ينتظر الوسط الرياضي عموماً والنصراوي خصوصاً، قرار مركز التحكيم الرياضي الذي من المتوقع صدوره خلال الساعات القادمة بخصوص منح نادي النصر النقاط الثلاث بعد تقديمه الأدلة والمستندات الرسمية، بشأن مشاركة حارس العروبة رافع الرويلي، بصورة غير قانونية في مباراة فريقه أمام النصر في دوري روشن، إذ أكد مصدر نصراوي خاص لـ «عكاظ» أن موقف نادي النصر سليم وينتظر قرار مركز التحكيم الرياضي بمنح ناديه النقاط الثلاث بعد تقديمهم الأدلة والمستندات الرسمية، وأكد المصدر نيتهم التصعيد لأعلى جهة رياضية في حال ممارسة الضغوطات على المركز حتى لا يصدر قرار ينقض قرار لجنة الانضباط والأخلاق ولجنة الاستئناف.
وكانت «قضية نادي النصر ضد العروبة» شهدت اهتماماً إعلاميّاً كبيراً خلال الأيام الماضية، وتباينت آراء القانونيين حول مدى أحقية النصر في النقاط الثلاث؛ استناداً إلى اشتراطات التفرغ الكامل للاعب المحترف وفق لوائح الاحتراف، إذ أكد المستشار القانوني أحمد الأمير أن اللائحة التفسيرية للائحة الاحتراف لعام 2016 عرّفت التفرغ الكلي بأنه: «ألا يكون اللاعب السعودي المحترف مرتبطاً بأي عمل لدى جهة حكومية أو قطاع خاص منذ بداية عقده وحتى نهايته، ويُستثنى من ذلك فقط الإعارة الرسمية من جهة العمل، أما الإجازة الاستثنائية فلا تُعد تفرغاً كليّاً»، كما أشار إلى أن لائحتي الاحتراف لعامي 2017 و2019 نصّتا في البند الـ12 من نماذج عقود اللاعبين السعوديين المحترفين على ما يلي: «يُقر اللاعب بأنه متفرغ كلياً للعب للنادي، وغير مرتبط بأي عمل حكومي أو خاص من أي نوع، من تاريخ بداية العقد وحتى نهايته».
واستناداً إلى ذلك، شدد الأمير على أن أي ارتباط وظيفي رسمي دون إعارة قانونية يُعد مخالفة صريحة للفقرة 3 من المادة 9 من لائحة الاحتراف، وهو ما يُعزز –بحسب رأيه– صحة احتجاج النصر قانونياً.
ويرى المستشار القانوني أحمد الشيخي أن القضية تُعد من أوضح القضايا خلال السنوات الخمس الماضية، مشيراً إلى وجود شبه إجماع قانوني من محكمين ومحامين دوليين على أن موقف النصر متسق تماماً مع اللوائح، ومع ذلك، لم يستبعد وجود معطيات غير معلنة قد تظهر أمام هيئة التحكيم وتُؤثر في مجرى الحكم.

The sports community in general, and Al-Nassr in particular, is awaiting the decision from the Sports Arbitration Center, which is expected to be issued in the coming hours regarding granting Al-Nassr the three points after presenting official evidence and documents concerning the illegal participation of Al-Orouba's goalkeeper, Rafe' Al-Ruwaili, in his team's match against Al-Nassr in the Roshen League. A special source from Al-Nassr confirmed to "Okaz" that the club's position is sound and they are awaiting the Sports Arbitration Center's decision to grant them the three points after providing the evidence and official documents. The source also confirmed their intention to escalate the matter to the highest sports authority in case of any pressure on the center to prevent a decision that overturns the ruling of the Disciplinary and Ethics Committee and the Appeals Committee.
Recently, the "Al-Nassr vs. Al-Orouba case" has garnered significant media attention, and opinions among legal experts have varied regarding Al-Nassr's entitlement to the three points, based on the full dedication requirements for professional players according to the professional regulations. Legal advisor Ahmed Al-Amir stated that the explanatory regulation of the professional regulations of 2016 defined full dedication as: "The Saudi professional player should not be linked to any work with a government entity or private sector from the beginning of his contract until its end, with the only exception being official loans from the workplace. However, exceptional leave does not count as full dedication." He also pointed out that the professional regulations of 2017 and 2019 stipulated in clause 12 of the contracts for Saudi professional players the following: "The player acknowledges that he is fully dedicated to playing for the club and is not linked to any government or private work of any kind from the start of the contract until its end."
Based on this, Al-Amir emphasized that any official employment link without a legal loan constitutes a clear violation of paragraph 3 of Article 9 of the professional regulations, which, in his opinion, reinforces the legal validity of Al-Nassr's protest.
Legal advisor Ahmed Al-Sheikhi believes that this case is one of the clearest cases in the past five years, noting that there is a near consensus among international arbitrators and lawyers that Al-Nassr's position is entirely consistent with the regulations. However, he does not rule out the possibility of undisclosed factors that may arise before the arbitration panel and affect the course of the ruling.
