أعلنت قوى الأمن الداخلي الكردية، الأحد، فرض حظر تجول في مدينتي الحسكة والقامشلي شمال شرقي سورية، بالتزامن مع بدء تنفيذ الاتفاق الشامل الموقّع بين الحكومة السورية وقوات سورية الديمقراطية «قسد»، والذي يقضي بدمج المؤسسات المدنية والعسكرية للإدارة الذاتية ضمن هيكل الدولة السورية.
وبحسب البيان، يبدأ حظر التجول في مدينة الحسكة يوم الاثنين من الساعة السادسة صباحاً وحتى السادسة مساءً بالتوقيت المحلي، على أن يُفرض الإجراء ذاته في مدينة القامشلي يوم الثلاثاء، ضمن ما وصفته القوات الكردية بإجراءات «الحفاظ على الأمن والاستقرار وسلامة الأهالي».
اتفاق شامل بعد أسابيع من التوتر
وكانت دمشق و«قسد» قد توصلتا، الجمعة، إلى اتفاق شامل عقب أسابيع من الاشتباكات في شمال وشرق سورية، نجحت خلالها القوات الحكومية في بسط سيطرتها على مناطق واسعة. ويشمل الاتفاق وقف إطلاق النار، والبدء بعملية دمج متسلسلة للقوات العسكرية والمؤسسات الإدارية بين الجانبين.
وأكد قائد «قسد» مظلوم عبدي أن تنفيذ الاتفاق سيبدأ ميدانياً اعتباراً من اليوم (الاثنين)، مع تراجع قوات الطرفين عن خطوط التماس في شمال شرقي البلاد ومدينة عين العرب (كوباني)، مقابل دخول «قوة أمنية محدودة» إلى الحسكة والقامشلي.
انتشار أمني ودمج تدريجي
وينص الاتفاق على انسحاب القوات العسكرية من نقاط التماس، ودخول قوات أمن تابعة لوزارة الداخلية السورية إلى مركزي مدينتي الحسكة والقامشلي، إضافة إلى الدمج التدريجي للقوى العسكرية الكردية ضمن تشكيلات الجيش السوري، عبر إنشاء ثلاثة ألوية عسكرية تخضع مباشرة لقيادة الجيش دون أي استقلالية تنظيمية.
وفي هذا السياق، قال وزير الإعلام السوري حمزة المصطفى إن الدمج العسكري سيتم على أساس فردي، مع إلحاق عناصر «قسد» بالألوية الجديدة، مؤكداً أن العملية تتم وفق هيكلية موحدة للجيش.
النفط والمعابر والإدارة الأمنية
كما يتضمن الاتفاق تسليم حقول النفط في رميلان والسويدية، ومطار القامشلي، وجميع المعابر الحدودية، خلال مدة لا تتجاوز عشرة أيام، إلى جانب مباشرة مدير الأمن في محافظة الحسكة مهامه اعتباراً من الأسبوع القادم.
وأفاد مصدر أمني كردي بأن قائد الأمن الداخلي في الحسكة، مروان العلي، زار مقر قوات «الأسايش» في مدينة القامشلي، في إطار التنسيق الأمني للمرحلة القادمة.
ترتيبات في عين العرب وضمانات مدنية
وفي محافظة حلب، أعلن قائد الأمن الداخلي العقيد محمد عبدالغني أنه التقى قوات الأمن الداخلي الكردية في مدينة عين العرب، لبحث ترتيبات دخول قوات وزارة الداخلية، مشيراً إلى أن التنفيذ مرتبط ببعض الجوانب الفنية، مع تأكيده إيجابية رد الجانب الكردي.
ويشمل الاتفاق أيضاً دمج مؤسسات الإدارة الذاتية ضمن مؤسسات الدولة السورية، وتثبيت الموظفين المدنيين، وتسوية الحقوق المدنية والتربوية للمجتمع الكردي، وضمان عودة النازحين إلى مناطقهم، في إطار مسار يهدف إلى توحيد الأراضي السورية وتعزيز الاستقرار وإنفاذ القانون.
تحركات أمنية ورسائل طمأنة
وكشف مصدر أمني كردي لوكالة الصحافة الفرنسية أن قائد الأمن الداخلي في محافظة الحسكة، مروان العلي، أجرى الأحد زيارة إلى مقر قوات الأمن الكردية في مدينة القامشلي، في إطار التنسيق الأمني المتواصل بين الجانبين.
