The Professionalism and Player Conditions Committee issued a detailed circular regarding the decision of the Board of Directors of the Saudi Football Federation in its meeting No. (M46/30) held on Wednesday, November 27, 2024, which includes the opening of an exceptional registration period for Saudi clubs that apply professionalism, before the upcoming FIFA Club World Cup. This period will start from June 1, 2025, and end on June 10, 2025, based on paragraph 4 of Article 22 of the FIFA Club World Cup 2025 regulations. Based on what is stated in paragraph 3 of Article 6 (Committee Competencies) of the Professionalism and Player Conditions and Transfers Regulations, which includes the committee's authority to issue an annual circular before the start of the sports season, and it has the right to amend or add to it, and it shall be an integral part of the regulations themselves, provided that the circular includes the dates of the two registration periods and their requirements, in addition to specifying the number of foreign professional players and the allowed registered professional players born in each category. The circular approved by the Professionalism and Player Conditions Committee at the Saudi Football Federation included amendments to paragraphs (1) and (2) of item (Eighth) of the annual circular issued by the Professionalism and Player Conditions Committee No. 761323 dated July 9, 2024, and No. 1241778 dated December 9, 2024, according to the following wording:

“Eighth: Financial Competency Certificate and Payroll Statements:
Clubs wishing to register new professional players must comply with the following:


1- Only Premier League clubs and First Division clubs that have previously submitted a valid certificate proving the financial competency of the club until October 31, 2024, issued by the Financial Competency Committee at the Ministry of Sports, during the winter registration period for the 2024-2025 sports season, are allowed to register new professional players during the exceptional registration period.

2- Only Second Division and Third Division clubs that have previously fulfilled the requirements during the winter registration period for the 2024-2025 sports season, by submitting an original copy of the payroll transfer statement for Saudi and non-Saudi professional players, as well as for the professionalism managers, directly to their personal accounts at banks, covering the period from the beginning of June 2024 to the end of November 2024, along with filling out the designated form, in addition to sending proof of an increase in the monthly salary if previously approved, or a deduction from the monthly salary if the specified procedures are followed; are allowed to register professional players during the exceptional registration period.”
