توقعت وكالة «بلومبيرغ» أن يسمح الاتحاد الأوروبي لأوكرانيا باستخدام قرض بقيمة 60 مليار يورو لشراء أسلحة من بريطانيا، في خطوة تصالحية بعد فشل الجانبين في التوصل إلى اتفاق يتيح للندن الانضمام إلى صندوق الدفاع الآمن التابع للتكتل.
ويقترب الاتحاد الأوروبي من التوصل إلى اتفاق مع «داونينع ستريت» للسماح للشركات البريطانية بالاستفادة من البرنامج بعد أشهر من المفاوضات، وفقاً لما نقلت «بلومبيرغ» عن أشخاص مطلعين على الأمر.
ورجحت المصادر أن يصدر إعلان في هذا الصدد خلال اجتماع لـ«تحالف الراغبين» الذي سيعقد في باريس، (الإثنين) القادم، وتقوده بريطانيا وفرنسا.
وقالت المتحدثة باسم المفوضية باولا بينهو، أمس (الجمعة)، إن رئيسة المفوضية أورسولا فون دير لاين ستسافر إلى العاصمة الفرنسية (الإثنين) لحضور الاجتماع بشأن أوكرانيا.
ووفقاً لمصادر الوكالة، فلن تكون هناك رسوم محددة يتعين على لندن دفعها، إذ تقدم الحكومة البريطانية بدلاً من ذلك مساهمة مالية عندما تختار أوكرانيا استخدام القرض لشراء معدات عسكرية منها، التي أضافت أن هذه المساهمة سيتم تحديدها على أساس قيمة كل عقد وتكاليف الفائدة.
ويُنظر إلى الصفقة على أنها خطوة تصالحية من قبل الاتحاد الأوروبي بعد أن فشل الجانبان سابقاً في التوصل إلى اتفاق للسماح لبريطانيا بالانضمام إلى صندوق الدفاع الآمن التابع للاتحاد الأوروبي الذي تبلغ قيمته 150 مليار يورو، مع تعثر المحادثات بسبب مطالبة الاتحاد الأوروبي للندن بدفع رسوم دخول.
وأصيبت بريطانيا وبعض الدول الأعضاء في الاتحاد الأوروبي بخيبة أمل من النتيجة، التي وصفها مسؤولون بريطانيون بأنها محبطة، خصوصاً في ظل الضغوط العسكرية الروسية ومواقف الإدارة الأمريكية.
وأفاد المسؤولون البريطانيون بأن المحادثات بشأن قرض أوكرانيا تقدمت بشكل أكثر سلاسة مقارنة بتلك المفاوضات، إذ ضغطت الدول الأعضاء، بما في ذلك هولندا بشكل خاص، من أجل التوصل إلى اتفاق سريع، وسط اعتراف واسع النطاق بأنه سيفيد أوكرانيا من خلال تسهيل مشترياتها من الأسلحة البريطانية.
ويعتقد دبلوماسيون أوروبيون أن أوكرانيا اكتسبت ميزة تكتيكية على روسيا في الأشهر الأخيرة، بعد أن نجحت في ضرب البنية التحتية الحيوية داخل البلاد. ومع ذلك، يبذل الحلفاء جهوداً متجددة لإرسال المزيد من الأسلحة والدفاعات الجوية لأوكرانيا قبل فصل الشتاء.
وكان من المقرر إعلان الصفقة في القمة القادمة بين بريطانيا والاتحاد الأوروبي، لكن جرى تأجيل ذلك حتى وقت لاحق من هذا العام بسبب استقالة رئيس الوزراء البريطاني كير ستارمر.
Bloomberg Agency predicted that the European Union would allow Ukraine to use a loan of 60 billion euros to purchase weapons from Britain, in a conciliatory move after both sides failed to reach an agreement that would allow London to join the EU's secure defense fund.
The European Union is nearing an agreement with Downing Street to allow British companies to benefit from the program after months of negotiations, according to Bloomberg, citing informed sources.
Sources suggested that an announcement in this regard would be made during a meeting of the "Alliance of the Willing" that will be held in Paris next Monday, led by Britain and France.
Commission spokesperson Paula Pinho said yesterday (Friday) that Commission President Ursula von der Leyen would travel to the French capital on Monday to attend the meeting regarding Ukraine.
According to agency sources, there will be no specific fees that London must pay, as the British government will instead provide a financial contribution when Ukraine chooses to use the loan to purchase military equipment from it, adding that this contribution will be determined based on the value of each contract and interest costs.
The deal is seen as a conciliatory step by the European Union after both sides previously failed to reach an agreement to allow Britain to join the EU's secure defense fund, valued at 150 billion euros, with talks stalling due to the EU's demand for London to pay an entry fee.
Britain and some EU member states expressed disappointment with the outcome, which British officials described as frustrating, especially in light of Russian military pressures and the positions of the U.S. administration.
British officials reported that discussions regarding the Ukraine loan progressed more smoothly compared to those negotiations, as member states, particularly the Netherlands, pressed for a quick agreement, amid widespread recognition that it would benefit Ukraine by facilitating its purchases of British weapons.
European diplomats believe that Ukraine has gained a tactical advantage over Russia in recent months after successfully striking critical infrastructure within the country. However, allies are making renewed efforts to send more weapons and air defenses to Ukraine before winter.
The announcement of the deal was supposed to take place at the upcoming summit between Britain and the EU, but it has been postponed until later this year due to the resignation of British Prime Minister Keir Starmer.
