وجه البنك المركزي العراقي المؤسسات المالية باعتماد مؤشرات عامة تتعلق بكبار المسؤولين وأصحاب المناصب العليا بحكم مناصبهم، بهدف تعزيز إجراءات مكافحة غسل الأموال وتمويل الإرهاب، ورفع مستوى الرقابة على مصادر الأموال وحركة الحسابات.
وبحسب وثيقة صادرة عن البنك المركزي، اطلعت عليها «عكاظ»، فإن المؤشرات تمثل الحد الأدنى من المتطلبات الواجب مراعاتها تجاه هذه الفئة من الزبائن، مع إمكانية قيام المؤسسات المالية بتطوير مؤشرات وسيناريوهات إضافية وفقاً لطبيعة نشاطها ومستوى المخاطر المرتبطة بها.
وتضمنت المؤشرات حالات عدم تناسب الثروة أو مصادر الأموال مع الدخل الشهري أو الوضع المالي المعروف للعميل، إلى جانب وجود معاملات مالية غير معتادة أو مرتفعة القيمة لا تتناسب مع طبيعة النشاط أو المنصب خلال مدة توليه أو بعد انتهاء المنصب.
كما شملت المؤشرات وجود تحويلات أو معاملات مع دول أو مناطق مرتفعة المخاطر دون مبرر اقتصادي واضح، واستخدام أطراف ثالثة أو شركات وهياكل ملكية معقدة لإخفاء المستفيد الحقيقي أو مصدر الأموال، فضلاً عن وجود معاملات غير مبررة مع أفراد الأسرة أو الأشخاص المقربين أو الجهات المرتبطة بالعميل.
وأشار البنك المركزي أيضاً إلى ضرورة الانتباه إلى وجود معلومات سلبية موثوقة تتعلق بالفساد أو الرشوة أو الاحتيال أو الجرائم المالية، وعدم تقديم معلومات أو مستندات كافية بشأن مصدر الأموال أو الثروة، فضلاً عن التغييرات المفاجئة وغير المبررة في نمط المعاملات أو حجم الأصول.
وأكد البنك أن هذه المؤشرات ستُستخدم عند تنفيذ أعمال الرقابة، مع احتسابها عند تقييم فاعلية منظومة مكافحة غسل الأموال وتمويل الإرهاب في المؤسسات المالية.
The Central Bank of Iraq has directed financial institutions to adopt general indicators related to senior officials and high-ranking individuals by virtue of their positions, with the aim of enhancing measures to combat money laundering and the financing of terrorism, and increasing the level of oversight on the sources of funds and account movements.
According to a document issued by the Central Bank, which was reviewed by "Okaz," the indicators represent the minimum requirements that must be considered regarding this category of clients, with the possibility for financial institutions to develop additional indicators and scenarios according to the nature of their activities and the level of associated risks.
The indicators included cases of disproportionate wealth or sources of funds compared to the monthly income or known financial situation of the client, as well as the existence of unusual or high-value financial transactions that do not align with the nature of the activity or position during their tenure or after leaving the position.
Additionally, the indicators included the presence of transfers or transactions with high-risk countries or regions without a clear economic justification, and the use of third parties or companies and complex ownership structures to conceal the true beneficiary or source of funds, as well as the existence of unjustified transactions with family members, close individuals, or entities linked to the client.
The Central Bank also emphasized the need to pay attention to the presence of reliable negative information related to corruption, bribery, fraud, or financial crimes, and the failure to provide sufficient information or documents regarding the source of funds or wealth, as well as sudden and unjustified changes in transaction patterns or asset sizes.
The bank confirmed that these indicators will be used when carrying out oversight activities, and will be taken into account when assessing the effectiveness of the anti-money laundering and counter-terrorism financing system in financial institutions.
