في وقت تتواصل فيه الاستعدادات في العاصمة الباكستانية إسلام آباد لاحتضان مفاوضات مقررة (الأربعاء) بين واشنطن وطهران، وسط أنباء أن الوفد الإيراني المفاوض سيغادر طهران إلى إسلام إباد غداً (الثلاثاء)، فيما تؤكد أمريكا أن وفدها سيتوجه إلى باكستان خلال الساعات القادمة.
ونقلت صحيفة «نيويورك تايمز» الأمريكية عن مسؤولين إيرانيين رفيعين قولهما إن وفداً إيرانياً يخطط للسفر إلى العاصمة الباكستانية إسلام آباد غداً (الثلاثاء) لإجراء مفاوضات مع الولايات المتحدة.
وفد إيراني إلى باكستان
وأوضح المسؤولان أن رئيس مجلس النواب الإيراني محمد باقر قاليباف سيحضر المفاوضات في حال مشاركة نائب الرئيس الأمريكي جي دي فانس.
ومن المقرر أن يغادر فانس واشنطن متوجهاً إلى باكستان الثلاثاء، ما يتيح للوفد الإيراني وقتاً كافياً للانتقال من طهران إلى إسلام آباد بالتزامن مع رحلته الطويلة.
وتوقع مصدر باكستاني وصول الوفد الإيراني إلى إسلام آباد صباح غد، مرجحاً اكتمال وصول الوفود المفاوضة وانطلاقها ظهراً.
ماكرون يدعو لخفض التصعيد
في الوقت ذاته، أبدت دول غربية عدة مخاوفها من انهيار الهدنة وعودة القتال بين طهران وواشنطن. ودعا الرئيس الفرنسي إيمانويل ماكرون، اليوم (الإثنين)، الولايات المتحدة وإيران إلى خفض التصعيد.
وقال ماكرون خلال مؤتمر صحفي مشترك مع رئيس الوزراء البولندي دونالد توسك: «موقفنا ثابت، نحتاج إلى تسوية الأمور عبر القنوات الدبلوماسية، ويجب على الجميع التزام الهدوء»، مضيفاً: «فرنسا لم تكن مستهدفة تحديداً في المضيق، بعد أن أطلقت إيران النار على سفن السبت، من بينها سفينة حاويات تابعة لشركة CMA CGM».
دعم أوروبي للمسار الدبلوماسي
بدوره، قال رئيس المجلس الأوروبي أنطونيو كوستا إن العالم يترقب اجتماع واشنطن وطهران، معرباً عن أمله في التوصل إلى اتفاق ينهي النزاع ويفتح مضيق هرمز، مؤكداً أن الاتحاد الأوروبي يدعم جميع الجهود المبذولة لتحقيق السلام في الشرق الأوسط.
روسيا تؤكد أهمية وقف إطلاق النار
من جهته، شدد وزير الخارجية الروسي سيرغي لافروف على ضرورة الالتزام بوقف إطلاق النار، مؤكداً خلال اتصال هاتفي مع نظيره الإيراني عباس عراقجي أهمية مواصلة الجهود الدبلوماسية.
وأكد لافروف استعداد بلاده لبذل كل ما في وسعها لضمان مرور السفن والشحنات الروسية عبر مضيق هرمز دون انقطاع.
وكانت مديرة مؤسسة روس آتوم قد أعلنت إجلاء أكثر من 600 موظف روسي من محطة بوشهر النووية إلى روسيا، بعد بدء الضربات على إيران.
وفي السياق، قال الرئيس الأمريكي دونالد ترمب لصحيفة نيويورك بوست: «إيران لا تملك شيئاً، وليست لديها أوراق تفاوضية، وأنا مفاوض بارع».
إجراءات أمنية مشددة في إسلام آباد
تشهد العاصمة الباكستانية إسلام آباد إجراءات أمنية موسعة، خصوصاً في «المنطقة الحمراء» التي تضم مقر البرلمان والمحكمة العليا وكبار المسؤولين الحكوميين والسفارات الأجنبية. كما تم إخلاء الفندقين الرئيسيين (سيرينا وماريوت) من النزلاء تحسباً لوصول الوفود.
وأعلنت شرطة المدينة خططاً مرورية بديلة بسبب وصول وفود أجنبية، مطالبة سكان المدينة باستخدام طرق بديلة، وداعية جميع المسؤولين الحكوميين العاملين في المنطقة الحمراء إلى العمل من منازلهم ابتداءً من 20 أبريل.
وأكد نائب مفوض الشرطة عرفان نواز ميمون تعليق حركة النقل العام والمركبات الثقيلة في إسلام آباد حتى إشعار آخر.
