The Referees Committee of the Saudi Football Federation has adopted the mechanism for requesting non-Saudi referee crews for the upcoming sports season 2025-2026, which will be implemented in the King’s Cup and the Roshn Saudi Professional League, while continuing to work with the same circular from the previous season 2024-2025 for the upcoming Saudi Super Cup that will be held in Hong Kong.

The Saudi Football Federation stated in its announcement: The mechanism grants clubs the right to request a non-Saudi referee crew without a specified ceiling, whether the match is at the club's home ground or away, provided that the request is submitted before the specified period for each tournament, which is 21 days before the match date for the Roshn League, and 14 days for the King’s Cup matches.

The committee emphasized in its circular the importance of submitting the request via the MySAFF electronic system, along with depositing the specified financial amount when submitting the request. The available options include: a referee crew consisting of 4 referees (main referee, first assistant referee, second assistant referee, and video referee) at a cost of 300,000 Saudi Riyals, or a crew of 5 referees (main referee, first assistant referee, second assistant referee, video referee, and assistant video referee) at a cost of 375,000 Saudi Riyals, or a crew consisting of 6 referees (main referee, first assistant referee, second assistant referee, fourth referee, video referee, and assistant video referee) at a cost of 450,000 Saudi Riyals.

The committee indicated that if more than one club submits a request for a non-Saudi referee crew for the same match, the first complete request will be approved. Additionally, the club can cancel the request at least 7 days before the match date, with the amount refunded to the club, and a local crew assigned to the match.

The new mechanism allows for the two clubs (the guest and the host) to jointly submit the request, provided they agree to share the financial amount due for the request and fulfill all procedures related to the request, including submitting a joint letter that clarifies the partnership in the request and meeting all regulatory conditions for appointing a non-Saudi referee crew.

If the referee crew is unable to attend for reasons beyond their control, the match will be assigned to a local crew, and the amount paid will be refunded to the club.

The Saudi Football Federation confirmed in its statement its commitment to continue implementing financial governance procedures, ensuring that the fees cover the actual costs, which include referees' fees, travel expenses, accommodation bookings, meals, and transportation. The fees approved in previous seasons were not sufficient to cover the costs according to the approved financial reports, as the Saudi Football Federation covered the financial shortfall.
