رغم تراجع الملف الفلسطيني على خلفية حرب غزة، أظهرت وثيقة أن مجلس السلام الذي شكله الرئيس دونالد ترمب قدم خطة لحركة حماس تتطلب الموافقة على تدمير شبكة أنفاقها تحت قطاع غزة، والتخلي عن السلاح على مراحل، وفق ما نقلت وكاتلة«رويترز»، اليوم (الجمعة).
سلطة واحدة وسلاح واحد
وذكرت الوكالة أن الخطة حددت جدولاً زمنياً مدته ثمانية أشهر يبدأ بتولي اللجنة الوطنية لإدارة غزة، وهي لجنة تكنوقراط فلسطينية مدعومة من الولايات المتحدة، مسؤولية الأمن في القطاع، وينتهي بانسحاب القوات الإسرائيلية بالكامل عند «التحقق النهائي من خلو غزة من السلاح».
وحسب الوكالة، فإن مجلس السلام قدم الخطة إلى حركة حماس، الأسبوع الماضي، لكنها لم تعلق عليها علناً بعد.
وتضمنت الخطة شقين هما وثيقة من 12 نقطة بعنوان «خطوات استكمال تنفيذ خطة ترمب للسلام الشامل في غزة»، والثاني بعنوان «المراحل الرئيسية للجدول الزمني»، وهي مؤلفة من خمس مراحل تقوم خلالها حماس بتسليم أسلحتها على مدى ثمانية أشهر.
وتحدثت الوثيقة أن جميع الفصائل المسلحة في غزة، بما في ذلك حركة الجهاد الإسلامي، ستشارك في عملية نزع السلاح التي ستشرف عليها اللجنة الوطنية لإدارة القطاع.
أنفاق غزة
لجنة التحقق من حصر السلاح
وفق الوثيقة، فإنه سيتم إدارة غزة بموجب مبدأ سلطة واحدة وقانون واحد وسلاح واحد، حيث يمكن فقط للأفراد المخولين من اللجنة الوطنية لإدارة غزة بحيازة السلاح، وستوقف جميع الفصائل الأنشطة المسلحة.
وأضافت في البند العاشر أن «عملية نزع السلاح ستكون بقيادة فلسطينية من قبل اللجنة الوطنية، ويتم التحقق منها دولياً عن طريق لجنة التحقق من حصر جمع السلاح وبدعم من قوة الاستقرار الدولية».
ومن المقرر أن يشكل الممثل السامي لمجلس السلام نيكولاي ملادينوف، لجنة التحقق من حصر جمع السلاح.
وجاء في البند الثاني «المواد اللازمة لإعادة البناء بما في ذلك متطلبات التعافي المبكر والمواد ذات الاستخدام المزدوج الموافق عليها سيتم السماح بدخولها للمناطق التي يتم اعتمادها بأنها منزوعة السلاح، وفعلياً تتم إدارتها من اللجنة الوطنية لإدارة غزة».
لاشيء عن الدولة الفلسطينية
واللافت أن الخطة المكونة من 12 بنداً لم تذكر شيئاً عن إقامة دولة فلسطينية أو الاستقلال. وقال مسؤول في حماس إن الحركة تدرس الوثيقة.
في حين أصدرت ثلاثة فصائل فلسطينية، بينها حركة الجهاد، الخميس، بيانات تنتقد الخطة قائلة إنها تعطي الأولوية بشكل غير عادل لنزع السلاح على حساب أمور مثل إعادة الإعمار وانسحاب الجيش الإسرائيلي.
ووفقاً للجدول الزمني للخطة، خلال المرحلة الأولى التي تستغرق 15 يوماً، تتولى اللجنة الوطنية لإدارة غزة كامل السلطات الأمنية والإدارية على القطاع مع البدء في اتخاذ خطوات تحضيرية لعملية حصر السلاح. وفي المرحلة الثانية التي تمتد من اليوم 16 إلى اليوم 40، ستقوم إسرائيل بتفكيك كل الأسلحة الثقيلة، ومن بينها المدفعية الثقيلة والدبابات، من المناطق الخاضعة لسيطرتها، وسيتم نشر قوة أمنية دولية.
