تحاول التنظيمات الإرهابية يائسة تصعيد أباطيلها وضلالاتها على منصات التواصل الاجتماعي؛ لتدمير الشعوب والأوطان، فالمتطرفون يحاولون تحقيق مآربهم الخائبة في سعيهم لنشر القتل والتدمير، ويكيفون مواقفهم التدميرية بما يتناسب مع أفكارهم الضيقة في سبيل بث سمومهم بين الناس، وجرهم إلى العنف.
أعلن المركز العالمي لمكافحة الفكر المتطرف «اعتدال»، رصد تصاعد ملحوظ لدى عدد من التنظيمات الإرهابية في نشر الرسائل النصية عبر إحدى منصات التواصل. وأوضح أن هذه الرسائل شكّلت 90% من النشاط المتطرف خلال ثلاثة أشهر، مقابل تراجع في استخدام الوسائط المرئية والصوتية.
وحققت الجهود المشتركة بين المركز العالمي لمكافحة الفكر المتطرف (اعتدال) ومنصة (تليغرام) في مجال مكافحة المحتوى المتطرف نتائج جديدة، ليصل إجمالي عدد المحتويات المتطرفة التي تمت إزالتها منذ فبراير 2022م، وحتى نهاية الربع الثالث من العام الحالي، 129,634,467 مليون محتوى متطرف، وإغلاق 14,516 قناة متطرفة على المنصة.
وتمكنت الفرق المشتركة خلال الربع الثالث من العام الحالي 2024م، من رصد وإزالة النشاط الدعائي لثلاثة تنظيمات إرهابية: (داعش، هيئة تحرير الشام، القاعدة)، بإجمالي وقدره 35,634,916 مليون محتوى متطرف وإغلاق 323 قناة متطرفة، إذ تَصدّرَ تنظيم «داعش» الإرهابي المنشورات المزالة بـ34,602,606 محتويات متطرفة وإغلاق 189 قناة متطرفة، تلاه تنظيم «هيئة تحرير الشام» الإرهابي بإزالة 768,821 محتوى متطرفاً وإغلاق 87 قناة متطرفة، فيما تذيَّلَ تنظيم «القاعدة» الإرهابي قائمة المحتويات المتطرفة المزالة بـ263,489 محتوى متطرفاً وإغلاق 47 قناة متطرفة.
ولوحظ ازديادٌ للنشاط الدعائي لدى تنظيم «داعش» الإرهابي، إذ جاءت ذروة ذلك النشاط في الجمعة 13 سبتمبر 2024م، ببثه 1,283,141 مليون محتوى متطرف.
يشار إلى أن الشراكة ما بين المركز العالمي لمكافحة الفكر المتطرف (اعتدال) ومنصة (تليغرام)، قائمة على تعزيز التعاون المشترك وتوسيع التنسيق فيما بينهما حيال الوقاية ومكافحة الإرهاب والتطرف العنيف (PCVE)، من خلال رصد وإزالة المحتويات الدعائية الإرهابية المنشورة باللغة العربية عبر المنصة.
اصطياد الغافلين في المنصات
كشف الخبير الأمني اللواء متقاعد محمد عبدالرحمن الغامدي، محاولات يائسة وخائبة للتنظيمات الإرهابية في استخدام منصات التواصل الاجتماعي لتجنيد العناصر لخدمة أطماعهم الإرهابية، بعدما سهلت منصات التواصل الاجتماعي الوصول إلى المجتمعات فالانفراد وبالخلوة بالشخص يسهل عملية إقناعه بما يقدم له من خلالها من أفكار ومعتقدات لإسقاطه في حبالتهم، وبالتالي تنفيذ أجندتهم.
وأضاف اللواء الغامدي: إن هذه الجماعات تستخدم بعض المنصات لتمرير سمومها، ومن أبرزها التليغرام والرسائل النصية، التي سهلت لهم نشر محتوياتهم ومعتقداتهم، فيقومون بمخاطبة من يستهدفونهم عبر رسائل معينة من خلالها يتم كشف الفرد الفارغ ذهنيّاً ومن له حاجات يريد إشباعها ومطالب يرغب في تحقيقها، ويسعى جاهداً لتشكيل هوية له يتميز بها عن غيره فيسهل تجنيده وتسخيره لتنفيذ أهداف تلك الجماعات المتطرفة.
