في خطوة إيجابية لتعزيز الجوانب التنظيمية والحوكمة في القطاع الرياضي، الذي يُعد ركيزة في الاقتصاد الوطني، إضافة إلى تمكين منسوبي القطاع الرياضي من فئة اللاعبين والمدربين السعوديين من الاستفادة من أنظمة وتشريعات رسمية تكفل لهم مزيداً من الاستقرار العملي والاجتماعي، أعلنت وزارة الرياضة والمؤسسة العامة للتأمينات الاجتماعية البدء بتطبيق نظام التأمينات الاجتماعية على اللاعبين والمدربين السعوديين اعتباراً من الثلاثاء القادم الموافق 1 يوليو 2025.
ويأتي هذا الإعلان تطبيقاً لأحكام نظام التأمينات الاجتماعية الصادر بالمرسوم الملكي بتاريخ 26 / 12 / 1445، الذي أتاح للتأمينات الاجتماعية العمل على توسيع التغطية التأمينية لفئات جديدة، وتشمل قائمة الفئات المستهدفة اللاعبين السعوديين المسجلين في الأندية والاتحادات الرياضية داخل المملكة، وفي دول الخليج، علاوة على المدربين في الأندية الرياضية السعودية والخليجية، ولكن وزارة الرياضة لم تحدد في بيانها مدة اشتراك الرياضيين ونسبة الاستقطاع والعمر المحدد، لأن المعمول به في نظام الموارد البشرية لعمر الستين عاماً أو أن يقضي الموظف 25 عاماً في وظيفته مقابل الحصول على معاش تقاعدي.
ويهدف تطبيق النظام على الرياضيين إلى تعزيز الحماية التأمينية للاعبين والمدربين السعوديين من خلال تسجيلهم بفرعي المعاشات، والتأمين ضد التعطل عن العمل (ساند)، والانتفاع من مزاياها بحسب الضوابط المعتمدة وفق نظام التأمينات الاجتماعية ولوائحه المعتمدة.
وعملت وزارة الرياضة والتأمينات الاجتماعية منذ إصدار القرار على توعية الفئات المستفيدة بأهمية النظام، والتعريف بجوانبه الإيجابية التي تضمنت عدداً من المراحل، من ضمنها إقامة العديد من ورش العمل المتخصصة لشرح آلية التسجيل وطريقته والرد على جميع الاستفسارات المقدمة من الجهات ذات العلاقة.
ويأتي ذلك ضمن جهود التأمينات الاجتماعية لتوسيع نطاق التغطية التأمينية، وشمول المزيد من الفئات، من بينها الرياضيون، وتسهم التغطية التأمينية في حفظ حقوق اللاعبين والمدربين السعوديين، وتعزيز استقرارهم بعد التقاعد وضمان استفادتهم من المنافع التأمينية.

In a positive step to enhance organizational aspects and governance in the sports sector, which is considered a pillar of the national economy, in addition to enabling members of the sports sector, specifically Saudi players and coaches, to benefit from official systems and legislation that ensure them greater operational and social stability, the Ministry of Sports and the General Organization for Social Insurance announced the start of applying the social insurance system to Saudi players and coaches starting from next Tuesday, July 1, 2025.
This announcement comes in implementation of the provisions of the social insurance system issued by royal decree dated 26/12/1445, which allowed social insurance to work on expanding insurance coverage for new categories. The targeted categories include Saudi players registered in clubs and sports federations within the Kingdom and in Gulf countries, as well as coaches in Saudi and Gulf sports clubs. However, the Ministry of Sports did not specify in its statement the duration of the athletes' subscription, the deduction percentage, or the specified age, as the applicable rule in the human resources system is a maximum age of sixty years or that the employee must have spent 25 years in their job to qualify for a pension.
The aim of applying the system to athletes is to enhance the insurance protection for Saudi players and coaches by registering them in the two branches of pensions and unemployment insurance (Sanid), and benefiting from its advantages according to the approved regulations under the social insurance system and its approved bylaws.
Since the issuance of the decision, the Ministry of Sports and Social Insurance have been working to raise awareness among the beneficiary categories about the importance of the system and to introduce its positive aspects, which included several stages, including holding many specialized workshops to explain the registration mechanism and method and to respond to all inquiries presented by the relevant parties.
This is part of the efforts of social insurance to expand the scope of insurance coverage and include more categories, including athletes. The insurance coverage contributes to preserving the rights of Saudi players and coaches, enhancing their stability after retirement, and ensuring their benefit from insurance advantages.
