ينتظر العراقيون مرور الـ48 ساعة القادمة لحسم مصير السلاح المنفلت في بلادهم بعد أن سربت رئاسة الحكومة معلومات مهمة عن اتفاق مبدئي على عقد اجتماع يضم أطرافاً حكومية رسمية عسكرية وأمنية، إلى جانب قادة من الإطار التنسيقي، وممثلين عن هيئة الحشد الشعبي، وممثلين عن الفصائل المسلحة لحسم أمر السلاح.
وبحسب المعلومات من المقرر تحديد موعد الاجتماع خلال اليومين القادمين، على أن يبحث آلية حصر السلاح بيد الدولة، قبيل الموعد المحدد في 30 سبتمبر، مع السعي للتوصل إلى اتفاق بهذا الشأن بحضور الجهات الأربع.
ومن بين الملفات التي يتوقع بحثها خلال الاجتماع مصير أسلحة الفصائل في حال تسليمها، والجهة التي ستؤول إليها، فضلاً عن الضمانات التي يمكن تقديمها في حال المضي بإجراءات حصر السلاح بيد الدولة.
وشكل الإطار التنسيقي، قبل نحو أسبوعين، لجنة ثلاثية ضمت كلاً من محمد شياع السوداني، ونوري المالكي، وهادي العامري، لأجل احتواء تداعيات حصر السلاح بيد الدولة، خصوصاً بعد التصعيد الإعلامي والتهويل اللذين شهدتهما الساحة العراقية بخصوص هذا الملف.
وخاضت اللجنة الثلاثية خلال الأيام الماضية الكثير من الحوارات والنقاشات مع الفصائل المعنية بموضوع حصر السلاح.
ويتفق كل من المالكي والعامري على ضرورة «تنظيم واحتواء» سلاح الفصائل، وأن قضية «نزع السلاح» يمكن أن تؤثر كتسمية على الطرف الآخر (الفصائل المسلحة).
يذكر أن حصر السلاح بيد الدولة لا يحظى بإجماع الفصائل العراقية، إذ أعلنت حركة النجباء وكتائب حزب الله وكتائب سيد الشهداء وفصائل أخرى رفضها التخلي عن قدراتها العسكرية في 30 سبتمبر الجاري، وهو الموعد الذي حددته الحكومة العراقية، والذي يتزامن مع نفس موعد إنهاء الوجود العسكري للتحالف الدولي في العراق، وتربط تلك الفصائل مستقبل سلاحها بانسحاب القوات الأجنبية.
وكان ائتلاف إدارة الدولة، الذي يضم أبرز القوى السياسية الشيعية والسنية والكردية في العراق، قد حذر من أن أي نشاط مسلح خارج إطار الدولة بعد 30 سبتمبر سيجري التعامل معه وفق قانون مكافحة الإرهاب.
The Iraqis are waiting for the next 48 hours to determine the fate of the uncontrolled weapons in their country after the government leaked important information about a preliminary agreement to hold a meeting that includes official government military and security parties, along with leaders from the coordination framework, representatives from the Popular Mobilization Authority, and representatives from armed factions to resolve the issue of weapons.
According to the information, the date of the meeting is expected to be set within the next two days, to discuss the mechanism for restricting weapons to the state before the specified date of September 30, with efforts to reach an agreement on this matter in the presence of the four parties.
Among the issues expected to be discussed during the meeting is the fate of the factions' weapons in case they are handed over, the entity to which they will be transferred, as well as the guarantees that can be provided in the event of proceeding with the procedures to restrict weapons to the state.
The coordination framework formed a three-member committee about two weeks ago, which included Muhammad Shia al-Sudani, Nouri al-Maliki, and Hadi al-Amiri, to contain the repercussions of restricting weapons to the state, especially after the media escalation and exaggeration that the Iraqi arena witnessed regarding this file.
The three-member committee has engaged in many dialogues and discussions with the factions concerned with the issue of restricting weapons over the past few days.
Both al-Maliki and al-Amiri agree on the necessity of "organizing and containing" the factions' weapons, and that the issue of "disarmament" could affect the other party (the armed factions) in terms of nomenclature.
It is worth noting that restricting weapons to the state does not have the consensus of the Iraqi factions, as the al-Nujaba Movement, Hezbollah Brigades, Sayyid al-Shuhada Brigades, and other factions announced their refusal to relinquish their military capabilities on September 30, which is the date set by the Iraqi government, coinciding with the same date for ending the military presence of the international coalition in Iraq. These factions link the future of their weapons to the withdrawal of foreign forces.
The State Administration Coalition, which includes the most prominent Shiite, Sunni, and Kurdish political forces in Iraq, has warned that any armed activity outside the framework of the state after September 30 will be dealt with according to the Anti-Terrorism Law.
