كشف تحقيق أجرته وكالة «رويترز» عن شبكة مالية معقدة تعتمد على منصات المقامرة الإلكترونية والعملات المشفرة، قال إنها ساعدت كيانات مرتبطة بإيران على الالتفاف على العقوبات الأمريكية، عبر تمرير معاملات مالية بمليارات الدولارات من خلال شبكة يصعب تتبعها.
شبكة مالية معقدة
وأوضح التحقيق أن شركة تُدعى «شيلبيت» برزت بوصفها مركزاً رئيسياً لتدفقات الأموال المرتبطة بمنصات المقامرة غير المشروعة، إذ أظهر تحليل لبيانات سلسلة الكتل (Blockchain) تنفيذها معاملات مالية لصالح كيانات إيرانية خاضعة للعقوبات الأمريكية، من بينها جهات تعمل في قطاعي التكنولوجيا المالية والأصول الرقمية.
إخفاء مسارات الأموال
وأشار التقرير إلى أن الشبكة تعتمد على العملات المشفرة ومنصات المقامرة الإلكترونية لإخفاء مسارات الأموال وإعادة تدويرها، بما يمنح الجهات الخاضعة للعقوبات قدرة أكبر على الوصول إلى النظام المالي العالمي رغم القيود المفروضة عليها.
وأضاف أن التحقيق استند إلى تحليل متخصص لبيانات البلوك تشين، إلى جانب مراجعة وثائق وسجلات شركات، وإجراء مقابلات مع خبراء في تتبع الأصول الرقمية.
منظومة مالية موازية
وبيّن التحقيق أن هذه الآلية لا تقتصر على المقامرة الإلكترونية، بل تمثل جزءاً من منظومة مالية موازية تستفيد من الطبيعة اللامركزية للعملات المشفرة، ما يتيح تنفيذ تحويلات مالية عابرة للحدود بعيداً عن القنوات المصرفية التقليدية الخاضعة لرقابة العقوبات الغربية.
تشديد العقوبات
ويأتي التقرير في وقت تواصلالولايات المتحدة تشديد العقوبات الاقتصادية على إيران، مستهدفة قطاعات الطاقة والشحن والقطاع المالي، إضافة إلى أفراد وكيانات تتهمها واشنطن بدعم البرامج العسكرية والنووية الإيرانية.
وتتهم الولايات المتحدة إيران بتطوير وسائل بديلة للالتفاف على العقوبات، من بينها شبكات مالية تعتمد على شركات واجهة ومنصات الأصول الرقمية.
تحديات العملات المشفرة
وخلال السنوات الأخيرة، برز استخدام العملات المشفرة باعتباره أحد أبرز التحديات أمام أنظمة العقوبات الدولية، إذ يرى خبراء في مكافحة غسل الأموال أن طبيعتها العابرة للحدود توفر أدوات جديدة لتحويل الأموال خارج النظام المصرفي التقليدي، وهو ما دفع الولايات المتحدة والاتحاد الأوروبي إلى فرض عقوبات على عدد من منصات تداول العملات المشفرة والخدمات المالية الرقمية المتهمة بتسهيل معاملات لصالح كيانات خاضعة للعقوبات.
ويخلص تحقيق «رويترز» إلى أن الربط بين منصات المقامرة الإلكترونية وتدفقات الأموال المشفرة المرتبطة بإيران يعكس تنامي اعتماد الشبكات المالية غير التقليدية كوسيلة لمواجهة القيود الاقتصادية والعقوبات الدولية.
An investigation conducted by the Reuters agency revealed a complex financial network relying on online gambling platforms and cryptocurrencies, which it said has helped entities linked to Iran evade U.S. sanctions by processing financial transactions worth billions of dollars through a network that is difficult to trace.
Complex Financial Network
The investigation clarified that a company called "Shilbit" emerged as a key hub for the flow of funds linked to illegal gambling platforms, as an analysis of blockchain data showed it executed financial transactions on behalf of Iranian entities subject to U.S. sanctions, including entities operating in the fintech and digital asset sectors.
Concealing Money Trails
The report indicated that the network relies on cryptocurrencies and online gambling platforms to conceal and recycle money trails, giving sanctioned entities greater access to the global financial system despite the imposed restrictions.
It added that the investigation was based on specialized analysis of blockchain data, along with a review of corporate documents and records, and interviews with experts in tracking digital assets.
Parallel Financial System
The investigation showed that this mechanism is not limited to online gambling but represents part of a parallel financial system that benefits from the decentralized nature of cryptocurrencies, allowing for cross-border financial transfers away from traditional banking channels subject to Western sanctions oversight.
Tightening Sanctions
The report comes at a time when the United States continues to tighten economic sanctions on Iran, targeting the energy, shipping, and financial sectors, in addition to individuals and entities accused by Washington of supporting Iranian military and nuclear programs.
The United States accuses Iran of developing alternative means to circumvent sanctions, including financial networks relying on shell companies and digital asset platforms.
Challenges of Cryptocurrencies
In recent years, the use of cryptocurrencies has emerged as one of the most significant challenges to international sanctions systems, as experts in anti-money laundering see their cross-border nature providing new tools for transferring money outside the traditional banking system, which has led the United States and the European Union to impose sanctions on several cryptocurrency trading platforms and digital financial services accused of facilitating transactions for sanctioned entities.
The Reuters investigation concludes that the connection between online gambling platforms and cryptocurrency flows linked to Iran reflects the growing reliance on unconventional financial networks as a means to counter economic restrictions and international sanctions.