وأضاف الخبير الأمني اللواء محمد الغامدي: شهدت تلك الجماعات، خلال الفترة الماضية، ضعفاً ملحوظاً في نشاطها واستقطاب عناصر جديدة لصفوفها وأنشطتها، التي شهدت سقوطاً كبيراً، فسعت إلى محاولة استقطاب عناصر جديدة لها فكانت منصات التواصل الاجتماعي أفضل موقع لها، إذ يسهل من خلالها الوصول إلى الأتباع بسهولة.
ونبّه اللواء الغامدي، من أغفال خطر تلك المنصات في أيدي الأبناء ويجب مراقبتهم والتنبه لأي تغييرات قد تطرأ عليهم في حياتهم من انعزال أو أفكار متطرفة تستدعي التدخل وتدارك مسارهم قبل السقوط في وحل الجماعات أو تنفيذ أجندتهم المتطرفة.
متعاطفون ومؤيدون ومنفذون
رئيس قسم الإعلام المتخصص بجامعة الإمام محمد بن سعود الدكتور عبدالله عبدالمحسن العساف، قال: إن تكوين الخلايا الإرهابية عبر الإنترنت من أكثر الوسائل التي تلجأ إليها المنظمات الإرهابية في تجنيد الشباب، إذ شكّلت هذه الخلايا 70% من بين وسائل استقطاب الشباب وتهيئتهم لقبول أفكار العنف والإرهاب وتبني أدبيات الجماعات الإرهابية، في شبكات التواصل الاجتماعي؛ لأنها تتميز بتنوع الأساليب والوسائل والاتجاهات، إذ تغطي أغلب الميول والثغرات والشبهات الموجودة لدى الشباب ورغباتهم، ثم تنقلهم إلى منظومات عُنفية مباشرة توجههم إلى أساليب الإرهاب فكريّاً وميدانيّاً.
وقسم العساف الفاعلين الرئيسيين في العملية الإرهابية، التي تسعى التنظيمات الإرهابية لكسبهم إلى صفوفها من خلال وسائل التواصل الاجتماعي إلى ثلاث فئات، هي: المتعاطفون، والمؤيدون، والمنفذون.
وبين أن شبكة الإنترنت الواسعة أصبحت معسكر تدريب افتراضيّاً للإرهابيين، وتشير التقارير الأمنية إلى أن 90% من الهجمات الإرهابية كانت بوصفات على شبكة الإنترنت.
القانون يطال المتعاطفين والمحرضين
كشف المحامي والمستشار القانوني ماجد الأحمري، أن نظام مكافحة جرائم الإرهاب وتمويله نص على عدد من العقوبات الرادعة لكل حالات الإرهاب والتطرف، إذ نصت المادة الـ31 على أنه يعاقب بالسجن مدة لا تزيد على 30 سنة ولا تقل عن 10 سنوات، كل من قام بحَمل أي سلاح أو متفجرات تنفيذاً لجريمة إرهابية.
والمادة الـ32 نصت على السجن مدة لا تزيد على 25 سنة ولا تقل عن 15 سنة، لكل من أنشأ كياناً إرهابياً أو أداره أو تولى منصباً قياديّاً فيه، فإن كان الفاعل من ضباط القوات العسكرية أو من أفرادها أو كان قد سبق له تلقي تدريبات لدى كيان إرهابي، فلا تقل عقوبة السجن عن 20 سنة ولا تزيد على 30 سنة.
