طرح الحكم الدولي السابق مارك كلاتنبرغ مقترحات جريئة لتعديل قوانين كرة القدم بهدف القضاء على إضاعة الوقت خلال المباريات. وأكد أن اللعبة الترفيهية تحتاج إلى زيادة زمن اللعب الفعلي، مشيراً إلى أن بعض المباريات لا يتجاوز فيها اللعب الحقيقي 40 دقيقة.
كلاتنبرغ اقترح معاقبة المماطلة بإلغاء الركلة الثابتة ومنحها مباشرة للفريق المنافس بدلاً من الاكتفاء بالبطاقة الصفراء. وتشمل الفكرة الرميات الجانبية والركنيات وركلات المرمى، حيث يفقد المتسبب حق التنفيذ عند التأخير المتعمد.
ويحمل الحكم الإنجليزي كلاتنبرغ مسيرة مهنية مميزة، إذ سبق له أن أدار نهائي دوري الأبطال 2016 ونهائي يورو 2016 كما كان رئيسا للجنة الحكام في المملكة خلال الفترة مابين فبراير 2017 وفبراير 2018.
Former international referee Mark Clattenburg has proposed bold suggestions to amend football laws with the aim of eliminating time-wasting during matches. He emphasized that the recreational game needs to increase actual playing time, noting that in some matches, the real play does not exceed 40 minutes.
Clattenburg suggested punishing time-wasting by canceling the free kick and awarding it directly to the opposing team instead of just issuing a yellow card. The idea includes throw-ins, corners, and goal kicks, where the offender loses the right to execute the kick in case of intentional delay.
The English referee Clattenburg has an impressive career, having previously officiated the 2016 Champions League final and the Euro 2016 final, and he served as the head of the referees' committee in the Kingdom from February 2017 to February 2018.
