
من جانبها، أصدرت قناة الرابعة بياناً جاء فيه: «ترفض مؤسسة الرابعة الإعلامية السلوك الذي صدر عن أحد ضيوف برنامج (9 إلا عشرة)، المتمثل بعدم التفاعل مع مجريات الحوار والانشغال بالهاتف، ثم الانسحاب من البرنامج بدلاً من معالجة الموقف بروح مهنية تحترم الحوار التلفزيوني».
وأكدت القناة أن مطالبة مقدمة البرنامج بالالتزام بقواعد الحوار جاءت في إطار واجبها المهني ومسؤوليتها في إدارة نقاش جاد ومسؤول، وشددت على التزامها بتقديم برامج حوارية تحترم قواعد الصحافة وأعرافها، مع وضع وعي المشاهد وحقه في المعرفة في مقدمة أولوياتها.

Al-Jubouri responded by saying: "Holding the phone is not a lack of respect; there may be an important message... I do not accept this style of dialogue; you will not teach me how to respect the guests. I am not distracted by a game... and excuse me, I will not continue the episode," before leaving the program live.
This situation sparked widespread debate about the etiquette of television dialogue, with opinions varying between those supporting the host's position aimed at organizing the discussion in a civilized manner, and those praising the guest's reaction and his refusal to be treated in such a way.
For its part, Al-Rabia channel issued a statement saying: "The Al-Rabia Media Foundation rejects the behavior exhibited by one of the guests on the program (9 to 10), which consisted of not engaging with the dialogue and being preoccupied with the phone, then withdrawing from the program instead of addressing the situation in a professional spirit that respects television dialogue."
The channel confirmed that the host's request for adherence to the rules of dialogue came within the framework of her professional duty and responsibility to manage a serious and responsible discussion, emphasizing its commitment to providing dialogue programs that respect the rules and norms of journalism, while placing the viewer's awareness and right to knowledge at the forefront of its priorities.
