أبلغت إسرائيل القنصلية البريطانية في القدس الشرقية بضرورة إغلاق أبوابها، فيما يواجه الدبلوماسيون البريطانيون العاملون فيها فقدان اعتمادهم الدبلوماسي خلال 30 يوماً، في خطوة تصعيدية تأتي رداً على العقوبات البريطانية المفروضة على المستوطنات الإسرائيلية في الضفة الغربية، حسبما أفادت وكالة رويترز نقلاً عن مسؤول إسرائيلي ومصدرين مطلعين على الملف.
وبحسب المصدرين، يتعين أيضاً على ممثلي بريطانيا المشاركين في مهمة تنسيق شؤون غزة التي تقودها الولايات المتحدة داخل إسرائيل، إلى جانب الدبلوماسيين البريطانيين العاملين في رام الله، مغادرة البلاد خلال سبعة أيام.
عقوبات المستوطنات تشعل أزمة جديدة
وكان وزير الخارجية الإسرائيلي جدعون ساعر قد أعلن، (الثلاثاء)، أن بلاده ستطلب من بريطانيا إغلاق قنصليتها في القدس الشرقية، وهي بعثة معتمدة لدى السلطة الفلسطينية، وذلك رداً على قرار لندن فرض عقوبات على المستوطنات الإسرائيلية في الضفة الغربية.
وانضمت فرنسا وكندا إلى بريطانيا في اتخاذ إجراءات تستهدف المستوطنات، إذ أعلنت الدولتان أيضاً عزمهما حظر استيراد السلع المنتجة في المستوطنات.
وتنظر الحكومة الإسرائيلية إلى هذه الخطوات باعتبارها تطوراً متوقعاً، ومن المقرر أن تعقد اجتماعاً، (الأربعاء)، لبحث الرد على الدول التي انضمت إلى التحرك البريطاني، وفق ثلاثة مصادر مطلعة على الموضوع.
رام الله والقدس في قلب المواجهة الدبلوماسية
وتكتسب القنصلية البريطانية في القدس الشرقية أهمية خاصة، إذ إنها معتمدة لدى السلطة الفلسطينية، في حين لا تدير بريطانيا سفارتها لدى إسرائيل من خلالها.
كما توجد لفرنسا والسويد قنصليات في القدس معتمدة لدى السلطة الفلسطينية، بعدما أيد البلدان التحرك البريطاني ضد المستوطنات الإسرائيلية.
وتشير هذه التطورات إلى احتمال اتساع نطاق الإجراءات الإسرائيلية لتشمل بعثات دبلوماسية أوروبية أخرى، في حال قررت تل أبيب اتخاذ إجراءات مماثلة ضد الدول التي انضمت إلى العقوبات أو أيدتها.
إسرائيل سبق أن أغلقت بعثات في رام الله
ولإسرائيل سابقة في اتخاذ إجراءات ضد مكاتب وبعثات دبلوماسية في رام الله، العاصمة الإدارية للسلطة الفلسطينية، حيث سبق لها أن أجبرت مكاتب دبلوماسية على الإغلاق.
فيما تحتفظ كندا، التي انضمت إلى الإجراءات المتعلقة بالمستوطنات، بمكتب لها في رام الله.
ويأتي التصعيد الحالي في وقت تتزايد فيه الخلافات بين إسرائيل وعدد من حلفائها الغربيين بشأن سياسة الاستيطان في الضفة الغربية، في مؤشر جديد على اتساع الهوة الدبلوماسية بين تل أبيب وبعض العواصم الأوروبية والغربية.
رد إسرائيلي مرتقب
ومن المنتظر أن تبحث الحكومة الإسرائيلية في اجتماعها القادم الخيارات المتاحة للرد على بريطانيا وفرنسا وكندا، إلى جانب الدول الأخرى التي أيدت الإجراءات البريطانية.
Israel has informed the British consulate in East Jerusalem of the necessity to close its doors, as British diplomats working there face the loss of their diplomatic accreditation within 30 days, in a retaliatory escalation in response to British sanctions imposed on Israeli settlements in the West Bank, according to Reuters citing an Israeli official and two sources familiar with the matter.
According to the sources, British representatives participating in the U.S.-led coordination mission for Gaza within Israel, along with British diplomats working in Ramallah, must leave the country within seven days.
Settlement Sanctions Ignite a New Crisis
Israeli Foreign Minister Gideon Sa'ar announced on Tuesday that his country would request Britain to close its consulate in East Jerusalem, which is an accredited mission to the Palestinian Authority, in response to London’s decision to impose sanctions on Israeli settlements in the West Bank.
France and Canada have joined Britain in taking measures targeting the settlements, as both countries also announced their intention to ban the import of goods produced in the settlements.
The Israeli government views these steps as a predictable development, and a meeting is scheduled for Wednesday to discuss the response to the countries that joined the British initiative, according to three sources familiar with the topic.
Ramallah and Jerusalem at the Heart of the Diplomatic Confrontation
The British consulate in East Jerusalem holds special significance, as it is accredited to the Palestinian Authority, while Britain does not operate its embassy to Israel through it.
France and Sweden also have consulates in Jerusalem accredited to the Palestinian Authority, after both countries supported the British move against Israeli settlements.
These developments indicate the possibility of an expansion of Israeli measures to include other European diplomatic missions if Tel Aviv decides to take similar actions against countries that joined or supported the sanctions.
Israel has previously closed missions in Ramallah
Israel has a precedent of taking action against diplomatic offices and missions in Ramallah, the administrative capital of the Palestinian Authority, where it has previously forced diplomatic offices to close.
Meanwhile, Canada, which has joined the measures related to the settlements, maintains an office in Ramallah.
The current escalation comes at a time when disagreements between Israel and several of its Western allies regarding settlement policy in the West Bank are increasing, indicating a widening diplomatic rift between Tel Aviv and some European and Western capitals.
Anticipated Israeli Response
The Israeli government is expected to discuss in its upcoming meeting the available options for responding to Britain, France, Canada, and other countries that supported the British measures.
