استدعت وزارة العلاقات الدولية والتعاون في جنوب أفريقيا السفير الأمريكي لدى بريتوريا ليو برنت بوزيل الثالث، للمرة الثالثة منذ توليه مهامه، في خطوة قالت الحكومة إنها جاءت احتجاجاً على ما وصفته بـ«سلوك غير دبلوماسي».
وبحسب وكالة «رويترز»، قال مسؤول حكومي جنوب أفريقي رفيع، إن الوزارة وجهت إلى السفير الأمريكي مذكرة احتجاج دبلوماسية رسمية، وهي الثالثة منذ بدء مهمته في جنوب أفريقيا قبل نحو تسعة أشهر.
وأوضح المسؤول أن الوزارة أكدت استدعاء بوزيل، لكنها لم تكشف تفاصيل السلوك الذي دفعها إلى تقديم الاحتجاج الأخير.
ويُستخدم مصطلح «المذكرة الدبلوماسية» للإشارة إلى احتجاج رسمي توجهه حكومة إلى حكومة أخرى بشأن قضية أو موقف محدد.
خلافات متزايدة بين واشنطن وبريتوريا
يأتي الاحتجاج الجديد في ظل توتر متزايد في العلاقات بين الولايات المتحدة وجنوب أفريقيا، على خلفية تصريحات ومواقف للرئيس الأمريكي دونالد ترمب بشأن أوضاع الأقلية البيضاء في جنوب أفريقيا.
وكان ترمب قد كرر ادعاءات تتعلق بتعرض البيض في جنوب أفريقيا للاضطهاد بصورة منهجية، وهي ادعاءات ترفضها الحكومة الجنوب أفريقية.
وتشير بيانات اقتصادية واجتماعية إلى استمرار فجوات كبيرة بين المواطنين السود والبيض في جنوب أفريقيا، بينما تقول الحكومة إن عدداً من سياساتها يهدف إلى معالجة أوجه عدم المساواة المتوارثة من حقبة الفصل العنصري.
خلافات حول تصريحات السفير
وكان بوزيل، وهو ناشط وكاتب محافظ وصل إلى بريتوريا في فبراير مبعوثاً من إدارة ترمب، قد استُدعي للمرة الأولى بعد فترة قصيرة من توليه منصبه.
وقالت وزارة العلاقات الدولية والتعاون آنذاك إن بعض تصريحاته قوضت استقلال القضاء الجنوب أفريقي وأغفلت السياق التاريخي للبلاد.
وفي مقابلات أجراها السفير أخيراً مع وسائل إعلام محلية، تبنى نبرة أكثر تشددًا، وقال إن حكومة بريتوريا لم تعالج بصورة كافية المخاوف التي أثارتها واشنطن، محذراً من احتمال اتخاذ الولايات المتحدة مزيداً من الإجراءات للضغط على جنوب أفريقيا.
وقبل نحو أسبوعين، أعلنت الولايات المتحدة فرض قيود على منح التأشيرات لبعض المواطنين الجنوب أفريقيين، في خطوة أضافت عنصرًا جديدًا إلى التوتر بين البلدين.
بريتوريا تؤكد استعدادها للحوار
ورغم الخلافات، تقول الحكومة الجنوب أفريقية إنها لا تزال مستعدة للحوار مع واشنطن بشأن القضايا العالقة، لكنها تشدد في الوقت نفسه على ضرورة احترام سيادتها وعدم التدخل في أولوياتها الداخلية.
وقال مسؤول وزارة العلاقات الدولية والتعاون إن القضايا المتعلقة بالعلاقات الثنائية بين البلدين تخضع لمناقشات مستمرة، مؤكداً وجود التزام من الجانبين بالعمل على حل المسائل العالقة.
ويعكس الاستدعاء الثالث للسفير خلال فترة قصيرة استمرار التوتر الدبلوماسي بين البلدين، في وقت تحاول فيه الحكومتان إبقاء قنوات الحوار مفتوحة رغم الخلافات المتعلقة بالسياسة الداخلية وحقوق الإنسان والهجرة والسياسات الاقتصادية.
The South African Department of International Relations and Cooperation summoned the American ambassador to Pretoria, Leo Brent Bozel III, for the third time since he took office, in a move the government said was a protest against what it described as "undiplomatic behavior."
According to Reuters, a senior South African government official stated that the department issued a formal diplomatic protest note to the American ambassador, which is the third since he began his mission in South Africa about nine months ago.
The official explained that the department confirmed the summoning of Bozel but did not disclose the details of the behavior that prompted the recent protest.
The term "diplomatic note" is used to refer to an official protest that one government directs to another regarding a specific issue or position.
Increasing Disputes Between Washington and Pretoria
The new protest comes amid growing tension in relations between the United States and South Africa, following statements and positions by President Donald Trump regarding the situation of the white minority in South Africa.
Trump had repeated claims regarding the systematic persecution of whites in South Africa, claims that the South African government rejects.
Economic and social data indicate that significant gaps continue to exist between black and white citizens in South Africa, while the government states that several of its policies aim to address the inequalities inherited from the apartheid era.
Disputes Over the Ambassador's Statements
Bozel, a conservative activist and writer who arrived in Pretoria in February as a representative of the Trump administration, was summoned for the first time shortly after taking office.
The Department of International Relations and Cooperation stated at that time that some of his statements undermined the independence of the South African judiciary and overlooked the historical context of the country.
In recent interviews with local media, the ambassador adopted a more hardline tone, stating that the Pretoria government had not adequately addressed the concerns raised by Washington, warning of the possibility that the United States might take further actions to pressure South Africa.
About two weeks ago, the United States announced restrictions on visa issuance for certain South African citizens, a move that added a new element to the tension between the two countries.
Pretoria Affirms Readiness for Dialogue
Despite the disputes, the South African government says it remains ready for dialogue with Washington on outstanding issues, while emphasizing the need to respect its sovereignty and not interfere in its internal priorities.
A senior official from the Department of International Relations and Cooperation stated that issues related to bilateral relations between the two countries are subject to ongoing discussions, confirming a commitment from both sides to work on resolving outstanding matters.
The third summoning of the ambassador in a short period reflects the ongoing diplomatic tension between the two countries, at a time when both governments are trying to keep channels of dialogue open despite disagreements related to domestic policy, human rights, immigration, and economic policies.