تسليم حماس كامل أسلحتها
وفي المرحلة الثالثة، من اليوم 30 إلى 90، فستسلم حماس كل أسلحتها الثقيلة ومعداتها العسكرية إلى اللجنة الوطنية، وستسمح بتدمير «جميع الأنفاق والمواد غير المتفجرة».
وتشمل المرحلة الرابعة، من اليوم 91 إلى 250، تشكيل لجنة أمنية لتسجيل وجمع الأسلحة الخفيفة والشخصية، وبدء انسحاب القوات الإسرائيلية على مراحل محددة «وفقاً لعمليات التحقق».
أما المرحلة الخامسة فتوصف بأنها فترة التحقق النهائي من خلو غزة من السلاح، وستشهد انسحاب القوات الإسرائيلية بالكامل باستثناء محيط أمني، والبدء في عمليات إعادة الإعمار الشاملة.
Despite the decline of the Palestinian issue in light of the Gaza war, a document revealed that the Peace Council formed by President Donald Trump presented a plan to Hamas that requires approval for the destruction of its tunnel network under the Gaza Strip and the gradual relinquishment of weapons, according to what the "Reuters" agency reported today (Friday).
One Authority and One Weapon
The agency mentioned that the plan outlined a timeline of eight months, starting with the National Committee for Gaza Management, a Palestinian technocratic committee supported by the United States, taking responsibility for security in the sector, and ending with the complete withdrawal of Israeli forces upon "final verification of Gaza being weapon-free."
According to the agency, the Peace Council presented the plan to Hamas last week, but it has not publicly commented on it yet.
The plan included two parts: a 12-point document titled "Steps to Complete the Implementation of Trump's Comprehensive Peace Plan in Gaza," and the second titled "Key Stages of the Timeline," consisting of five phases during which Hamas would hand over its weapons over eight months.
The document stated that all armed factions in Gaza, including the Islamic Jihad Movement, would participate in the disarmament process overseen by the National Committee for Gaza Management.

Weapons Collection Verification Committee
According to the document, Gaza will be managed under the principle of one authority, one law, and one weapon, where only individuals authorized by the National Committee for Gaza Management will be allowed to possess weapons, and all factions will cease armed activities.
It added in the tenth item that "the disarmament process will be led by Palestinians from the National Committee, and will be verified internationally by the Weapons Collection Verification Committee with support from the International Stabilization Force."
The High Representative of the Peace Council, Nikolai Mladenov, is set to form the Weapons Collection Verification Committee.
Item two states, "Materials necessary for reconstruction, including early recovery requirements and approved dual-use materials, will be allowed entry into areas designated as weapon-free, and will be effectively managed by the National Committee for Gaza Management."
Nothing About a Palestinian State
Notably, the 12-point plan did not mention anything about establishing a Palestinian state or independence. A Hamas official stated that the movement is studying the document.
Meanwhile, three Palestinian factions, including the Islamic Jihad Movement, issued statements on Thursday criticizing the plan, saying it unfairly prioritizes disarmament at the expense of issues such as reconstruction and the withdrawal of the Israeli army.
According to the timeline of the plan, during the first phase lasting 15 days, the National Committee for Gaza Management will assume full security and administrative authority over the sector while beginning preparatory steps for the weapons collection process. In the second phase, which extends from day 16 to day 40, Israel will dismantle all heavy weapons, including heavy artillery and tanks, from areas under its control, and an international security force will be deployed.
Hamas to Hand Over All Its Weapons
In the third phase, from day 30 to 90, Hamas will hand over all its heavy weapons and military equipment to the National Committee, and will allow the destruction of "all tunnels and unexploded materials."
The fourth phase, from day 91 to 250, involves forming a security committee to register and collect light and personal weapons, and the gradual withdrawal of Israeli forces according to specified "verification operations."
The fifth phase is described as the final verification period for Gaza being weapon-free, which will witness the complete withdrawal of Israeli forces except for a security perimeter, and the commencement of comprehensive reconstruction operations.