وأوضح المحامي الأحمري، أن المادة الـ33 نصت على أنه يعاقب بالسجن مدة لا تزيد على 20 سنة ولا تقل عن ثلاث سنوات، كل من انضم إلى كيان إرهابي أو شارك فيه، فإن كان الفاعل من ضباط القوات العسكرية أو من أفرادها، أو كان قد سبق له تلقي تدريبات لدى كيان إرهابي، فلا تقل عقوبة السجن عن 15 سنة ولا تزيد على 30 سنة.
وقال المحامي الأحمري: شددت المادة الـ34 على أنه يُعاقب بالسجن مدة لا تزيد على ثماني سنوات ولا تقل عن ثلاث سنوات كل من أيّد أي فكر إرهابي، أو دعا له، أو كيان إرهابي، أو جريمة إرهابية أو منهج مرتكبها، أو أفصح عن تعاطفه معه أو سوَّغ فعله أو جريمته، أو روج لها، أو أشاد بها، أو حاز أو أحرز أي محرر أو مطبوع أو تسجيل -بقصد النشر أو الترويج- أيّاً كان نوعه يتضمن تسويغاً أو ترويجاً لفكر إرهابي أو لجريمة إرهابية أو إشادة بذلك.
وبين المحامي ماجد الأحمري أن المادة الـ35 نصت على أنه يعاقب بالسجن مدة لا تزيد على 25 سنة ولا تقل عن ثماني سنوات، كل من حرض آخر على الانضمام إلى أي كيان إرهابي، أو المشاركة في أنشطته، أو جنّده، أو ساهم في تمويل أي من ذلك، فإن كان قد عمل على منعه من الانسحاب من الكيان، أو استغل لهذا الغرض ما يكون له عليه من ولاية أو سلطة أو مسؤولية أو أي صفة تعليمية أو تدريبية أو توجيهية أو اجتماعية أو إرشادية أو إعلامية، فلا تقل عقوبة السجن عن 15 سنة.

Terrorist organizations are desperately trying to escalate their lies and delusions on social media platforms to destroy peoples and nations. Extremists are attempting to achieve their futile aims in their quest to spread murder and destruction, tailoring their destructive positions to fit their narrow ideas in order to spread their poisons among people and drag them into violence.
The Global Center for Combating Extremist Ideology, "I'tidal," announced a noticeable increase in the number of terrorist organizations disseminating text messages via one of the social media platforms. It clarified that these messages constituted 90% of extremist activity over three months, in contrast to a decline in the use of visual and audio media.
Joint efforts between the Global Center for Combating Extremist Ideology (I'tidal) and the (Telegram) platform in combating extremist content have yielded new results, bringing the total number of extremist contents removed since February 2022 until the end of the third quarter of the current year to 129,634,467 million extremist contents, and the closure of 14,516 extremist channels on the platform.
During the third quarter of the current year 2024, joint teams managed to monitor and remove the propaganda activities of three terrorist organizations: (ISIS, Hay'at Tahrir al-Sham, al-Qaeda), with a total of 35,634,916 million extremist contents removed and 323 extremist channels closed. The terrorist organization "ISIS" topped the list of removed posts with 34,602,606 extremist contents and the closure of 189 extremist channels, followed by the terrorist organization "Hay'at Tahrir al-Sham" with 768,821 extremist contents removed and 87 extremist channels closed, while the terrorist organization "al-Qaeda" came last on the list of removed extremist contents with 263,489 extremist contents and the closure of 47 extremist channels.
There was a noticeable increase in the propaganda activity of the terrorist organization "ISIS," with the peak of that activity occurring on Friday, September 13, 2024, when it broadcast 1,283,141 million extremist contents.
It is noteworthy that the partnership between the Global Center for Combating Extremist Ideology (I'tidal) and the (Telegram) platform is based on enhancing joint cooperation and expanding coordination between them regarding the prevention and combating of terrorism and violent extremism (PCVE), through monitoring and removing terrorist propaganda content published in Arabic on the platform.
Targeting the Unwary on Platforms
Retired Major General Muhammad Abdulrahman Al-Ghamdi revealed desperate and futile attempts by terrorist organizations to use social media platforms to recruit individuals to serve their terrorist ambitions, as social media platforms have facilitated access to communities, making it easier to persuade individuals through the ideas and beliefs presented to them, leading them into their traps and ultimately executing their agendas.
