The Associated Press revealed a rise in disputes within the Iranian leadership regarding the management of the conflict with the United States, despite the regime's efforts to present a united front.
It pointed to a division of opinions between a hardline faction that rejects negotiations and calls for continuing the fight to achieve what it calls "total victory," and another faction that believes military pressure should be used as a leverage to extract a negotiated agreement with Washington that achieves political and economic gains.
Strengthening the regime's internal grip
According to the agency's report, the hardline faction is led by members of the "Baidari" movement (steadfastness), who are ideological figures seeking to strengthen the regime's internal grip and refuse to make any concessions to the United States.
In contrast, President Masoud Pezeshkian and Parliament Speaker Baqer Qalibaf support the option of combining military action with diplomacy, considering that negotiations are an extension of military pressure and not a substitute for it, due to concerns about the economic repercussions of the war and social pressures.
The agency notes that the competition reflects a struggle over the post-war phase, amid uncertainty regarding the position of the new leader Mojtaba Khamenei, who remains distant from public appearances following his injury in the attack that killed his father Ali Khamenei, with both camps asserting that he supports them.
Reducing chances for de-escalation
The Pezeshkian and Qalibaf camp achieved political progress following the ceasefire agreement with the United States in April, which received broad support within the Supreme National Security Council, except for the opposition of Saeed Jalili, a prominent figure of the hardline faction. However, the collapse of the agreement after renewed confrontations and the continuation of U.S. sanctions, along with the failure to release frozen Iranian assets, has reduced chances for de-escalation. Analysts believe that the Iranian leadership thinks Washington will not make concessions unless under military pressure.
In contrast, hardliners intensified their internal pressures, benefiting from their influence in the Iranian Broadcasting and Television Organization and popular gatherings, promoting the idea of "total victory" and attacking advocates of negotiation. During Ali Khamenei's funeral, there were chants supporting revenge against the United States and Israel, while President Pezeshkian faced hostile chants. The government accused state television of inciting division after it cut the broadcast of remarks by Qalibaf and Pezeshkian when they spoke about negotiations with Washington.
The hardline faction strengthened its presence by tightening social control, as authorities closed several cafes in Tehran that had become a refuge for residents during the ceasefire, which reformists viewed as evidence of the growing influence of conservative religious factions.
Worsening economic crisis
For its part, the pragmatic faction warns that the continuation of the war exacerbates the economic crisis, with a declining currency, rising inflation, and unemployment, believing that reaching an agreement with the United States could open the door to lifting sanctions and releasing billions of dollars in frozen assets. Signs of growing public discontent have emerged, represented by a petition signed by more than 250 public figures, academics, and clerics calling for an end to the war, along with increasing criticism of death sentences against protesters.
The American agency concluded that the conflict within the Iranian regime is no longer limited to managing the confrontation with the United States but extends to determining the form of power in the post-war phase, with the position of the new leader remaining the most influential factor in tipping the balance in favor of one of the factions.
