أكد وزير الخارجية اللبناني يوسف رجّي أن «حزب الله» جر لبنان خلال العامين الماضيين إلى حربين متتاليتين، رغم التحذيرات المتكررة من مخاطر تعريض البلاد لمواجهات عسكرية جديدة، مشدداً على ضرورة بسط الدولة اللبنانية سلطتها على كامل أراضيها وحصر السلاح بيد مؤسساتها الشرعية.
وقال رجّي، خلال كلمته أمام الدورة العادية الـ166 لمجلس جامعة الدول العربية على المستوى الوزاري، اليوم (الإثنين)، إن لبنان يمر بـ«لحظة مفصلية وساعة حقيقة»، مؤكداً أن المرحلة القادمة تتطلب استعادة الدولة لقرارها وسيادتها، بالتوازي مع التزام إسرائيل بالانسحاب إلى ما وراء الحدود الدولية المعترف بها.
وأدان رجّي الاعتداءات الإيرانية التي استهدفت دول الخليج العربي والأردن، واصفاً إياها بأنها سلوك «عدائي وممنهج» يستهدف زعزعة أمن واستقرار الدول العربية، ومؤكداً تمسك لبنان بقرار مجلس الأمن رقم 2817، الذي طالب بالوقف الفوري وغير المشروط لهذه الاعتداءات، ورفض أي محاولات لفرض قيود على المضائق المائية الدولية، بما في ذلك مضيقا هرمز وباب المندب.
وجدد التأكيد على قرار مجلس جامعة الدول العربية رقم 9241 الصادر في 8 مارس 2026، الذي شدد على أن أمن الدول العربية كلٌ لا يتجزأ، وأن الاعتداء على أي دولة عضو يشكل اعتداء مباشراً على جميع الدول الأعضاء.
وفي الشأن اللبناني، شدد رجّي على أن بسط الدولة سلطتها على كامل الأراضي اللبنانية «بقواها الذاتية حصراً» يمثل أولوية، مؤكداً في الوقت ذاته إدانة لبنان بأشد العبارات للاعتداءات الإسرائيلية على سيادته ووحدة أراضيه وانتهاكاتها للقانون الدولي والقانون الدولي الإنساني.
وأوضح أن الاعتداءات الإسرائيلية أسفرت عن نحو 9 آلاف قتيل و30 ألف جريح، ونزوح مئات الآلاف داخل لبنان، فضلاً عن تدمير وجرف عشرات القرى والبلدات في جنوب البلاد، وخسائر اقتصادية تقدر بمليارات الدولارات.
وقال إن لبنان لم يجد أمام هذا الواقع سوى التمسك بالمسار الدبلوماسي واعتماد المفاوضات برعاية أمريكية، باعتبارها السبيل الأكثر فاعلية لوقف الاعتداءات وإلزام إسرائيل بالانسحاب إلى ما وراء الحدود المعترف بها دولياً.
وأشار إلى التوصل في 26 يونيو الماضي إلى «إطار عمل ثلاثي» مع الولايات المتحدة وإسرائيل، موضحاً أنه يستهدف في نهاية المطاف تحقيق الانسحاب الإسرائيلي الكامل من لبنان، وعودة النازحين إلى قراهم، واستعادة الأسرى، وإطلاق عملية إعادة الإعمار، إلى جانب نزع سلاح جميع الجماعات المسلحة وحصر السلاح بالأجهزة اللبنانية الشرعية وبسط سلطة الدولة على كامل أراضيها.
وشدد وزير الخارجية اللبناني على أن قرار مجلس الأمن رقم 1701 يظل «الإطار الأوسع» للتعامل مع متطلبات المرحلة القادمة، إلى جانب إعلان وقف الأعمال العدائية لعام 2024، واتفاق الهدنة لعام 1949، ومبادرة السلام العربية لعام 2002، باعتبارها مرجعيات أساسية للتوصل إلى تسوية شاملة وعادلة في المنطقة.
