في مسعى لدفع تنفيذ خطة السلام المتعثرة ومنع تفاقم الخلافات مع رئيس الوزراء الإسرائيلي بنيامين نتنياهو من عرقلة مراحلها القادمة، يعتزم المبعوث الأمريكي جاريد كوشنر زيارة إسرائيل الأسبوع القادم، برفقة الممثل الأعلى لـ«مجلس السلام» في غزة نيكولاي ملادينوف.
إلى إسرائيل لدفع خطة غزة
ومن المتوقع أن تشمل تحركات كوشنر القاهرة للقاء وسطاء من مصر وقطر وتركيا، بهدف تنسيق المواقف بشأن تنفيذ «خريطة الطريق» في غزة خلال الأشهر القادمة.
وتأتي الزيارة، وهي الأولى لكوشنر منذ شهر يناير الماضي، في ظل رفض نتنياهو خطة من 15 بنداً أقرها «مجلس السلام» للمرحلة التالية من خطة ترمب، والتي تقوم على نزع سلاح «حماس» تدريجياً، ونقل السيطرة المدنية والأمنية إلى لجنة إدارة فلسطينية، بالتوازي مع انسحاب إسرائيلي مرحلي.
واشنطن تقلل من حجم الخلاف
رغم اعتراض نتنياهو، تقلل إدارة ترمب من احتمال انهيار الخطة، معتبرة أن مواقف رئيس الوزراء الإسرائيلي مرتبطة جزئياً بحسابات الانتخابات البرلمانية المقررة في أكتوبر.
وقال مسؤول أمريكي إن واشنطن وتل أبيب تتفقان على الهدف الإستراتيجي المتمثل في نزع سلاح «حماس»، لكن إسرائيل لديها مخاوف بشأن آلية التنفيذ. وتسعى الإدارة الأمريكية، عبر زيارة كوشنر، إلى معالجة هذه المخاوف وضمان استمرار التنسيق.
وبحسب مسؤولين أمريكيين، تراجعت الغارات الإسرائيلية على غزة، وانسحبت القوات إلى «الخط الأصفر» المنصوص عليه في الاتفاق. وتعهد نتنياهو، خلال اتصال مع كوشنر، بمنح الخطة فرصة والحد من الهجمات بما يسمح ببدء عملية نزع السلاح.
نزع السلاح مقابل الانسحاب
يتركز الخلاف الأساسي على ترتيب الخطوات. إذ تريد إسرائيل نزع سلاح «حماس» بالكامل قبل انسحاب قواتها، بينما تعتمد الخطة الأمريكية نهجاً تدريجياً يقوم على خطوات متبادلة وقابلة للتحقق.
وأبدت «حماس» استعداداً لتسليم أسلحتها الثقيلة إلى الإدارة المقترحة للقطاع، لكنها تربط ذلك بانسحاب القوات الإسرائيلية وإقامة دولة فلسطينية. وفي المقابل، تنص الخطة الأمريكية على انسحاب إسرائيلي كامل في نهاية المطاف، مقابل نزع السلاح وتحقيق الاستقرار في غزة.
الانتخابات تضغط على المفاوضات
تزيد الانتخابات الإسرائيلية القادمة تعقيد المفاوضات، إذ يسعى نتنياهو إلى تجنب تنازلات قد تضر بموقفه أمام اليمين، بينما تخشى واشنطن أن يؤدي السباق الانتخابي إلى تجميد الخطة لأشهر.
ويسعى كوشنر وملادينوف خلال الزيارة إلى التوصل إلى تفاهمات تسمح بتنفيذ خطوات جديدة قبل الانتخابات، خصوصاً في ملف نزع السلاح وإقامة مساكن مؤقتة للنازحين، تمهيداً لإعادة إعمار القطاع. وتؤكد واشنطن أن هدفها ليس تسريع العملية بأي ثمن، بل ضمان تنفيذ مراحلها بصورة صحيحة.
In an effort to push forward the stalled peace plan and prevent escalating disagreements with Israeli Prime Minister Benjamin Netanyahu from hindering its upcoming phases, U.S. envoy Jared Kushner intends to visit Israel next week, accompanied by the High Representative of the "Peace Council" in Gaza, Nikolai Mladenov.
To Israel to Advance the Gaza Plan
Kushner's movements are expected to include Cairo to meet with mediators from Egypt, Qatar, and Turkey, aiming to coordinate positions regarding the implementation of the "roadmap" in Gaza over the coming months.
The visit, which is Kushner's first since January, comes amid Netanyahu's rejection of a 15-point plan approved by the "Peace Council" for the next phase of Trump's plan, which is based on the gradual disarmament of "Hamas" and the transfer of civil and security control to a Palestinian management committee, alongside a phased Israeli withdrawal.
Washington Downplays the Disagreement
Despite Netanyahu's objections, the Trump administration downplays the likelihood of the plan collapsing, considering that the Israeli Prime Minister's positions are partly linked to calculations regarding the parliamentary elections scheduled for October.
An American official stated that Washington and Tel Aviv agree on the strategic goal of disarming "Hamas," but Israel has concerns regarding the implementation mechanism. The U.S. administration, through Kushner's visit, seeks to address these concerns and ensure continued coordination.
According to American officials, Israeli airstrikes on Gaza have decreased, and forces have withdrawn to the "yellow line" stipulated in the agreement. Netanyahu pledged, during a call with Kushner, to give the plan a chance and reduce attacks to allow for the start of the disarmament process.
Disarmament in Exchange for Withdrawal
The main disagreement centers on the sequencing of steps. Israel wants the complete disarmament of "Hamas" before the withdrawal of its forces, while the American plan adopts a gradual approach based on reciprocal and verifiable steps.
"Hamas" has expressed a willingness to hand over its heavy weapons to the proposed administration of the sector, but it ties this to the withdrawal of Israeli forces and the establishment of a Palestinian state. In return, the American plan stipulates a complete Israeli withdrawal in the end, in exchange for disarmament and stabilization in Gaza.
Election Pressures on Negotiations
The upcoming Israeli elections complicate negotiations, as Netanyahu seeks to avoid concessions that could harm his position with the right, while Washington fears that the electoral race could freeze the plan for months.
Kushner and Mladenov aim during the visit to reach understandings that allow for the implementation of new steps before the elections, particularly in the areas of disarmament and the establishment of temporary housing for the displaced, paving the way for the reconstruction of the sector. Washington emphasizes that its goal is not to expedite the process at any cost but to ensure that its phases are implemented correctly.
