اتهمت مؤسسة تمكين المرأة اليمنية اليوم (الثلاثاء) مليشيا الحوثي الإرهابية بارتكاب 476 جريمة وانتهاكاً خلال الفترة من 1 أغسطس وحتى 7 سبتمبر الجاري، منها 321 ضحية مدنية مباشرة، إلى جانب نزوح ما لا يقل عن 2330 أسرة.
وقالت المؤسسة في تقرير بعنوان: «تحت سطوة السلاح – المدنيون في مواجهة جرائم وانتهاكات مليشيا الحوثي»، إن المليشيا نفذت 243 هجوماً بالصواريخ والمقذوفات والمدفعية والطائرات المسيّرة، منها 162 في المخا والساحل الغربي، و22 في مأرب، و34 في تعز، و7 في الجوف، و17 في الضالع، إضافة إلى صاروخ فشل إطلاقه في إب وتسبب في تدمير خمسة منازل وإصابة مدنيين.
وأشار التقرير إلى أن الهجمات الحوثية تسببت في مقتل 39 مدنياً بينهم 17 طفلاً، وإصابة 121 آخرين بينهم 38 طفلاً، فيما سجلت المؤسسة 43 مختطفاً ومحتجزاً، و17 واقعة قنص مفضية إلى الوفاة في تعز والحديدة، و5 حالات اختفاء أطفال في مناطق خاضعة لسيطرة المليشيا.
وأفاد التقرير أن فريق المؤسسة رصد تجنيد 113 طفلاً في صفوف المليشيا، تتراوح أعمارهم بين 10 و16 عاماً، وقعوا في الأسر لدى قوات الجيش اليمني في جبهات مختلفة، إلى جانب 29 واقعة مداهمة منازل واعتقال وانتهاك حرمتها، و18 جريمة مصادرة وسطو على ممتلكات زراعية وتجارية وعقارية، وتفجير منزل في البيضاء، وعسكرة 7 مستشفيات مدنية وتحويلها لخدمة المجهود العسكري للمليشيا.
وفيما يتعلق بالنزوح جراء الهجمات الحوثية أوضح التقرير أن فريق المؤسسة سجل فرار ما لا يقل عن 2330 أسرة في النطاقين غير المتداخلين لتعز والحديدة، إضافة إلى رصد 387 أسرة من مخيمي الرحبة والراجحي ضمن حركة النزوح المسجلة في نطاق تعز، كما نزح أكثر من 120 صياداً في الساحل الغربي بعد تعرض مناطق الصيد والاستهدافات البحرية للخطر.
وأكدت المؤسسة أن التصعيد الحوثي لم يقتصر على خطوط المواجهة، بل امتد إلى حياة المدنيين وأمنهم ومساكنهم وممتلكاتهم، ووصل إلى البحر الأحمر وباب المندب، بما شكل تهديداً للملاحة البحرية وسلاسل الإمداد، مبينة أن الهجمات على المدنيين والأعيان المدنية والاختطاف والتعذيب وتجنيد الأطفال وغيرها من الانتهاكات تستوجب تحقيقاً مستقلاً ومساءلة المسؤولين عنها وفق قواعد القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان.
وحملت مؤسسة تمكين المرأة اليمنية مليشيا الحوثي المسؤولية عن الجرائم والانتهاكات التي ثبت ارتكاب عناصرها وتشكيلاتها لها، مطالبة بوقف الهجمات على المدنيين فوراً، والإفراج عن المختطفين والمحتجزين تعسفياً، ووقف تجنيد الأطفال ومصادرة الممتلكات وعسكرة المرافق المدنية، وتسليم خرائط الألغام.
ودعت المؤسسة الأمم المتحدة والمجتمع الدولي إلى التعامل مع هذه الانتهاكات باعتبارها ملفاً للمساءلة وحماية المدنيين وحفظ الأدلة وإنصاف الضحايا.
The Yemeni Women's Empowerment Foundation today (Tuesday) accused the Houthi terrorist militia of committing 476 crimes and violations during the period from August 1 to September 7, including 321 direct civilian victims, along with the displacement of at least 2,330 families.
The foundation stated in a report titled: "Under the Grip of Arms – Civilians Facing the Crimes and Violations of the Houthi Militia," that the militia carried out 243 attacks using rockets, projectiles, artillery, and drones, including 162 in Al-Mokha and the western coast, 22 in Marib, 34 in Taiz, 7 in Al-Jawf, and 17 in Al-Dhale, in addition to a failed missile launch in Ibb that resulted in the destruction of five homes and injuries to civilians.
The report indicated that Houthi attacks resulted in the deaths of 39 civilians, including 17 children, and injured 121 others, including 38 children. The foundation recorded 43 cases of abduction and detention, 17 sniper incidents leading to death in Taiz and Al-Hudaydah, and 5 cases of child disappearances in areas under militia control.
The report stated that the foundation's team monitored the recruitment of 113 children into the militia, aged between 10 and 16 years, who were captured by Yemeni army forces on various fronts, along with 29 incidents of home raids, arrests, and violations of their sanctity, 18 crimes of confiscation and robbery of agricultural, commercial, and real estate properties, the bombing of a house in Al-Bayda, and the militarization of 7 civilian hospitals, converting them to serve the militia's military efforts.
Regarding displacement due to Houthi attacks, the report clarified that the foundation's team recorded the flight of at least 2,330 families in the non-overlapping areas of Taiz and Al-Hudaydah, in addition to monitoring 387 families from the Al-Rahba and Al-Rajhi camps as part of the recorded displacement movement in the Taiz area. More than 120 fishermen also displaced along the western coast after fishing areas and maritime targets were put at risk.
The foundation emphasized that the Houthi escalation was not limited to front lines but extended to the lives, security, homes, and properties of civilians, reaching the Red Sea and Bab al-Mandab, posing a threat to maritime navigation and supply chains. It stated that attacks on civilians and civilian objects, abduction, torture, child recruitment, and other violations necessitate an independent investigation and accountability for those responsible according to the rules of international humanitarian law and international human rights law.
The Yemeni Women's Empowerment Foundation held the Houthi militia responsible for the crimes and violations proven to have been committed by its elements and formations, demanding an immediate halt to attacks on civilians, the release of arbitrarily detained abductees, the cessation of child recruitment, the confiscation of properties, and the militarization of civilian facilities, as well as the provision of mine maps.
The foundation called on the United Nations and the international community to treat these violations as a matter of accountability, civilian protection, evidence preservation, and victim justice.
