عقدت لجنة المسابقات في الاتحاد الخليجي لكرة القدم اجتماعها الرابع في جدة، برئاسة الدكتور خالد بن عبدالعزيز بن مقرن، لمناقشة عدد من الموضوعات المتعلقة بالجولة الثانية من بطولة «خليجي 27»، التي تستضيفها المملكة العربية السعودية خلال الفترة من 23 سبتمبر إلى 6 أكتوبر 2026، بمشاركة ثمانية منتخبات تتنافس في 15 مباراة.
وشارك في الاجتماع محمد هزام الظاهري، نائب رئيس اللجنة، وأعضاء اللجنة أحمد محمد الحرمي، وقتيبة الغيلاني، وراشد الزعبي، ومحمد فرحان عبيد، وأيمن الحسيني، وحسام السنباني، إلى جانب حمد المناعي، مدير إدارة المسابقات في الاتحاد الخليجي لكرة القدم، ومحمد الخميسي، مقرر اللجنة.
واطلعت اللجنة على التقارير المقدمة من مراقبي المباراتين الرابعة والخامسة، اللتين جمعتا العراق والكويت، والسعودية وعُمان، وناقشت عدداً من الحالات والملاحظات المرتبطة بالمباراتين، إلى جانب استكمال الترتيبات الخاصة بجداول تدريبات المنتخبات ومواعيد استخدام الملاعب التدريبية المعتمدة، بما يضمن انتظام البرامج الفنية وفق الجدول المعتمد للبطولة.
كما استعرضت اللجنة آلية تحديد المنتخبات المتأهلة إلى الدور نصف النهائي، مؤكدة أن ترتيب المنتخبات في كل مجموعة يتم وفق المادة السابعة من اللائحة التنظيمية لقواعد وشروط المباريات، بحسب مجموع النقاط التي يحصل عليها كل منتخب.
وفي حال تساوي منتخبين أو أكثر في عدد النقاط، يتم تحديد الترتيب وفق المعايير التالية:
• النقاط المحققة في المواجهات المباشرة بين المنتخبات المتساوية.
• فارق الأهداف في المواجهات المباشرة.
• عدد الأهداف المسجلة في المواجهات المباشرة.
• في حال استمرار التعادل، يعاد تطبيق المعايير السابقة على مباريات المنتخبات المتساوية فقط.
• فارق الأهداف في جميع مباريات البطولة.
• عدد الأهداف المسجلة في جميع مباريات البطولة.
• في حال كان المنتخبان المتعادلان قد التقيا في المباراة الأخيرة بينهما وكانا متواجدين على أرض الملعب، يتم اللجوء مباشرة إلى ركلات الترجيح من علامة الجزاء.
• المنتخب الأقل حصولاً على نقاط البطاقات الصفراء والحمراء وفق النظام المعتمد.
• وفي حال استمرار التعادل، تجرى قرعة لتحديد ترتيب المنتخبات المتساوية.
وتُحتسب نقاط البطاقات التأديبية بواقع نقطة واحدة للبطاقة الصفراء، وثلاث نقاط عند حصول اللاعب على بطاقتين صفراوين في المباراة نفسها، وثلاث نقاط للبطاقة الحمراء المباشرة، وأربع نقاط عند حصول اللاعب على بطاقة صفراء وبطاقة حمراء مباشرة في المباراة نفسها.
وكانت اللجنة قد حددت موعد المباراة النهائية لبطولة «خليجي 27»، والمقررة يوم 6 أكتوبر القادم على ملعب مدينة الملك عبدالله الرياضية، على أن تنطلق في تمام الساعة التاسعة مساءً.
وقال الدكتور خالد بن عبدالعزيز بن مقرن، رئيس لجنة المسابقات في الاتحاد الخليجي لكرة القدم: «ناقش الاجتماع الرابع التقارير المقدمة من مراقبي المباريات وعدداً من الحالات المرتبطة بالمنافسات، إلى جانب ترتيبات المباريات وجداول تدريبات المنتخبات وآلية المتابعة اليومية لتقارير البطولة، بما يضمن سير المنافسات وفق اللوائح والإجراءات التنظيمية المعتمدة».
The Competitions Committee of the Gulf Football Federation held its fourth meeting in Jeddah, chaired by Dr. Khalid bin Abdulaziz bin Muqrin, to discuss several topics related to the second round of the "Gulf 27" Championship, which will be hosted by the Kingdom of Saudi Arabia from September 23 to October 6, 2026, with the participation of eight teams competing in 15 matches.
Participating in the meeting were Mohammed Hizam Al-Dhaheri, Vice Chairman of the Committee, and committee members Ahmed Mohammed Al-Harami, Qutaiba Al-Ghailani, Rashid Al-Zoubi, Mohammed Farhan Obaid, Ayman Al-Husseini, and Hussam Al-Sanbani, along with Hamad Al-Manaei, Director of the Competitions Department at the Gulf Football Federation, and Mohammed Al-Khamisi, the Committee's rapporteur.
The committee reviewed the reports submitted by the observers of the fourth and fifth matches, which featured Iraq against Kuwait, and Saudi Arabia against Oman, and discussed several cases and observations related to the matches, in addition to completing the arrangements for the training schedules of the teams and the times for using the approved training grounds, ensuring the regularity of the technical programs according to the approved championship schedule.
The committee also reviewed the mechanism for determining the teams qualifying for the semi-finals, confirming that the ranking of teams in each group is based on Article 7 of the regulatory rules and conditions of the matches, according to the total points each team earns.
In the event of a tie between two or more teams in points, the ranking is determined based on the following criteria:
• Points achieved in direct encounters between the tied teams.
• Goal difference in direct encounters.
• Number of goals scored in direct encounters.
• If the tie persists, the previous criteria are reapplied to the matches of the tied teams only.
• Goal difference in all championship matches.
• Number of goals scored in all championship matches.
• If the tied teams met in their last match against each other and were present on the field, a penalty shootout will be conducted immediately.
• The team with the fewer points from yellow and red cards according to the approved system.
• If the tie continues, a draw will be held to determine the ranking of the tied teams.
Disciplinary card points are calculated as follows: one point for a yellow card, three points when a player receives two yellow cards in the same match, three points for a direct red card, and four points when a player receives a yellow card and a direct red card in the same match.
The committee has set the date for the final match of the "Gulf 27" Championship, scheduled for October 6 at King Abdullah Sports City Stadium, starting at 9:00 PM.
Dr. Khalid bin Abdulaziz bin Muqrin, Chairman of the Competitions Committee of the Gulf Football Federation, stated: "The fourth meeting discussed the reports submitted by the match observers and several cases related to the competitions, in addition to the arrangements for the matches, training schedules for the teams, and the daily follow-up mechanism for the championship reports, ensuring that the competitions proceed according to the approved regulations and organizational procedures."
