In a shift that could elevate the relationship between Brussels and Ottawa to a level beyond traditional trade and defense agreements, European Commission President Ursula von der Leyen proposed today (Wednesday) that Canada become the first "associate member" of the European Union.
During her State of the Union address in Strasbourg, France, today, with Canadian Prime Minister Mark Carney sitting to her left, von der Leyen called for rapidly building global alliances.
She stated, "In this new world, we must urgently rethink our partnerships and build global alliances to enhance our resilience and support our democracies, and I would like to work with you to open the door for Canada to become the first associate member of the European Union."
This move aims to emphasize the increasing closeness between Ottawa and the 27-member bloc amid rising geopolitical risks and tensions with Washington, while also granting Canada greater maneuvering space among major powers, especially as Carney's government announced a goal to double Canadian exports to non-American markets over the next decade.
Carney had warned that the rules-based international order has effectively collapsed, urging middle powers to band together to counter the coercive and intimidating tactics employed by dominant economies around the world.
Carney stated that his country seeks to establish a "unique alliance" with the European Union, but does not aspire to join the bloc, following a report by the Wall Street Journal that he is considering the possibility of Canada obtaining "associate member" status in the EU.
The newspaper quoted unnamed EU and Canadian officials as saying that the bloc, which has previously shown little flexibility regarding membership rules, is open to granting Canada "associate membership," a status that has not yet been created.
Bloomberg reported that the transatlantic allies are in talks to form a new alliance to ensure their security.