وحذر رجّي من تداعيات قرب انتهاء مهمة قوة الأمم المتحدة المؤقتة في لبنان (اليونيفيل) بنهاية عام 2026، مؤكداً أن لبنان يحتاج، أكثر من أي وقت مضى، إلى دعم وحضور دولي متجدد تحت مظلة الأمم المتحدة.
وقال إن بيروت تواصل مشاوراتها مع الأمم المتحدة والدول المعنية بهدف إنشاء «آلية دولية معززة» لمتابعة تنفيذ القرار 1701، وإطار العمل الثلاثي، داعياً إلى تقديم الدعم اللازم لتعزيز قدرات القوات المسلحة اللبنانية وترسيخ دور مؤسسات الدولة، باعتبارها «الضامن الوحيد لجميع اللبنانيين».
The Lebanese Foreign Minister, Joseph Raji, confirmed that "Hezbollah" has dragged Lebanon into two consecutive wars over the past two years, despite repeated warnings about the dangers of exposing the country to new military confrontations, emphasizing the necessity for the Lebanese state to assert its authority over all its territory and to confine weapons to its legitimate institutions.
Raji stated, during his speech at the 166th regular session of the Arab League Council at the ministerial level today (Monday), that Lebanon is going through a "critical moment and a moment of truth," affirming that the upcoming phase requires the state to regain its decision and sovereignty, alongside Israel's commitment to withdraw beyond the internationally recognized borders.
Raji condemned the Iranian assaults targeting the Gulf Arab states and Jordan, describing them as "hostile and systematic" behavior aimed at destabilizing the security and stability of Arab countries, and reaffirming Lebanon's adherence to Security Council Resolution 2817, which called for the immediate and unconditional cessation of these assaults, and rejecting any attempts to impose restrictions on international waterways, including the Strait of Hormuz and Bab el-Mandeb.
He reiterated the Arab League Council's Resolution 9241 issued on March 8, 2026, which emphasized that the security of Arab states is indivisible, and that an attack on any member state constitutes a direct assault on all member states.
Regarding the Lebanese situation, Raji stressed that asserting the state's authority over all Lebanese territory "exclusively with its own forces" is a priority, while also condemning in the strongest terms the Israeli assaults on its sovereignty and territorial integrity, as well as violations of international law and international humanitarian law.
He clarified that the Israeli assaults have resulted in approximately 9,000 deaths and 30,000 injuries, the displacement of hundreds of thousands within Lebanon, in addition to the destruction and razing of dozens of villages and towns in the south of the country, with economic losses estimated in the billions of dollars.
He stated that Lebanon has found no recourse in this reality other than to adhere to the diplomatic path and rely on negotiations under American sponsorship, considering it the most effective way to stop the assaults and compel Israel to withdraw to the internationally recognized borders.
He noted that a "trilateral framework" was reached on June 26 with the United States and Israel, explaining that it ultimately aims to achieve the complete Israeli withdrawal from Lebanon, the return of the displaced to their villages, the release of prisoners, and the initiation of the reconstruction process, alongside disarming all armed groups and confining weapons to the legitimate Lebanese authorities and asserting the state's authority over all its territory.
The Lebanese Foreign Minister emphasized that Security Council Resolution 1701 remains the "broader framework" for addressing the requirements of the upcoming phase, alongside the declaration of a ceasefire for 2024, the 1949 armistice agreement, and the 2002 Arab Peace Initiative, as essential references for reaching a comprehensive and just settlement in the region.
Raji warned of the repercussions of the impending end of the United Nations Interim Force in Lebanon (UNIFIL) mission by the end of 2026, affirming that Lebanon needs, more than ever, renewed international support and presence under the umbrella of the United Nations.
He stated that Beirut continues its consultations with the United Nations and the concerned countries with the aim of establishing an "enhanced international mechanism" to monitor the implementation of Resolution 1701 and the trilateral framework, calling for the necessary support to strengthen the capabilities of the Lebanese armed forces and to solidify the role of state institutions, as they are "the only guarantor for all Lebanese."
