لم تكن النزهة الليلية المعتادة للخمسينية «جودي كوان» برفقة كلبها الصغير في أحد أحياء مقاطعة «بريفارد» الهادئة بولاية فلوريدا سوى رحلة نحو النهاية؛ بعدما باغتها كلبان طليقان من فصيلة «بيتبول»، لينهالا عليها بنهش عنيف أسفر عن وفاتها لاحقاً في المستشفى، وفق ما نقلته شبكة «فوكس نيوز» الأمريكية.
محاولة إنقاذ فاشلة
الحادث الذي وقع في وقت متأخر من الليل، بدأ حين خرج الكلبان الشرسان من منزل مالكتهما ليتجولا في الحي السكني. وفور رؤيتهما للضحية (50 عاماً)، جراها أرضاً بضراوة. ورغم أن صرخات الاستغاثة دفعت بأحد المارة للتدخل ببسالة محاولاً إبعاد الكلبين وطلب الطوارئ، إلا أن جراح «جودي» كانت أسرع من محاولات إنقاذها.
سجل حافل بالخطر
كشفت التحقيقات الأولية عن مفاجأة صادمة؛ فالكلبان لم يكونا غريبين عن سجلات الشرطة، إذ رصدت السلطات ما لا يقل عن 14 بلاغاً وشكوى من الجيران خلال الأشهر الماضية، توثق سلوكهما العدواني وخروجهما المتكرر، بل وتورطهما في حوادث عض سابقة.
غرامات بلا مصادرة
هذا السجل الحافل لم يكن كافياً لمنع الكارثة؛ فرغم أن مالكة الكلبين، «ليندا كاتلر»، تلقت مخالفات وغرامات مالية عديدة سابقاً، إلا أن القيود القانونية المحلية حالت دون مصادرة الحيوانين. فالقانون في المقاطعة يشترط معايير معقدة وإجراءات قضائية طويلة لتصنيف الحيوان كـ «كلب خطر» يستوجب السحب.
غضب في الحي
عقب الفاجعة، أعلنت السلطات التحفظ على الكلبين تمهيداً لإعدامهما سلوكياً وفقاً للبروتوكول المتبع، فيما أوقفت الشرطة المالكة «ليندا كاتلر» لمواجهة تحقيق قضائي بتهمة الإهمال المفضي إلى الموت.

Although the screams for help prompted a passerby to bravely intervene by trying to fend off the dogs and call for emergency services, Judy's injuries were too severe for any rescue attempts to succeed.
A Record Full of Danger
Initial investigations revealed a shocking surprise; the dogs were not strangers to police records, as authorities had documented at least 14 reports and complaints from neighbors over the past months, detailing their aggressive behavior and repeated escapes, as well as their involvement in previous biting incidents.
Fines Without Seizure
This troubling record was not enough to prevent the tragedy; although the dogs' owner, "Linda Cutler," had received numerous citations and fines in the past, local legal restrictions prevented the seizure of the animals. The law in the county requires complex standards and lengthy judicial procedures to classify an animal as a "dangerous dog" that warrants removal.

Following the tragedy, authorities announced the dogs would be held pending behavioral euthanasia according to standard protocol, while the police detained owner "Linda Cutler" to face an investigation for neglect leading to death.