وصول وفود وخطة أمنية مشددة
وأكدت صحيفة «داون» الباكستانية بدء وصول بعض الوفود إلى إسلام آباد، مبينة أن 3 طائرات شحن أمريكية على الأقل وصلت إلى قاعدة نور خان الجوية، قبل نقل الوفود إلى المنطقة الأمنية المشددة تحت حراسة مكثفة.
وذكرت مصادر أمنية أنه تم وضع خطة أمنية متكاملة للوفود، تشمل إنشاء نقاط تفتيش رئيسية وفرعية، وتحديد مسارات الحركة، وتسيير دوريات، وتوفير قوات احتياطية وقوة ضاربة، وقد دخلت هذه الخطة حيز التنفيذ اعتباراً من 19 أبريل وحتى إشعار آخر.
As preparations continue in the Pakistani capital, Islamabad, to host scheduled negotiations (Wednesday) between Washington and Tehran, reports indicate that the Iranian negotiating delegation will leave Tehran for Islamabad tomorrow (Tuesday), while the U.S. confirms that its delegation will head to Pakistan in the coming hours.
The American newspaper "The New York Times" quoted senior Iranian officials as saying that an Iranian delegation plans to travel to the Pakistani capital, Islamabad, tomorrow (Tuesday) to conduct negotiations with the United States.
Iranian Delegation to Pakistan
The officials clarified that the Speaker of the Iranian Parliament, Mohammad Baqer Qalibaf, will attend the negotiations if U.S. Vice President J.D. Vance participates.
Vance is scheduled to leave Washington for Pakistan on Tuesday, allowing the Iranian delegation enough time to travel from Tehran to Islamabad concurrently with his long journey.
A Pakistani source expected the Iranian delegation to arrive in Islamabad tomorrow morning, suggesting that the arrival of the negotiating delegations would be completed and they would commence by noon.
Macron Calls for De-escalation
At the same time, several Western countries expressed their concerns about the collapse of the ceasefire and the return of fighting between Tehran and Washington. French President Emmanuel Macron called today (Monday) for the United States and Iran to de-escalate tensions.
Macron stated during a joint press conference with Polish Prime Minister Donald Tusk: "Our position is firm; we need to resolve matters through diplomatic channels, and everyone must remain calm," adding, "France was not specifically targeted in the Strait after Iran fired at ships on Saturday, including a container ship belonging to CMA CGM."
European Support for the Diplomatic Path
For his part, European Council President Antonio Costa stated that the world is awaiting the meeting between Washington and Tehran, expressing hope for an agreement that ends the conflict and opens the Strait of Hormuz, affirming that the European Union supports all efforts to achieve peace in the Middle East.
Russia Emphasizes the Importance of Ceasefire
For his part, Russian Foreign Minister Sergey Lavrov stressed the necessity of adhering to the ceasefire, affirming during a phone call with his Iranian counterpart Abbas Araghchi the importance of continuing diplomatic efforts.
Lavrov confirmed his country's readiness to do everything possible to ensure the uninterrupted passage of Russian ships and shipments through the Strait of Hormuz.
The Director of Rosatom announced the evacuation of more than 600 Russian employees from the Bushehr nuclear power plant to Russia, following the start of strikes on Iran.
In this context, U.S. President Donald Trump told the New York Post: "Iran has nothing, and they have no negotiating cards, and I am a skilled negotiator."
Tight Security Measures in Islamabad
The Pakistani capital, Islamabad, is witnessing extensive security measures, especially in the "Red Zone," which includes the parliament building, the Supreme Court, senior government officials, and foreign embassies. The two main hotels (Serena and Marriott) have also been evacuated of guests in anticipation of the arrival of delegations.
The city police announced alternative traffic plans due to the arrival of foreign delegations, urging residents to use alternative routes, and calling on all government officials working in the Red Zone to work from home starting April 20.
Deputy Police Commissioner Irfan Nawaz Memon confirmed the suspension of public transport and heavy vehicles in Islamabad until further notice.
Arrival of Delegations and Tight Security Plan
The Pakistani newspaper "Dawn" confirmed the beginning of the arrival of some delegations in Islamabad, indicating that at least three American cargo planes had arrived at Nur Khan Air Base before transporting the delegations to the heavily secured area under intense guard.
Security sources reported that a comprehensive security plan has been put in place for the delegations, including the establishment of main and secondary checkpoints, defining movement routes, conducting patrols, and providing backup forces and a strike force, with this plan coming into effect from April 19 until further notice.
