أمر الرئيس الأمريكي دونالد ترمب بتعليق برنامج تأشيرة التنوع، المعروف بقرعة «الغرين كارد»، مؤقتاً، وذلك بعد الكشف عن أن المشتبه به في حادثي إطلاق النار بجامعة براون ومعهد ماساتشوستس للتكنولوجيا حصل على إقامة دائمة عبر هذا البرنامج.
وأعلنت وزيرة الأمن الداخلي كريستي نويم، في منشور على منصة «إكس»، أنها بناءً على توجيهات الرئيس ترمب، أمرت خدمات المواطنة والهجرة الأمريكية بوقف البرنامج فوراً.
وكتبت نويم: «كان مطلق النار في جامعة براون، كلاوديو مانويل نيفيس فالينتي، قد دخل الولايات المتحدة عبر برنامج تأشيرة التنوع في عام 2017 وحصل على غرين كارد، هذا الفرد الشنيع لم يكن يجب أن يُسمح له بدخول بلادنا أبداً» وأضافت أنه «بناءً على توجيهات الرئيس ترمب، أنا أوجه USCIS فوراً بوقف برنامج DV1 لضمان عدم إيذاء المزيد من الأمريكيين بهذا البرنامج الكارثي».
يأتي هذا القرار بعد ساعات من العثور على جثة المشتبه به، البرتغالي الأصل كلاوديو نيفيس فالينتي (48 عاماً)، في وحدة تخزين بولاية نيو هامبشاير، حيث أنهى حياته بطلق ناري.
وكان فالينتي متهماً بإطلاق نار في جامعة براون يوم 13 ديسمبر، أسفر عن مقتل طالبين وإصابة 9 آخرين، بالإضافة إلى قتل أستاذ فيزياء يوم 15 ديسمبر، حيث كان قد دخل فالينتي الولايات المتحدة أولاً بتأشيرة طالب في عام 2000 للدراسة في براون، ثم حصل على الإقامة الدائمة عبر قرعة التنوع في 2017.
ما هي تأشيرة «الغرين كارد»؟
ويخصص برنامج تأشيرة التنوع، الذي أنشئ بموجب قانون الهجرة لعام 1990، حتى 50 ألف غرين كارد سنوياً عبر قرعة عشوائية لمواطني دول ذات تمثيل هجري منخفض في الولايات المتحدة، معظمها في أفريقيا وأوروبا الشرقية.
ويخضع الفائزون لفحوصات أمنية ومقابلات قنصلية صارمة مشابهة لأنواع التأشيرات الأخرى، وفي دورة 2025، تقدم نحو 20 مليون شخص، وتم اختيار أكثر من 131 ألفاً بما في ذلك الأزواج والأبناء.
ويعتبر الرئيس ترمب معارضاً قديماً للبرنامج، معتبراً إياه «غير آمن» وغير قائم على الكفاءة، وقد حاول إنهاءه في فترته الأولى، كما علّقه جزئياً أثناء جائحة كوفيد-19.
U.S. President Donald Trump ordered a temporary suspension of the Diversity Visa Program, known as the "Green Card Lottery," after it was revealed that the suspect in the shootings at Brown University and the Massachusetts Institute of Technology obtained permanent residency through this program.
Homeland Security Secretary Kristi Noem announced in a post on the "X" platform that, based on President Trump's directives, she ordered U.S. Citizenship and Immigration Services to immediately halt the program.
Noem wrote: "The shooter at Brown University, Claudio Manuel Neves Valente, entered the United States through the Diversity Visa Program in 2017 and obtained a Green Card. This heinous individual should never have been allowed to enter our country." She added that "based on President Trump's directives, I am directing USCIS to immediately stop the DV1 program to ensure that no more Americans are harmed by this disastrous program."
This decision comes hours after the body of the suspect, Portuguese-born Claudio Neves Valente (48 years old), was found in a storage unit in New Hampshire, where he took his own life with a gunshot.
Valente was accused of a shooting at Brown University on December 13, which resulted in the deaths of two students and injuries to nine others, in addition to killing a physics professor on December 15. Valente had first entered the United States on a student visa in 2000 to study at Brown, and then obtained permanent residency through the Diversity Lottery in 2017.
What is the "Green Card" Visa?
The Diversity Visa Program, established under the Immigration Act of 1990, allocates up to 50,000 Green Cards annually through a random lottery for citizens of countries with low immigration representation in the United States, mostly from Africa and Eastern Europe.
Winners are subjected to rigorous security checks and consular interviews similar to other types of visas. In the 2025 cycle, nearly 20 million people applied, and over 131,000 were selected, including spouses and children.
President Trump has been a long-time opponent of the program, deeming it "unsafe" and not merit-based, and he attempted to end it during his first term, as well as partially suspending it during the COVID-19 pandemic.
