The Italian Prime Minister Giorgia Meloni has postponed approval for sending a new package of military aid to Ukraine, awaiting the results of the U.S. midterm elections scheduled for November 3, amid disputes within the ruling coalition that threaten to delay the delivery again.
The Italian newspaper "La Repubblica" reported that the thirteenth package of military aid is ready, but the date for its shipment to Kyiv has not yet been determined, despite Rome's commitment to proceed with the approval procedures before the end of October, as part of agreements with French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky.
According to the newspaper, the approval date for the package has moved from July to September, then to after the conference of the right-wing "League" party, a partner in the ruling coalition, before the wait for the results of the U.S. elections became the latest reason for the delay. The Italian parliamentary committee responsible for overseeing intelligence agencies had not been invited, as of Monday evening, to discuss the necessary decree to complete the procedures.
The package, according to Italian media reports, includes "Aster 30" interceptor missiles, four batteries of the developed "SAMP/T NG" air defense systems, along with long-range radars and other equipment. The Italian government has not officially announced the complete details of the shipment, while its final approval remains a condition for proceeding with its delivery.
The delay is particularly significant for Ukrainian air defenses, as Kyiv needs interceptor missiles to protect the capital and other cities from Russian attacks. Italy and France had pledged to provide "Aster 30" missiles before the end of October, making continued delays a threat to the announced timeline, according to "La Repubblica."
The impasse is not solely linked to U.S. calculations; reports reveal differences within the Italian government regarding the continuation of arms supplies to Ukraine, as Defense Minister Guido Crosetto and Foreign Minister Antonio Tajani support proceeding with the package, while questions arise about the position of Economy Minister Giancarlo Giorgetti, amid reservations led by Matteo Salvini, the leader of the "League" party and Deputy Prime Minister.
The decree related to the package requires the signatures of the defense, foreign, and economy ministers, but the final political decision remains in Meloni's hands. The newspaper notes that waiting for the results of the U.S. elections allows the Italian government to assess the path that President Donald Trump's administration may take in the next phase before finalizing its position on the shipment.
These developments come at a time when the positions of Italian political forces regarding military support for Kyiv vary, as Salvini opposes continuing the shipment of arms, while other officials press for the fulfillment of European commitments. Former Italian Prime Minister Giuseppe Conte also opposes delivering more weapons to Ukraine.
The last shipment of Italian military aid to Ukraine was sent in December 2025, according to "La Repubblica," meaning that the new package has been delayed for about ten months. In contrast, Italian officials have continued to publicly affirm that their country will continue to support Ukraine, without specifying a final date for sending the new shipment.