وفي سياق متصل، أعلن قائد الأمن الداخلي في محافظة حلب، محمد عبدالغني، أنه زار منطقة عين العرب (كوباني) والتقى القيادات الأمنية التابعة لقوات سورية الديمقراطية «قسد»، ضمن خطوات ترتيب المرحلة الأمنية القادمة.
وأوضح عبدالغني، أن اللقاءات اتسمت بإيجابية واضحة، مؤكداً أن الدولة السورية تعمل على ترسيخ نموذج يقوم على سيادة القانون والانضباط المؤسسي.
ووجّه قائد الأمن الداخلي في حلب رسائل طمأنة مباشرة للأكراد السوريين، مشدداً على أن سورية في مرحلتها الجديدة «ليست دولة انتقام ولا استعراض قوة»، بل تسعى إلى تعزيز الاستقرار وبناء الثقة بين جميع مكونات المجتمع.
The Kurdish Internal Security Forces announced on Sunday a curfew in the cities of Hasakah and Qamishli in northeastern Syria, coinciding with the implementation of the comprehensive agreement signed between the Syrian government and the Syrian Democratic Forces (SDF), which stipulates the integration of civil and military institutions of the autonomous administration within the structure of the Syrian state.
According to the statement, the curfew in Hasakah will begin on Monday from 6 AM to 6 PM local time, with the same measure to be enforced in Qamishli on Tuesday, as described by the Kurdish forces as measures for "maintaining security, stability, and the safety of the residents."
Comprehensive Agreement After Weeks of Tension
Damascus and the SDF reached a comprehensive agreement on Friday following weeks of clashes in northern and eastern Syria, during which government forces succeeded in asserting control over wide areas. The agreement includes a ceasefire and the commencement of a sequential integration process of military forces and administrative institutions between the two sides.
SDF commander Mazloum Abdi confirmed that the implementation of the agreement will begin on the ground starting today (Monday), with both sides' forces retreating from the contact lines in northeastern Syria and the city of Ayn al-Arab (Kobani), in exchange for the entry of a "limited security force" into Hasakah and Qamishli.
Security Deployment and Gradual Integration
The agreement stipulates the withdrawal of military forces from the contact points and the entry of security forces affiliated with the Syrian Ministry of Interior into the centers of Hasakah and Qamishli, in addition to the gradual integration of Kurdish military forces into the formations of the Syrian army by creating three military brigades directly under the command of the army without any organizational independence.
In this context, Syrian Information Minister Hamza Mustafa stated that the military integration will be based on an individual basis, with SDF personnel being attached to the new brigades, emphasizing that the process is taking place according to a unified structure for the army.
Oil, Crossings, and Security Administration
The agreement also includes the handover of oil fields in Rmeilan and Suwayda, Qamishli Airport, and all border crossings within a period not exceeding ten days, in addition to the commencement of the security director in Hasakah province starting next week.
A Kurdish security source reported that the head of internal security in Hasakah, Marwan Ali, visited the headquarters of the Asayish forces in Qamishli as part of the ongoing security coordination for the upcoming phase.
Arrangements in Ayn al-Arab and Civil Guarantees
In Aleppo province, the head of internal security, Colonel Muhammad Abdul Ghani, announced that he met with the Kurdish internal security forces in Ayn al-Arab to discuss arrangements for the entry of Ministry of Interior forces, noting that the implementation is linked to some technical aspects, while confirming the positive response from the Kurdish side.
The agreement also includes the integration of autonomous administration institutions within the institutions of the Syrian state, the stabilization of civil employees, the settlement of civil and educational rights for the Kurdish community, and the guarantee of the return of displaced persons to their areas, within a framework aimed at unifying Syrian territories and enhancing stability and the rule of law.
Security Movements and Reassurance Messages
A Kurdish security source revealed to Agence France-Presse that the head of internal security in Hasakah, Marwan Ali, conducted a visit on Sunday to the headquarters of the Kurdish security forces in Qamishli as part of the ongoing security coordination between the two sides.
In a related context, the head of internal security in Aleppo, Muhammad Abdul Ghani, announced that he visited the Ayn al-Arab (Kobani) area and met with the security leaders of the Syrian Democratic Forces (SDF) as part of steps to arrange the upcoming security phase.
Abdul Ghani clarified that the meetings were characterized by clear positivity, affirming that the Syrian state is working to establish a model based on the rule of law and institutional discipline.
The head of internal security in Aleppo sent direct reassurance messages to the Syrian Kurds, emphasizing that Syria in its new phase "is not a state of revenge or a display of power," but seeks to enhance stability and build trust among all components of society.
