أصدر وزير التجارة رئيس مجلس إدارة الهيئة العامة للتجارة الخارجية ماجد بن عبدالله القصبي، قرارًا بفرض رسوم نهائية لمكافحة الإغراق على واردات المملكة من منتج مواسير وأنابيب مجوفة، من حديد صب (أنابيب حديد الدكتايل) بأقطار من 100 ملم إلى 1000 ملم ومواصفة فنية K9 وC Class إلى C40، المستخدم في شبكات المياه وصرف الأمطار وشبكات الصرف الصحي، إلى جانب شبكات الري وشبكات إطفاء الحريق ذات منشأ أو المصدرة من جمهورية الهند.
ونُشر قرار فرض الرسوم النهائية والإعلان العام في جريدة (أم القرى)، وتطبق الرسوم النهائية على واردات المنتج المعني لمدة خمس سنوات تبدأ من 4 أغسطس 2026م، كما يوجه القرار المشار إليه هيئة الزكاة والضريبة والجمارك بفرض وتحصيل رسوم مكافحة الإغراق النهائية على المنتج المعني بنسب تتراوح بين 16.96% إلى 29.94%؛ وفقًا للجدول المضمن في هذا القرار والموضح به الرسوم بشكل تفصيلي.
ويأتي قرار فرض الرسوم النهائية لمكافحة الإغراق وفقًا لنظام المعالجات التجارية في التجارة الدولية؛ الذي يهدف إلى حماية الصناعة المحلية من الممارسات التجارية غير العادلة في السوق السعودي، كما يستند هذا القرار إلى النتائج النهائية للتحقيق الذي بدأ في 23 يوليو 2025؛ نتيجة شكوى مقدمة من الصناعة المحلية؛ وذلك وفقًا لنظام المعالجات التجارية في التجارة الدولية ولائحته التنفيذية.

The Minister of Commerce and Chairman of the Board of Directors of the General Authority for Foreign Trade, Majid bin Abdullah Al-Qasabi, has issued a decision to impose final anti-dumping duties on imports to the Kingdom of the product of pipes and hollow tubes made of cast iron (ductile iron pipes) with diameters ranging from 100 mm to 1000 mm and technical specifications K9 and C Class to C40, used in water networks, rain drainage, and sewage networks, as well as irrigation networks and fire-fighting networks originating from or exported from the Republic of India.
The decision to impose the final duties and the public announcement were published in the newspaper (Um Al-Qura), and the final duties will apply to imports of the concerned product for a period of five years starting from August 4, 2026. The mentioned decision directs the Zakat, Tax and Customs Authority to impose and collect the final anti-dumping duties on the concerned product at rates ranging from 16.96% to 29.94%; according to the table included in this decision, which details the duties.
The decision to impose final anti-dumping duties comes in accordance with the system of trade remedies in international trade; which aims to protect the local industry from unfair trade practices in the Saudi market. This decision is also based on the final results of the investigation that began on July 23, 2025, following a complaint submitted by the local industry; in accordance with the system of trade remedies in international trade and its executive regulations.
