حذّر الأمين العام لجامعة الدول العربية، نبيل فهمي، من كارثة إنسانية وشيكة تهدد مدينة الأبيض بولاية شمال كردفان في السودان، في ظل تصاعد العمليات العسكرية واستمرار الحصار والقصف الذي يستهدف المدينة، داعياً إلى تحرك دولي وإقليمي عاجل لمنع تدهور الأوضاع الإنسانية والأمنية.
وأكد الأمين العام، في بيان، أنه يتابع ببالغ القلق التطورات الخطيرة التي تشهدها مدينة الأبيض، حيث يتعرض أكثر من نصف مليون مدني، بينهم عشرات الآلاف من النازحين، لحصار خانق وقصف متواصل بالطائرات المسيّرة من جانب قوات الدعم السريع، استهدف الأسواق والمدارس والمستشفيات، إلى جانب مرافق المياه والكهرباء.
وأوضح أن استمرار الحشد العسكري حول المدينة، واستهداف الأحياء السكنية والمنشآت المدنية، ينذر بتكرار الفظائع التي شهدتها مدينة الفاشر، رغم التحذيرات الدولية المتكررة من مخاطر وقوع انتهاكات جسيمة قد ترقى إلى جرائم حرب وجرائم ضد الإنسانية.
وشدد نبيل فهمي على أهمية تكثيف الجهود الدولية والإقليمية المنسقة لمنع انزلاق مدينة الأبيض إلى كارثة إنسانية وأمنية أوسع، مؤكداً ضرورة وقف كل ما من شأنه إطالة أمد النزاع، مع الاحترام الكامل لوحدة السودان وسيادته وسلامة أراضيه.
وجدد الأمين العام التأكيد على أن الأمانة العامة لجامعة الدول العربية تواصل، في إطار الآلية الخماسية التي تضم جامعة الدول العربية والاتحاد الأفريقي والأمم المتحدة والاتحاد الأوروبي والهيئة الحكومية الدولية المعنية بالتنمية (إيغاد)، دعم الجهود الرامية إلى تهيئة مسار سياسي سوداني شامل وتشجيع الحوار الوطني بين مختلف القوى السودانية، بما يسهم في إنهاء الحرب والحفاظ على مؤسسات الدولة.
وأشار إلى أن هذه الجهود تستند إلى إعلان جدة الموقع عام 2023، الذي يهدف إلى حماية المدنيين، وضمان احترام القانون الدولي الإنساني، وتخفيف المعاناة الإنسانية التي يعيشها الشعب السوداني.
وتأتي هذه التحذيرات في وقت يشهد السودان حرباً مستمرة منذ أبريل 2023 بين القوات المسلحة السودانية وقوات الدعم السريع، أدت إلى واحدة من أسوأ الأزمات الإنسانية في العالم، وأسفرت عن مقتل وإصابة الآلاف، وتشريد ملايين السودانيين داخل البلاد وخارجها، فضلاً عن تدمير واسع للبنية التحتية والخدمات الأساسية.
وتعد مدينة الأبيض، عاصمة ولاية شمال كردفان، من أهم المراكز الإستراتيجية في غرب السودان، إذ تمثل نقطة ربط رئيسية بين وسط البلاد وإقليم دارفور، ما يجعلها محوراً مهماً في مسار العمليات العسكرية الجارية.
The Secretary-General of the Arab League, Nabil Fahmy, warned of an imminent humanitarian disaster threatening the city of Al-Obeid in North Kordofan, Sudan, amid escalating military operations and the ongoing siege and bombardment targeting the city. He called for urgent international and regional action to prevent the deterioration of humanitarian and security conditions.
The Secretary-General confirmed, in a statement, that he is following with great concern the serious developments in the city of Al-Obeid, where more than half a million civilians, including tens of thousands of displaced persons, are facing a suffocating siege and continuous bombardment by drones from the Rapid Support Forces, targeting markets, schools, and hospitals, as well as water and electricity facilities.
He explained that the continued military buildup around the city and the targeting of residential neighborhoods and civilian facilities threaten to repeat the atrocities witnessed in the city of El Fasher, despite repeated international warnings about the risks of serious violations that could amount to war crimes and crimes against humanity.
Nabil Fahmy emphasized the importance of intensifying coordinated international and regional efforts to prevent the city of Al-Obeid from slipping into a broader humanitarian and security disaster, affirming the necessity of halting anything that could prolong the conflict, with full respect for Sudan's unity, sovereignty, and territorial integrity.
The Secretary-General reiterated that the General Secretariat of the Arab League continues, within the framework of the five-party mechanism that includes the Arab League, the African Union, the United Nations, the European Union, and the Intergovernmental Authority on Development (IGAD), to support efforts aimed at preparing a comprehensive Sudanese political path and encouraging national dialogue among various Sudanese forces, which contributes to ending the war and preserving state institutions.
He pointed out that these efforts are based on the Jeddah Declaration signed in 2023, which aims to protect civilians, ensure respect for international humanitarian law, and alleviate the humanitarian suffering experienced by the Sudanese people.
These warnings come at a time when Sudan is experiencing an ongoing war since April 2023 between the Sudanese Armed Forces and the Rapid Support Forces, leading to one of the worst humanitarian crises in the world, resulting in thousands of deaths and injuries, and displacing millions of Sudanese both inside and outside the country, in addition to widespread destruction of infrastructure and essential services.
The city of Al-Obeid, the capital of North Kordofan, is one of the most important strategic centers in western Sudan, as it represents a key connection point between the central part of the country and the Darfur region, making it an important hub in the course of the ongoing military operations.
