أصدر رئيس الوزراء الإسرائيلي بنيامين نتنياهو توجيهات بتفكيك وإخلاء بؤر استيطانية أقامها مستوطنون إسرائيليون في الضفة الغربية دون الحصول على موافقة رسمية من الدولة.
ونقلت وكالة رويترز عن مصدرين مطلعين على الأمر، أن القرار يأتي في ظل ضغوط متزايدة من الولايات المتحدة على الحكومة الإسرائيلية لاتخاذ إجراءات أكثر صرامة ضد أعمال العنف التي ينفذها مستوطنون إسرائيليون بحق الفلسطينيين.
وقال المصدران إن التوجيهات تشمل البؤر التي أقيمت دون ترخيص رسمي، وهي منشآت غالباً ما تتكون من منازل متنقلة أو مبانٍ مؤقتة وتضم أعداداً محدودة من المستوطنين.
وقد أقدمت السلطات الإسرائيلية في مناسبات سابقة على هدم بعض هذه المنشآت، فيما قامت في حالات أخرى بتسوية أوضاع بؤر استيطانية ومنحها اعترافاً رسمياً، ما أتاح لها الاستفادة من التمويل الحكومي.
ولم يتضح على الفور موعد بدء عملية الإخلاء أو حجم البؤر التي ستشملها الإجراءات.
المحكمة العليا تأمر بعودة عائلات فلسطينية
وبالتزامن مع ذلك، أصدرت المحكمة العليا الإسرائيلية قراراً يلزم السلطات الدفاعية الإسرائيلية بتمكين ثلاث عائلات فلسطينية من العودة بأمان إلى منازلها في قرية جلّود بالضفة الغربية، بعدما أُجبرت على مغادرتها إثر اعتداءات وضغوط من مستوطنين.
ويأتي القرار في وقت تتزايد فيه الانتقادات الدولية لأعمال العنف التي ينفذها مستوطنون ضد الفلسطينيين في الضفة الغربية.
وتعتبر الأمم المتحدة ومعظم الحكومات أن المستوطنات الإسرائيلية في الأراضي الفلسطينية المحتلة غير قانونية بموجب القانون الدولي، كما تنظر إلى الضفة الغربية باعتبارها أرضاً محتلة خاضعة للسيطرة العسكرية الإسرائيلية.
في المقابل، ترفض إسرائيل هذا التوصيف وتقول إن وضع الضفة الغربية محل نزاع وليس احتلالاً.
ضغوط أمريكية متزايدة على إسرائيل
وبحسب المصادر، جاء قرار نتنياهو بشأن البؤر الاستيطانية غير المرخصة استجابة للضغوط الأمريكية، في وقت كثفت فيه واشنطن دعواتها إلى إسرائيل لاتخاذ إجراءات ضد المستوطنين المتورطين في أعمال عنف.
وكان السفير الأمريكي لدى إسرائيل مايك هاكابي قد وصف، (السبت)، المستوطنين الذين يمارسون العنف بأنهم «إرهابيون»، ودعا إلى فرض عواقب صارمة عليهم، وذلك عقب اجتماع عقده مع عدد من الأمريكيين من أصل فلسطيني في بلدة فلسطينية بالضفة الغربية.
وكانت تقارير إعلامية إسرائيلية أفادت في وقت سابق بأن التعليمات الإسرائيلية تستهدف نحو 100 بؤرة استيطانية في مختلف أنحاء الضفة الغربية.
ولم يصدر فوراً تعليق من مكتب رئيس الوزراء الإسرائيلي أو الجيش الإسرائيلي بشأن هذه المعلومات، رغم أن الجيش والسلطات المختصة عادة ما يشاركان في عمليات إخلاء البؤر الاستيطانية في الضفة.
خلاف داخل الحكومة الإسرائيلية
وأكد وزير المالية الإسرائيلي بتسلئيل سموتريتش، خلال مؤتمر في القدس، أن نتنياهو أصدر تعليمات بإخلاء مواقع أُقيمت في المنطقتين «أ» و«ب» من الضفة الغربية، وهما المنطقتان اللتان يعيش فيهما معظم الفلسطينيين.
وبموجب اتفاقات أوسلو الموقعة بين إسرائيل ومنظمة التحرير الفلسطينية في تسعينيات القرن الماضي، قُسمت الضفة الغربية إلى ثلاث مناطق هي «أ» و«ب» و«ج»، مع اختلاف مستويات السيطرة الإسرائيلية والفلسطينية في كل منها.
وسموتريتش، الذي ينتمي إلى الحركة الاستيطانية وأشرف خلال توليه منصبه على مشاريع لبناء مساكن للمستوطنين، قال إنه لا يوافق على قرار نتنياهو، لكنه أشار في الوقت نفسه إلى أن الحكومة الإسرائيلية حققت تقدماً كبيراً في توسيع الاستيطان في المنطقة «ج».
مئات البؤر الاستيطانية في الضفة الغربية
وتشير بيانات منظمة «السلام الآن» الإسرائيلية، المناهضة للتوسع الاستيطاني والداعمة لحل الدولتين، إلى وجود نحو 340 بؤرة استيطانية في الضفة الغربية، إلى جانب 146 مستوطنة حصلت على اعتراف رسمي من الحكومة الإسرائيلية.