General Al-Ghamdi added that these groups use certain platforms to spread their poisons, most notably Telegram and text messages, which have facilitated their dissemination of content and beliefs. They address their targets through specific messages that reveal individuals who are mentally vacant or have needs they wish to fulfill and aspirations they want to achieve, striving to form an identity that distinguishes them from others, making it easier to recruit and exploit them to execute the goals of those extremist groups.
The security expert, General Muhammad Al-Ghamdi, noted that these groups have witnessed a significant decline in their activity and recruitment of new members, leading to a substantial fall in their activities, prompting them to attempt to attract new members, with social media platforms being the best venue for them, as they facilitate easy access to followers.
General Al-Ghamdi warned against neglecting the dangers of these platforms in the hands of children, emphasizing the need to monitor them and be alert to any changes that may occur in their lives, such as isolation or extremist ideas that require intervention to redirect their path before they fall into the traps of these groups or execute their extremist agendas.
Sympathizers, Supporters, and Executors
Dr. Abdullah Abdulmohsen Al-Asaf, head of the specialized media department at Imam Muhammad bin Saud University, stated that the formation of terrorist cells online is one of the most common methods used by terrorist organizations to recruit youth, as these cells constitute 70% of the means of attracting youth and preparing them to accept ideas of violence and terrorism and adopt the literature of terrorist groups on social media networks, due to their diverse methods, means, and directions, covering most of the inclinations, gaps, and suspicions present among youth and their desires, subsequently leading them to direct violent systems that guide them towards terrorism both ideologically and practically.
Al-Asaf categorized the main actors in the terrorist operation, which terrorist organizations seek to recruit through social media, into three categories: sympathizers, supporters, and executors.
He pointed out that the vast internet has become a virtual training camp for terrorists, and security reports indicate that 90% of terrorist attacks were planned using instructions found on the internet.
The Law Targets Sympathizers and Inciters
Lawyer and legal advisor Majid Al-Ahmari revealed that the Anti-Terrorism and Financing of Terrorism Law stipulates several deterrent penalties for all cases of terrorism and extremism. Article 31 states that anyone who carries any weapon or explosives in execution of a terrorist crime shall be punished with imprisonment for a term not exceeding 30 years and not less than 10 years.
Article 32 stipulates imprisonment for a term not exceeding 25 years and not less than 15 years for anyone who establishes a terrorist entity, manages it, or holds a leadership position within it. If the perpetrator is a military officer or a member of the armed forces or has previously received training from a terrorist entity, the imprisonment shall not be less than 20 years and not more than 30 years.
Lawyer Al-Ahmari explained that Article 33 states that anyone who joins a terrorist entity or participates in it shall be punished with imprisonment for a term not exceeding 20 years and not less than three years. If the perpetrator is a military officer or a member of the armed forces or has previously received training from a terrorist entity, the imprisonment shall not be less than 15 years and not more than 30 years.
Lawyer Al-Ahmari stated that Article 34 emphasizes that anyone who supports any terrorist ideology, calls for it, or supports a terrorist entity, a terrorist crime, or the methodology of its perpetrator, or expresses sympathy for it, or justifies its actions or crimes, or promotes it, or praises it, or possesses or acquires any publication or recording - for the purpose of publication or promotion - of any kind that includes justification or promotion of a terrorist ideology or a terrorist crime or praise thereof shall be punished with imprisonment for a term not exceeding eight years and not less than three years.
Lawyer Majid Al-Ahmari indicated that Article 35 states that anyone who incites another to join any terrorist entity, participate in its activities, recruits them, or contributes to financing any of that shall be punished with imprisonment for a term not exceeding 25 years and not less than eight years. If the perpetrator has worked to prevent the individual from withdrawing from the entity or exploited for this purpose any authority, power, responsibility, educational, training, guiding, social, advisory, or media position they hold, the imprisonment shall not be less than 15 years.
