كشف مبعوث الرئيس الأمريكي ستيف ويتكوف، اليوم (السبت)، عن كواليس اجتماع ميامي الذي ضم ممثلين عن الولايات المتحدة الأمريكية ومصر وقطر وتركيا، أمس، لمراجعة تنفيذ المرحلة الأولى من اتفاق وقف إطلاق النار في غزة، وتعزيز الاستعدادات للمرحلة الثانية.
وأوضح ويتكوف في بيان مشترك للمشاركين في المباحثات، أن المرحلة الأولى من اتفاق غزة أحرزت تقدماً ملموساً، شمل توسيع نطاق المساعدات الإنسانية، وإعادة جثامين الرهائن، والانسحاب الجزئي للجيش الإسرائيلي، إلى جانب انخفاض مستوى الأعمال القتالية، مشددين على أهمية تمكين هيئة حاكمة في غزة تعمل تحت سلطة فلسطينية موحدة.
وأعرب المجتمعون عن دعمهم لإنشاء وتفعيل «مجلس السلام» على المدى القريب، ليعمل كإدارة انتقالية تتولى المسارات المدنية والأمنية ومسار إعادة الإعمار.
واستعرض المجتمعون الخطوات القادمة للتنفيذ المرحلي لخطة السلام الشاملة الخاصة بغزة، مع التأكيد على أهمية التسلسل والتنسيق وآليات المراقبة الفعالة، بالتعاون مع المؤسسات المحلية في غزة والشركاء الدوليين.
وأعلن المجتمعون التزامهم الكامل بجميع بنود خطة السلام المكوّنة من 20 نقطة التي طرحها الرئيس الأمريكي ترمب، داعين جميع الأطراف إلى الوفاء بالتزاماتها، وضبط النفس، والتعاون مع ترتيبات المراقبة.
وأشاروا إلى أن مشاورات إضافية ستُعقد خلال الأسابيع القادمة لدفع تنفيذ المرحلة الثانية قدماً، لافتين إلى أن المباحثات تناولت إجراءات تطوير البنية التحتية، والتعاون في مجالات الطاقة والمياه والموارد المشتركة الأخرى، باعتبارها عناصر أساسية لتعافي غزة، وتعزيز الاستقرار الإقليمي، وتحقيق الازدهار على المدى الطويل.
وكان سريان اتفاق وقف النار في غزة قد بدأ في العاشر من أكتوبر الماضي.
US President's envoy Steve Witkoff revealed today (Saturday) the behind-the-scenes details of the Miami meeting that included representatives from the United States, Egypt, Qatar, and Turkey, which took place yesterday to review the implementation of the first phase of the ceasefire agreement in Gaza and to enhance preparations for the second phase.
Witkoff stated in a joint statement for the participants in the discussions that the first phase of the Gaza agreement has made tangible progress, including the expansion of humanitarian aid, the return of hostages' remains, the partial withdrawal of the Israeli army, along with a decrease in the level of hostilities, emphasizing the importance of enabling a governing body in Gaza that operates under a unified Palestinian authority.
The attendees expressed their support for the establishment and activation of a "Peace Council" in the short term, to function as a transitional administration overseeing civil, security, and reconstruction pathways.
The participants reviewed the next steps for the phased implementation of the comprehensive peace plan for Gaza, stressing the importance of sequencing, coordination, and effective monitoring mechanisms, in collaboration with local institutions in Gaza and international partners.
The attendees announced their full commitment to all the provisions of the 20-point peace plan proposed by President Trump, calling on all parties to fulfill their commitments, exercise restraint, and cooperate with monitoring arrangements.
They noted that additional consultations will be held in the coming weeks to advance the implementation of the second phase, pointing out that the discussions addressed infrastructure development measures, cooperation in energy, water, and other shared resources, as essential elements for Gaza's recovery, regional stability, and long-term prosperity.
The ceasefire agreement in Gaza came into effect on October 10th of last year.