ويأتي ذلك بينما تتواصل شكاوى الفلسطينيين من اعتداءات وعمليات ترهيب ينفذها مستوطنون في مناطق مختلفة من الضفة الغربية.
وفي الشهر الماضي، حاصر مستوطنون إسرائيليون منازل فلسطينيين في قرية مجاورة، من بينها منزل يعود إلى أمريكي من أصل فلسطيني، قبل أن تتدخل القوات الإسرائيلية لإبعاد المستوطنين عن المنطقة.
وقال سكان القرية إنهم ما زالوا يتعرضون لأعمال مضايقة وترهيب من جانب المستوطنين.
ورغم إدانة الحكومة الإسرائيلية لأعمال عنف المستوطنين في مناسبات عدة، فإن منتقدين يقولون إن مرتكبي هذه الاعتداءات نادراً ما يتم توقيفهم، ونادراً ما تنتهي التحقيقات معهم إلى ملاحقات قضائية.
وجدد السفير الأمريكي هاكابي، (السبت)، التأكيد على أن تحرك إسرائيل ضد المستوطنين المتورطين في ما وصفه بـ«السلوك الإجرامي والإرهاب» يصب أيضاً في مصلحة إسرائيل نفسها، في ظل تصاعد الضغوط الأمريكية بشأن حماية الفلسطينيين ومحاسبة المسؤولين عن أعمال العنف.
Israeli Prime Minister Benjamin Netanyahu issued directives to dismantle and evacuate settlement outposts established by Israeli settlers in the West Bank without obtaining official state approval.
Reuters reported from two sources familiar with the matter that the decision comes amid increasing pressure from the United States on the Israeli government to take stricter actions against the violence perpetrated by Israeli settlers against Palestinians.
The sources stated that the directives include outposts established without official permits, which often consist of mobile homes or temporary structures and house a limited number of settlers.
Israeli authorities have previously demolished some of these structures on several occasions, while in other cases, they have regularized settlement outposts and granted them official recognition, allowing them to benefit from government funding.
It was not immediately clear when the evacuation process would begin or the extent of the outposts that would be included in the measures.
Supreme Court Orders Return of Palestinian Families
At the same time, the Israeli Supreme Court issued a ruling requiring Israeli defense authorities to enable three Palestinian families to return safely to their homes in the village of Jaloud in the West Bank, after they were forced to leave due to assaults and pressures from settlers.
The decision comes at a time when international criticism of the violence perpetrated by settlers against Palestinians in the West Bank is increasing.
The United Nations and most governments consider Israeli settlements in the occupied Palestinian territories to be illegal under international law, viewing the West Bank as occupied land under Israeli military control.
In contrast, Israel rejects this characterization and claims that the status of the West Bank is disputed, not occupied.
Increasing American Pressure on Israel
According to sources, Netanyahu's decision regarding the unlicensed settlement outposts came in response to American pressure, as Washington intensified its calls for Israel to take action against settlers involved in violent acts.
U.S. Ambassador to Israel Mike Huckabee described, on Saturday, the settlers who commit violence as "terrorists," calling for strict consequences against them, following a meeting he held with several Palestinian-Americans in a Palestinian town in the West Bank.
Israeli media reports earlier indicated that the Israeli instructions target around 100 settlement outposts across the West Bank.
No immediate comment was issued from the Israeli Prime Minister's office or the Israeli army regarding this information, although the army and relevant authorities usually participate in the evacuation operations of settlement outposts in the West Bank.
Dispute Within the Israeli Government
Israeli Finance Minister Bezalel Smotrich confirmed during a conference in Jerusalem that Netanyahu issued instructions to evacuate sites established in areas "A" and "B" of the West Bank, which are the areas where most Palestinians live.
Under the Oslo Accords signed between Israel and the Palestine Liberation Organization in the 1990s, the West Bank was divided into three areas: "A," "B," and "C," with differing levels of Israeli and Palestinian control in each.
Smotrich, who belongs to the settlement movement and has overseen projects for building housing for settlers during his tenure, stated that he does not agree with Netanyahu's decision, but at the same time pointed out that the Israeli government has made significant progress in expanding settlements in area "C."
Hundreds of Settlement Outposts in the West Bank
Data from the Israeli organization "Peace Now," which opposes settlement expansion and supports a two-state solution, indicates that there are about 340 settlement outposts in the West Bank, in addition to 146 settlements that have received official recognition from the Israeli government.
This comes while Palestinians continue to complain about assaults and intimidation carried out by settlers in various areas of the West Bank.
Last month, Israeli settlers besieged Palestinian homes in a neighboring village, including a home belonging to an American of Palestinian descent, before Israeli forces intervened to remove the settlers from the area.
Village residents reported that they are still facing harassment and intimidation from settlers.
Despite the Israeli government's condemnation of settlers' violent acts on several occasions, critics say that perpetrators of these assaults are rarely arrested, and investigations rarely lead to prosecutions.
Ambassador Huckabee reiterated on Saturday that Israel's action against settlers involved in what he described as "criminal behavior and terrorism" also serves Israel's own interests, amid increasing American pressure regarding the protection of Palestinians and holding accountable those responsible for acts of violence.
